Several experts warned that Madrid is not doing enough to contain the spread of COVID-19, as Spain’s Health Ministry reported nearly 11,300 new infections on Wednesday.

Of the new cases, more than a third were detected in the region of Madrid, which is mobilizing police resources to try to stop the unnecessary flow of residents from the worst-affected neighborhoods of the city, which have been loosely confined.

One-quarter of all Madrid’s hospital beds and 40% of intensive care units are now taken up by COVID-19 patients, according to the Health Ministry. Yet that count includes private hospital beds, and some public hospitals are already operating beyond full capacity.

Next Monday, doctors and emergency workers in Madrid are set to go on an indefinite strike, while still providing essential services. They are protesting chaotic working conditions and a deficit of human resources.

While Madrid has the highest rate of contagion, other Spanish regions are experiencing a resurgence of cases.

On Wednesday, the Health Ministry reported another 130 deaths across the country, bringing the total number of fatalities to 31,034.

As of Wednesday, France had registered a cumulative total of 481,141 COVID-19 cases, including 13,072 in the last 24 hours. The death toll rose by 43 to a total of 31,459, according to official figures.

France's Health Minister unveiled new restrictive measures on Wednesday to curb the spread of COVID-19 with the virus actively now circulating in over two-thirds of the country.

The toughest measures will for now only concern the coastal city of Marseille and the island of Guadeloupe with bars and restaurants ordered to shut from Saturday, Oliver Véran announced during a press conference.

The minister warned that the epidemiological situation across the country has sharply "deteriorated" with the incidence rate now standing at over 94 cases per 100,000 inhabitants and the R rate stuck above 1.

He also flagged that the positivity rate had jumped to over 6 per cent this week compared to 5 per cent during the previous seven days.

"The situation is also worrying in hospital wards where there are nearly 6,000 hospitalised patients," he said.

People are being told to work from home if they can, rules on face coverings have been expanded and the number of people allowed at weddings in England has been halved.
