Should accumulate 0.240 and below, downside margin of safety better, but do not expect quick push and maybe will take little longer by surprise. This operator very smart. They put their buying q and selling q very fast while the share is changing hand between themselves. Everytime a matched trade, buyer at lower price will increase to prevent other from buying their q. They count their share holding and outsider share holding before they sold down again.
