Penang floods: Large sinkhole appears in Tanjung Bungah

GEORGE TOWN: A landslide-cum-sinkhole tore up a road in front of a row of newly-built luxury houses on a hillside in Tanjung Bungah early Sunday.

The landslide occurred at Persiaran Tanjung Bungah 3, and the land slipped down to the base of a towering condominium downhill.

The sheer retaining wall between the houses and the condominium tower gave way and tonnes of laterite earth pushed a steel wall outwards.

It is believed that the houses are unoccupied and no casualties were reported.

In a video posted on his Facebook page Sunday, Chief Minister Lim Guan Eng said he called Datuk Seri Dr Ahmad Zahid Hamidi to seek his help and thanked the Deputy Prime Minister for picking up the call although it was almost 3.30am.

"He promised to send the armed forces to save Penang," said Lim.

Penang floods: Two senior citizens found drowned

GEORGE TOWN: Two senior citizens died in the wee hours on Sunday after flash floods hit Penang.

A 75-year-old man, was found drowned in his house in Kampung Masjid on Jalan Perak.

Another elderly woman, whose identity has yet to be ascertained, was found dead at an old folks home in Jalan P. Ramlee.

George Town OCPD Asst Comm Anuar Omar said both bodies were retrieved by Fire and Rescue Department personnel and sent to the Penang Hospital for post-mortem.

Penang paralysed by floods

GEORGE TOWN: The flood situation in Penang has worsened with flood waters rising to about 10 to 12 feet in Bandar Baru Air Itam, reaching the roof of the landed houses there in the wee hours of Sunday (Nov 5).

Paya Terubong near the former Lee Rubber factory was not spared from floods.

Netizens posted that areas such as Lintang Sungai Ara and Gurney Drive, which were never flooded before, or had not been flooded for more than 30 years, were now inundated.

From the Facebook page of the Penang Island City Council (MBPP), it said roads that were flooded since 7am on Sunday were Jalan Masjid Negri, Jalan Perak in front of flat Taman Abidin, Jalan Makloom, Jalan Free School, Jalan Terengganu, Jalan Sungai Pinang and Lilitan Stadium.

Other areas that were flooded included Jalan Datuk Keramat in front of Penang Times Square and Jalan Transfer.

Many roads especially those located by the hills, such as Jalan Tun Sardon, Jalan Batu Ferringhi and Jalan Paya Terubong were not passable due to fallen trees.

In his Facebook page, Penang Chief Minister Lim Guan Eng said Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi had agreed to send the Royal Malaysian Armed Force to help Penang in a telephone call at about 3.30am on Sunday.

Lim said that the situation in Penang was getting worse as the water level rose and winds were strong.

He urged Penangites to be patient and stay safe, as the state government will try its best to help those in need.

Penang Environment Committee Chairman Phee Boon Poh linked the continuous rain to Typhoon Damrey that hit Vietnam.

GEORGE TOWN: Penang has sought help from the armed forces after typhoon-like winds and rain lashed the state since Saturday (Nov 4) , causing widespread floods, landslides and trees to topple.

In a video posting on his Facebook page Sunday (Nov 5), Chief Minister Lim Guan Eng said he called Datuk Seri Dr Ahmad Zahid Hamidi to seek his help and thanked the Deputy Prime Minister for picking up the call although it was almost 3.30am.

“He promised to send the armed forces to save Penang,” said a solemn-looking Lim in the video which was posted shortly after he made the call.

He said the flood waters continue to rise and the winds were still strong.

Lim hoped victims would be patient, saying that the state would try to ensure that help reach them.

In an earlier posting Sunday, he said that such a disaster has never occurred in Penang before and that 80% of the state was hit by typhoon-like winds and incessant heavy rain.

He urged Penangites to stay at home for their safety as the wind was very strong and trees have toppled.

He said Jalan Tun Sardon which links Paya Terubong and Balik Pulau was closed due to a landslide.

Many people working in the night shift in Bayan Lepas were unable to go home in the wee hours of Sunday after floods in Bayan Baru and Relau cut off links to other parts of the island.

It was reported that at least 130 people were evacuated on Saturday after floods hit various parts of Penang following incessant rain since noon.

Besides Jalan Tun Sardon, mini landslides were reported in Minden Heights, Hong Seng Estate and Paya Terubong.

Strong winds caused trees to topple in some places, including along the Teluk Bahang-Balik Pulau road.

Teluk Bahang assemblyman Datuk Shah Headen Ayoob Hussain Shah claimed that the flood was the worst that hit Balik Pulau.

Penang International Airport senior manager Ramzi Ahmad said four flights, which were supposed to land in Penang from 4.55pm on Saturday, were diverted to Langkawi or returned to Kuala Lumpur.

A Meteorological Department spokesman said the rains were expected to lash the northern states until Sunday.

The floods that hit Penang this time is possibly worse than the major floods on Sept 15.

KUALA LUMPUR: Sumatec Resources Bhd says it will not be going through with its proposed plan to take control of the Rakushechnoye oil and gas (O&G) field in Kazakhstan via the acquisition of CaspiOilGas LLP (COG), which it announced last year.

It announced last July that it would be acquiring Markmore Energy (Labuan) Ltd (MELL), the parent company of COG, for US$205 million.

The deal would have given Sumatec ownership of MELL’s O&G reserves at Rakushechnoye, the concession of which belongs to COG.

“We will not be acquiring COG through Markmore (MELL). We will instead focus on our gas utilisation plan and building a liquefied petroleum gas (LPG) plant that will allow us to start extracting LPG,” Sumatec’s managing director Abu Talib Abdul Rahman told reporters after the group’s annual general meeting yesterday.

Abu Talib was referring to a framework agreement signed on Feb 17, 2017 among Sumatec, MELL and Ken Makmur Holdings Sdn Bhd, which will see the production of LPG and condensate from the natural gas supplied from the Rakushechnoye O&G field.

The proposed LPG production is intended to provide Sumatec with a new source of income and allow for the monetisation of the gas produced at the Rakushechnoye field.

The LPG plant, to be located within the O&G field, will be funded by Sumatec for an estimated US$95 million (RM404.7 million). It is scheduled to be operational in two years. Abu Talib said the company hopes to start work on the plant by September.

Abu Talib’s announcement came after Sumatec revealed on Wednesday that the Kazakhstan government had granted COG an extension on the exploration area within the Rakuschechnoye lease allotment, and extended the mining lease for COG and Sumatec, the designated operator of the field, by up to 25 years. COG’s initial 25-year concession would have expired in August 2025. As such, COG plans to drill up to six more new wells in the area.

Sumatec was appointed the designated operator of the Rakushechnoye field after sealing a joint investment agreement (JIA) in March 2012 with MELL and COG, under which it is allowed to carry out all operations relating to the production of oil from the Rakushechnoye field.

The JIA entitles Sumatec to 100% of the profits for the first two million barrels of produced oil, and 50% of it thereafter. Abu Talib added that the existing JIA, which would have been terminated if the acquisition went through, will continue as normal.

“We thought about [the proposed acquisition] and think it is more viable for us to keep to the JIA and focus on our framework agreement to build the LPG plant, which will give us good returns in the future,” he said

Sumatec shares closed unchanged yesterday at 5.5 sen yesterday for a market capitalisation of RM193.3 million.

The Attorney General’s Chambers of Malaysia (AGC) takes note of the latest civil lawsuits by the United States Department of Justice (DoJ). This second action comes on the anniversary of the first, and appears to be a repeat of it. We would like to express frustration that yet again AGC was not informed or alerted by DoJ of this action.

We also note that there has been no evidence from any investigation conducted by any ‎law enforcement agencies in various jurisdictions that shows that money has been misappropriated from 1MDB; and that there have been no criminal charges against any individuals for misappropriation of funds from 1MDB.

1MDB is a Malaysian company and has been the subject of multiple investigations within Malaysia, including by the Malaysian Anti-Corruption Commission, Auditor General and bi-partisan Public Accounts Committee. After review, we found that that no crime was committed. Presently there is still an ongoing investigation conducted by the Royal Malaysia Police concerning 1MDB.

We would like to express strong concerns at the insinuations that have been made against the Prime Minister of criminal wrongdoing. At no point in the civil claims is the Prime Minister named as a defendant or has been alleged to have committed any criminal wrong doing.

To date AGC has yet to receive any request from DoJ to obtain any information or evidence. However, we would welcome such a request in line with our commitment to international cooperation and the fight against money laundering.

As I have promised before, AGC will not hesitate to initiate proceedings against the perpetrators of criminal acts provided there is sufficient evidence to do so. Any wrongdoing will be punished and Malaysia will always uphold the rule of law.

MAHATHIR’S FEEBLE ATTEMPT AT REVIVING THE DEAD 1MDB ISSUE

“The Justice Department announced today the filing of civil forfeiture complaints seeking the forfeiture and recovery of approximately $540 million in assets associated with an international conspiracy to launder funds misappropriated from a Malaysian sovereign wealth fund. Combined with civil forfeiture complaints filed in July 2016, seeking more than $1 billion, and civil forfeiture complaints filed last week seeking approximately $100 million in assets, this case represents the largest action brought under the Kleptocracy Asset Recovery Initiative. Assets now subject to forfeiture in this case total almost $1.7 billion,” said the DoJ in a press release yesterday.

The announcement was made by Acting Assistant Attorney General Kenneth A. Blanco, Acting U.S. Attorney Sandra R. Brown of the Central District of California, Assistant Director Stephen E. Richardson of the FBI’s Criminal Investigative Division, and Deputy Chief Don Fort of the IRS-Criminal Investigation (IRS-CI).

This is actually round two of DoJ’s first announcement, which was made in July last year, and is Tun Dr Mahathir Mohamad’s latest and feeble attempt at reviving the now dead 1MDB issue and try to keep the matter alive until the next general election. Mahathir realises he has nothing left with which to attack Prime Minister Najib Tun Razak so he is revisiting the 1MDB issue hoping that he can bring the issue back to life and continue to use it against Najib.

When the DoJ attack was first launched in July last year, Mahathir put Tun Daim Zainuddin and Kadir Jasin in charge of the publicity campaign. That was exactly a year after the July 2015 coup when Najib was supposed to have been ousted from office. Unfortunately, Kadir bungled the publicity campaign and the July 2016 DoJ attack fell flat and went nowhere, wasting millions and a whole year’s worth of work.

The Verified Complaint for Forfeiture (READ HERE) was actually drafted by Sivarasa and Matthias, after which Cynthia handed it to Sandra Brown, the Acting U.S. Attorney of the Central District of California. Sandra is the same person who was involved in last year’s exercise as well. A week ago copies of this document was given to Mahathir and Clare. Hence everyone had been properly primed for yesterday’s attack. When he received the documents, Mahathir commented, “Kali ini kita habiskan Najib.”
