Spanish authorities reached an agreement on Tuesday to confine the country’s capital and other cities, as the Health Ministry reported around 10,000 new infections and 213 more deaths nationwide.

Almost one-third of the new cases and half of the deaths were reported in Madrid, where regional officials held another meeting with the central government on measures to curb surging infections.

Following the Tuesday evening meeting, Spain’s Health Minister Salvador Illa announced that an agreement was reached to impose restrictions in all of Spain’s worst-hit cities, including the capital.

The proposal will be debated amongst all regional leaders on Wednesday, who will also have to agree to the plan.

On Monday, Illa hinted that the central government could take control of Madrid if the regional government did not heed its recommendations to confine the capital, with Madrid’s premier calling for the same measures to be applied nationwide.

The UK on Tuesday reported 7,143 new cases of the novel coronavirus, the highest daily spike since the outbreak began in the country, according to the health authorities.

Seventy-one people lost their lives due to the virus, the government figures showed, bringing the death toll to 42,072.

A total of 446,156 people in the country have tested positive for the virus since the start of the pandemic.

Some 2,049 COVID-19 patients are currently being treated in the hospitals across the UK, with 297 of them on ventilator beds.

The number of virus cases are rapidly increasing in the UK since August. The previous highest daily cases in the country were recorded last week, with 6,874 people.

Last week, UK’s Chief Medical Officer Professor Chris Whitty and Chief Scientific Officer Sir Patrick Vallance warned that Britain could see 50,000 coronavirus cases a day by mid-October if swift action is not taken.

WASHINGTON: US President Donald Trump on Monday announced the distribution of 150 million rapid coronavirus tests ordered from Abbott Laboratories that are able to deliver a result in 15 minutes and display it in a similar format to a home pregnancy kit.

"Here's our plan: 50 million tests will go to protect the most vulnerable communities," such as nursing homes and assisted living facilities, said Trump.

He added that the other 100 million tests would go to states and territories to assist them in opening their economies and schools.

Each of the kits cost the federal government US$5, and the health department said in a statement that Abbott plans to make 48 million kits available monthly in the coming weeks.

But it comes with a trade-off – they are less sensitive than the standard polymerase chain reaction (PCR) tests and therefore more likely to return false negatives.

This is because the PCR tests use sophisticated lab equipment capable of detecting trace amounts of the virus' genetic material.

But if it takes a week or so to return a result, a PCR test isn't clinically meaningful as the patients have either already recovered or become more obviously sick.

MONTREAL: Quebec, the province hardest hit by the pandemic in Canada, on Monday reintroduced restrictions to limit the spread of the Covid-19 illness in three regions including Montreal and Quebec City.

Premier Francois Legault said the closure of bars, concert halls, cinemas and libraries in these "red zones" would take effect on October 1 and last 28 days.

Shops can remain open but restaurants will only be allowed to serve take-out meals.

Schools will also continue to operate while residents of the mostly French-speaking province are asked to restrict access to their homes.

"What we are seeing for the moment is a significant increase in cases and we expect that in several weeks that will mean significant increases in hospitalizations and deaths," Legault told a televised news conference, adding that "the situation is now critical."

Despite existing rules on mask wearing and limiting social gatherings, Quebec recorded 750 new cases on Monday in what public health officials termed the pandemic's "second wave."

An average of 1,551.3 people per day tested positive for the new coronavirus (Covid-19) in Belgium during the past week, according to the latest figures by Sciensano on Monday.

The trend of new infections per day increased by 17% over the 7-day period from 18 to 24 September.

Additionally, 174.9 infections were confirmed per 100,000 inhabitants over the past two weeks, which is an increase of 135% compared to two weeks earlier.

Between 20 and 27 September, an average of 64 new hospitalisations per day were recorded, up from 54.6 per day the week before.

In total, 654 patients are currently in hospital, which is 28 more than yesterday. Of those patients, 135 are in intensive care, 15 more than yesterday. Patients on a ventilator number 63, three more than yesterday.

An average number of 4.4 deaths occurred per day over the past week, up from the average pf 3.4 the week before. The total number of deaths in Belgium since the beginning of the pandemic is currently 9,980 – four more than yesterday.

Between Friday and Monday, Spain registered nearly 32,000 more coronavirus cases and 179 deaths as the government continues to clash with local Madrid officials over tightening measures.

As of Monday, more than one million residents in Madrid were confined in their neighborhoods and only allowed to leave for essential tasks such as work and school. These areas also have stricter measures including closed parks and reduced capacity in venues like bars and restaurants.

Yet, over the weekend, Health Minister Salvador Illa warned that the region would be at "serious risk" if it did not take even tighter measures, including a city-wide confinement scheme, as well as lockdown in all areas that have detected more than 500 cases per 100,000 people in the last two weeks.

At least 190 more coronavirus-related fatalities have raised the death toll in Iran to 25,779, the country's Health Ministry said on Monday.

Some 3,512 more people tested positive for COVID-19 over the past 24 hours, pushing the overall count up to 449,960, ministry spokeswoman Sima Sadat Lari said.

She added that 376,531 patients have recovered so far, while 4,068 are hospitalized in critical condition.

Some 30 of Iran’s 31 provinces are in the red zone with high risk of coronavirus, Lari warned.

Iran is struggling to contain the pandemic since February when the first cases were confirmed in the city of Qom.

In recent weeks, Iran has seen a significant surge in new infections and fatalities after restrictions have been gradually eased, drawing criticism from health activists.

Health Minister Saeed Namaki has earlier warned that Iran was in the grip of a third wave after managing to overcome first two waves.

Slovakia is set to declare a new state of emergency this week to combat the coronavirus pandemic, the prime minister, Igor Matovič, said following a sharp rise in cases.

“The situation is extremely serious, and I think we must adopt very fundamental decisions and very bold decisions,” Matovič said after a meeting of the country’s crisis management team.

The measure is expected to be approved by the government on Wednesday and would be the second time that Slovakia introduces a state of emergency to combat the pandemic.

The EU country of 5.4 million people has registered 9,343 coronavirus infections since the beginning of the pandemic and 44 patients have died.

On Friday, the number of daily infections reached a record high of 552.

Dutch government has tightened some of Europe’s most relaxed coronavirus rules after a surge in cases, ordering bars to shut early and recommending people wear masks in shops.

The prime minister, Mark Rutte, told a news conference that the situation in the country’s three largest cities, Amsterdam, Rotterdam and The Hague, had become “serious” and required urgent action.

“We’re doing our best, but the virus is doing better,” said the country’s health minister, Hugo de Jonge, adding that nearly 3,000 new infections were being recorded a day, with the figure expected to reach 5,000 within weeks.

Ontario has set a new record for daily coronavirus cases, as the province officially entered its second wave of Covid-19 and officials warned that it will be “worse than the first”.

Ontario logged 700 new Covid-19 infections on Monday – well above the previous highest daily total of 640 on 24 April – as the province’s premier, Doug Ford, warned residents to expect a “more complex” and “more complicated” surge of the virus in the coming weeks.

“We know it will be worse than the first wave, but we don’t know how bad the second wave will be,” said Ford. “Our collective actions will determine if we face a wave or a tsunami.”

Ford called Monday’s numbers in Canada’s most populous province “deeply concerning” and pleaded for residents to download the country’s Covid-19 alert application.

New modelling from health officials suggests the province will hit a peak around mid-October, with new cases likely to exceed 1,000 a day, unless drastic action is taken by local and provincial governments.

Vice President Mike Pence said Monday that Americans should expect Covid-19 cases to rise “in the days ahead” as testing increases and some Midwest states show worrying coronavirus trends.

The rate of Covid-19 tests that come back positive is now rising in 10 states in the Midwest and West, Pence said during a press conference from the White House’s Rose Garden alongside President Donald Trump. With that development and the United States’ “historic advance in testing,” the public “should anticipate that cases will rise in the days ahead,” he added.

“But as we more readily identify those who have contracted the coronavirus, the American people can be confident,” he said.

The U.S. has the worst outbreak in the world, with more than 7.1 million cases and at least 204,881 deaths, according to data compiled by Johns Hopkins University. On Monday, Reuters reported the rate of tests coming back positive for Covid-19 is topping 25% in several Midwest states in the U.S. as the number of cases and hospitalizations also surge in the region.

Earlier in the day, Dr. Anthony Fauci, the nation’s leading infectious diseases expert, said the U.S. is “not in a good place” as colder months loom and the number of newly reported coronavirus cases continues to swell beyond 40,000 people every day.

“There are states that are starting to show an uptick in cases and even some increase in hospitalizations in some states,” Fauci told ABC’s “Good Morning America” in an interview aired Monday.

“And I hope not, but we very well might start seeing increases in deaths,” Fauci said. He added that he’s concerned about being in “a position like that as the weather starts getting cold.”

NEW YORK: Coronavirus infection rates have increased at "an alarming rate" in several New York neighbourhoods, particularly among the Orthodox Jewish community in Brooklyn, city health authorities warned on Sunday (Monday in Malaysia), threatening to sanction certain schools if they fail to comply with anti-virus regulations.

Although the Big Apple has touted that it kept its infection rate under one per cent for more than a month, six neighbourhoods in Brooklyn and two in Queens have seen their rates spike, surpassing five to six per cent in Midwood and Gravesend.

The increase coincides with the Jewish High Holidays, the most holy days in the Jewish calendar, that culminate on Monday with Yom Kippur.

They added that the data showed an increase in hospitalised patients in two Brooklyn hospitals, and at least one hospital in Queens.

The increase has raised fears of a second wave in New York, which reported a record 23,800 Covid-19 fatalities when the epidemic peaked in the spring.

Swaminathan said the ideal vaccine would protect at least 70% of those who are vaccinated, but that a minimum standard is 50%. The ideal vaccine would require only one shot and last for several years, she said. Most of what she said parallels predictions made by Dr. Anthony Fauci and other top U.S. experts.
"By the time people start getting the vaccine ... it would be somewhere in the middle of 2021," she said.

The UK government is planning to impose a lockdown across most of northern England and potentially London, to combat a second coronavirus wave, the Times reports.

Under the new lockdown measures being considered, all pubs, restaurants and bars would be ordered to shut for two weeks initially, the report said.

The report added that households would also be banned indefinitely from meeting each other in any indoor location.

Britain had last week imposed new measures that required people to work from home where possible and had ordered restaurants and bars to close early to tackle a fast-spreading second wave of Covid-19, with new restrictions lasting probably six months.

Merseyside, the northeast and Lancashire may be included in the possible new measures alongside London, according to the newspaper.

Schools and shops will be allowed to remain open, as will factories and offices at which staff could not work from home, the Times added, citing a senior government source.

Doctors in Ukraine recorded 3,565 coronavirus cases in the past day, compared to 3,372 cases a day earlier, the National Security and Defense Council said on Friday.

This is the second time that the country recorded more than 3,500 coronavirus infections over a 24-hour period. The highest number was reported on September 17 when 3,584 cases were identified.

According to the council, in the past day 70 people who contracted COVID-19 died in Ukraine, bringing the total to 3,827.
