Does the rights issue document reveal the exercise price of Warrants to convert to Ordinary shares.? Why do they need the money for ? Their business is always making losses. Price pushed up from 17 to 39.5 cents to make people want to take up the rights ?

It was at least 3 times higher than 0.395 before dropping all the way down to 0.15 and then coming back to as high as 0.46 and settling on 0.395 in the dying moments of the RI. They will be back again with their RI, Free Warrants, ESOS and Private Placements within the next 6 months if this one doesn't hit the required target fund raising. That is exactly what all these companies are doing to raise funds.
