fiber to rural area requires big capex outlay not also to forget the recurring maintenance cost. So not that simple even on paper. Just look at existing major players maxis, digi, celcom. They all ady have licenses to lay fiber everywhere they want to, including rural areas. Why do you think they refuse to do so? Tnb fiber is limited. What they have are not design for home use.
