The primary characteristics of a piece of HDD/SSD is the memory chip in the HDD/SSD itself. The higher capacity of memory chips means less units of HDD/SSD is required for data centers.
Assuming Western Digital order 100 million pieces of actuator and base plates from JYC, in near future WD would only need to buy 50 million pieces of actuator and base plates from JYC. As more and more innovative memory chips being made, less and less actuator, base plates and other components are needed to make HDD/SSD.

The actual meaning is, in the past two (2) units of SSD is needed to accommodate 4TB of data storage. In the near future, only one (1) unit of SSD is needed to accommodate 4TB of data storage.

You got it right. The manufacturers of HDD/SSD are Western Digital, Seagate, Toshiba, SanDisk and others. With advancement of technology, the enhanced/increase in capacity of memory chips, the main component of a complete piece of HDD/SDD would reduce the demand for other components of HDD/SSD instead.

In fact Notion and DUFU also export HDD components only.

Exactly, so higher capacity is applied to the more advance memory chip for smaller SSD in size, so it would not increase the number of SSD to be produced.

I agree, if we are talking about the actual building of the data centers. Likewise, other materials are also needed to build data center, including copper (for cable), aluminium and concrete (cement and sand), etc.
