(吉隆坡14日訊)鋼鐵大王丹斯里鍾廷森最近頻頻賣地。消息透露,他旗下的Anadalas發展,剛完成脫售雪州瓜拉冷岳一塊296英畝地庫,售價約為1億1千萬令吉。

Anadalas是已於2007年除牌的合鋼實業(AMSTEEL Berhad)旗下子公司;而買方是一家產業發展商Island Circle公司(簡稱IC)。

金獅拒評論

消息表示,上述地庫距離鍾廷森的美佳鋼鐵廠僅有數公里,每平方尺售價為8令吉50仙,對買家相當有利,因同區地段估價為10令吉左右。

消息補充,有關脫售已在上個月完成,惟鍾廷森的金獅集團不願就上述事件給予任何評論。

據悉,296英畝的地庫,實用建築面積只有138英畝,因部分地庫需建造公用設備,如馬路及公園。

消息也透露,Anadalas的地庫已經批准建造2千套房屋及店屋,包括單雙層排屋、別墅、油站及俱樂部。

上述地庫的脫售,是鍾廷森第二次脫售地庫。兩週前,鍾廷森旗下的金獅多元控股(LIONDIV,2887,主板工業產品組)把瓜拉冷岳156.66英畝的瓜拉冷岳地庫脫售給KLC Agro公司,售價為3千650萬令吉,使金獅多元控股獲利1千980萬令吉,並從中釋放價值。

IC萬津添置地庫

《The EDGE》也向IC確認,IC最近在萬津添置了地庫,但拒絕透露更多詳情。

有趣的是,擁有中環商城(USJ Sentral)、太古城(Pacific Place)和阿拉白沙羅的IC與捷碩(JAKS,4723,主板建筑組)擁有共同的股東——陳強發(音譯),分別持有IC與捷碩65.15%及2.5%的股權。

IC與捷碩也聯手持有兩家公司,各持49%及51%的股權。

根據大馬公司委員會(SSM)最新資料顯示,2014財政年,IC取得2千零39萬令吉淨利,Andalas則虧損302萬令吉。(星洲日報/財經‧The Edge專版)

(吉隆坡30日讯)马来西亚钢铁工业联合会(MISIF)总会长拿督苏添来表示,儘管中国倾销问题衝击东南亚钢铁领域,但他不认为,通过调高保护关税(safe guard duties)可以解决这个问题。

针对金狮机构(LION COR,3581,主板工业股)旗下的美嘉钢铁私人有限公司(Mega steel),向政府建议调高进口钢铁的保护关税一事,苏添来指出,该联合会认为,政府已在今年2月实施反倾销税,为何还要调高保护关税?

「我们並非针对美嘉钢铁私人有限公司,而是认为它所提出的建议要合理。」

他今日出席2015年东盟钢铁可持续发展论坛后,向记者如是指出。

他也说,政府除了实施反倾销税,也多方面协助美嘉钢铁公司,包括在近几年实施的定价机制。根据联合会初步估计,该公司在这几年,基于定价机制,钢铁领域已经额外支付该公司约2亿到3亿令吉之间的价差。

「试问整个钢铁领域,有哪一家公司像美嘉钢铁一样,有14%成长的净利赚幅?」

苏添来强调,联合会並非针对该公司,並预期,国际贸易与工业部(MITI)將在2016年1月份会有一个定案。

此外,针对中国倾销问题,苏添来指出,由于廉价进口,导致大马进出口的差距逐渐扩大,从2009年相差102万公吨,至今年预期超过500万公吨的差距。

「大马今年预计消耗1040万公吨,其中770万公吨是进口,中国进口佔了250万或300万公吨。至于明年的消耗,预计將提高3%至4%。」

根据数据显示,大马的钢铁出口逐步降低,从2009年出口302万公吨,2014年已减少至277万公吨。截至今年6月的出口为141万公吨,该联合会预计2015年的出口,將进一步减至260万公吨。

他指出,任何东盟国家都面对中国倾销的问题,中国出口至东南亚的钢铁市佔率从2009年的12%,增至2014年的43%,预计2015年將提高至近50%。

苏添来表示,由于中国的廉价进口,大马钢铁业面对进口的激烈竞爭,因此他呼吁政府进一步推动和加强国內生產商的钢铁使用。

他补充,中国每一天能够生產220万公吨,这產能过剩的问题应该通过內部解决,而非不断的出口至其他国家。

他赞同,政府拨款促进使用工业化建筑系统(IBS),但该系统在建筑领域的使用率仍偏低,可能佔国家总建设项目的20%以下。

另一方面,大马建筑工业发展局(CIDB)主席丹斯里阿曼达祖丁表示,放眼2016年,建筑领域会取得双位数成长,国內仍有许多基建项目支撑,因此预计这將带动国內成长。

馬來西亞鋼鐵工業聯合會(MISIF)嚴厲譴責(LIONCOR,3581,主板工業產品組)子公司美佳鋼鐵廠(Megasteel),要求政府對熱軋鋼(HRC)實施更高進口稅的舉措。



美佳鋼鐵要求政府把熱軋鋼進口稅由現有15%調高至40%,並在4年期內遞減;然而MISIF認為,這項要求不符世界貿易組織(WTO)法和國內法之規定;國際貿工部特於11月4日根據世貿法召開公證會,MISIF與其他鋼鐵業者同聲反對這項一無是處之請求,認為有拯救欠債累累公司之嫌,兼違反大馬公眾利益!




該鋼鐵廠翌日發文告謂,此舉是遏制熱軋鋼進口免本地業者受傷害,為國內熱軋提供競爭平台,貿工部也正評估與考量;然而,MISIF認為,自襁褓期政府就為美佳鋼鐵提供保護,至今仍無競爭力!

基於調高進口稅之舉措影響深遠,MISIF更恫言不惜採取法律行動捍衛大馬鋼鐵業利益。

如果沒有錯誤推測,前鋼鐵業鉅子的丹斯里锺廷森,是要藉政府給予特定鋼鐵區塊的特定“保護期”,為其欠債累累鋼鐵業覓得滿意姻親,讓美佳鋼鐵高調嫁娶。

早前,金獅集團大股東锺廷森曾接洽一些台商乃至中國鋼鐵同業,以磋商聯營合作。然而,基於美佳鋼鐵的“特質和優勢”並未被看上,始終婚訊無期。

眼看同業的協德(HIAPTEK,5072,主板工業產品組)和首鋼成親,在登州甘馬挽琴瑟和鳴,柏華嘉(PERWAJA,5146,主板工業產品組)也與中國致遠投資集團聯營生產利基業務的汽車用輪輞;美佳是恨鐵不成鋼?還是佳訊無期才出此策?

從各務實角度看,若鋼鐵業仍無法擺脫齷齪污染,進而衝擊更大GDP比重的服務與旅遊業,乃至人民也賠上健康,這是政府需深謀遠慮的!(星洲日報/投資致富‧投資茶室‧文:張啟華

Government To Decide On 'Safeguard' Petition On HRC Products Dec 8

KUALA LUMPUR, Nov 30 (Bernama) -- The government is expected to decide on the 'safeguard' petition on Dec 8, 2015, which will see an additional 40 per cent import tax on the existing 15 per cent for the imported hot rolled coil (HRC) products, said Mycron Steel Bhd.

Its Chief Executive Officer, Azlan Abdullah, hoped the government would not approve the petition as it would 'kill' the industry.

"If implemented, importers have to pay 55 per cent import duty, which is ridiculously high.

"It is hoped the government's decision will be fair to the industry as a whole and more importantly to ensure its survival rather than just look at one party (Megasteel Sdn Bhd)," he said.

Azlan said this to reporters after the company's annual general meetings here today.

The safeguard petition was filed by Megasteel in August. Following this, the government issued a gazette on Sept 10 for the notice of initiation of investigation for the determination of safeguard measure with regard to HRC products imported into Malaysia.

Azlan said Megasteel, the country's largest HRC producer, sought to prevent the import of all grades of HRC -- scrap-based and iron ore-based HRC, by asking for higher import duties.

As there is no domestic manufacturer of iron ore-based HRC, there is no point in setting high import duties for such materials, which if implemented, would backfire and damage Malaysia's competitiveness, he said.

It has been reported that Megasteel's parent company, Lion Corp Bhd, had said the February 2015 imposition of anti-dumping duties on imported HRC from China and Indonesia for five years had initially driven up demand for local HRC.

It said the low anti-dumping duty rates were, however, unable to effectively deter cheap imports, which had led to deterioration of demand for local HRC products towards the end of the financial year compounded by the weakening market sentiments.

KUALA LUMPUR: Despite growth of the construction industry, the iron and steel industry in Malaysia still faces intense competition from China imports leading to the growing gap between imports and exports, which is expected to exceed five million tonnes this year compared with 1.02 million tonnes in 2009.

Malaysian Iron and Steel Industry Federation (Misif) president Datuk Soh Thian Lai said the first six months of this year pointed to a much wider import-export gap of over five million tonnes as the export of steel from January to June this year was 1.41 million tonnes, compared to import of 4.03 million tonnes.

“Due to cheap imports from China, average steel capacity utilisation in most sectors of the industry is below the 50% level,” Soh said.

However, China’s move to reduce the steel supply of 80 million tonnes in 2017 is expected to augur well for the industry, although it would take three to five years to adjust.

“On Malaysia, we encourage moves to consolidate, as under current excess capacity scenario, steelmakers need to look for certain ways of elimination and produce products that have better margins,” he said.

He also urged the authorities to further promote and enhance the usage of locally-produced iron and steel products in the socio-economic development of the country, and promote steel trades among Asean members.

Soh, who is also the managing director and chief executive officer of YKGI Holdings Bhd ( Valuation: 0.90, Fundamental: 0.00) said this at the media conference of 2015 Asean Iron and Steel Sustainability Forum, which was organised by the South East Asia Iron and Steel Institute and co-hosted by the Misif with the Construction Industry Development Board, as supporting organisation.

Misif’s deputy president Datuk Lim Hong Thye pointed out that as China steelmakers priced their steel products with losses of RM400 per tonne, trade protection is needed from the government.

“At the beginning of 3Q, Malaysian steel bar prices reduced by almost RM200 per tonne, and it is currently sold below RM1,500, while Chinese priced it at loss making prices of US$250 to US$260,” Lim, who is also the managing director of Ann Joo Resources Bhd ( Valuation: 1.20, Fundamental: 0.00) said, adding that oversupply remains a serious issue in the industry.

On Megasteel Sdn Bhd defending its petition for trade protection, Soh said, the results will be known in two months or by January.

“We view that Megasteel’s petition is invalid as the company’s profit margin is 14%, which is considered quite high in the industry, what is the reason for them to further ask for protection?” Soh said.

Megasteel, which is 78.9% owned by Lion Corp Bhd ( Valuation: 0.00, Fundamental: 0.00) which is controlled by tycoon Tan Sri William Cheng Heng Jem, recently submitted a petition to defend its right to seek trade remedial measures against imports of hot rolled coil (HRC), by requesting the government to impose 40% safeguard duties on the imports of HRC.

STEEL tycoon Tan Sri William Cheng Heng Jem has been selling land of late. Andalas Development Sdn Bhd, a company linked to Cheng, has sold 296 acres in Bandar Mahkota Banting, Selangor, according to industry sources.

Andalas was once a subsidiary of Amsteel Corp Bhd, which was delisted from Bursa Malaysia in October 2007, as it had failed to regularise its financial position.

The freehold parcel is located just a few kilometres from Cheng’s steel manufacturing facility, Megasteel Sdn Bhd, in the district of Kuala Langat. It is understood that the tract was sold for an estimated RM110 million to a property developer called Island Circle Development (M) Sdn Bhd.

Interestingly, Island Circle — which undertook the Pacific Place, Ara Damansara, and USJ Sentral projects — has a common shareholder in JAKS Resources.

JAKS Resources and Island Circle also jointly own two companies. Island Circle holds 49% equity interest in both JAKS Island Circle Sdn Bhd and MHN Global Assets Management Sdn Bhd. The remaining 51% in JAKS Island Circle is held by JAKS Resources Bhd through its wholly-owned JAKS Sdn Bhd. JAKS Resources bought the 51% stake in MHN Global in 2013. The shares are held through its wholly-owned unit called Harbour Town Sdn Bhd.

This is the second parcel in Kuala Langat district to be sold by companies linked to Cheng. About two weeks ago, Lion Diversified Holdings Bhd (fundamental: 0.40: valuation:0.90) announced to Bursa Malaysia that it plans to sell a 156.66-acre freehold agricultural parcel in Tanjong Duabelas, Kuala Langat, to KLC Agro Sdn Bhd for RM36.5 million cash.

The sale, Lion Diversified says, will fetch a gain of RM19.8 million for the financial year ending June 30, 2016 (FY2016). It added that the disposal is to unlock asset value.

According to sources, the land sale by Andalas was completed last month and is viewed as favourable towards the purchaser as it changed hands at around RM8.50 psf while the price of a similar parcel in the area could fetch up to RM10 psf.

When contacted to ask about the sale, an official from Cheng’s office said the Lion group “is unavailable for comment”.

Island Circle confirmed that the developer had recently acquired a parcel in Bandar Mahkota Banting, but an official there declined to comment when asked for details.

The Edge understands that a development order has already been obtained for the parcel and it has been subdivided. The gross land area is an estimated at 296 acres, but the net area that will be built on is believed to be 138 acres. The difference is usually to provide for public facilities such as parks and roads.

Andalas Development, according to sources, has obtained approvals for the construction of bungalows, double storey terraced houses, shophouses, semi-detached houses, petrol stations and a clubhouse. In total, the development will provide over 2,000 houses and shophouses.

A search with the Companies Commission of Malaysia (SSM) shows that Andalas’ directors are Cheng and Yeo Keng Leong.

Andalas is wholly owned by the UK-incoporated The Brooklands Selangor Rubber Co Ltd. While it could not be immediately established who the shareholders of The Brooklands are, Amsteel’s FY2006 annual report — the last available annual report prior to its delisting in 2007 — shows The Brooklands was wholly owned by Amsteel.

In its annual report for FY2006 ended June 30, Amsteel said Bandar Mahkota is situated on 2,169 acres of freehold land located 15km from the Kuala Lumpur International Airport. Before it was called Bandar Mahkota Banting it was known as Bandar Baru Brooklands. As at FY2006, Amsteel had converted 925 acres for development into mixed residential and commercial units.

The latest financial numbers on Andalas available with SSM reveal that it posted revenue of RM1.28 million and a net loss of RM3.02 million in FY2014 ended June 30. The company has accumulated losses of RM34.69 million. Its total liabilities, which were all current, amounted to RM154.21 million.

The directors and shareholders of Island Circle are Rasli Musamah and Chen Cheong Fat. Rasli and Chen own 34.85% and 65.15% respectively in the company. Chen, the majority shareholder of Island Circle, appears on the list of the 30 largest shareholders of JAKS Resources, holding 2.5% of the company.

In FY2014 ended Dec 31, Island Circle posted a net profit of RM20.39 million. As at Dec 31, 2014, its total debts were RM55.49 million, of which RM48 million were current liabilities.

Island Circle wholly owns two other subsidiaries, Pacific Place Land Sdn Bhd and Sanjung Merpati Sdn Bhd.

It is not known if JAKS Resources will later participate in the development of the parcel in Bantin

KUALA LUMPUR: Mycron Steel Bhd remains positive on its business outlook despite the challenging economic environment, given the strategies it has planned to mitigate the challenges, including managing its cost and efficiency and exploring new export markets.

Speaking to reporters after the group’s AGM yesterday, executive director and CEO Azlan Abdullah said that Megasteel Sdn Bhd’s requests for further safeguard duties on imports of hot rolled coils (HRC), the weakening ringgit, higher cost production and the Goods and Services Tax implementation will influence the group’s performance the coming year.

Azlan said the steel industry is still challenging due to the soft market, global economic slowdown and dumping of cheap steel imports.

“Despite the difficult economic environment, we expect to remain positive by managing our cost, getting the best price in raw materials and exploring new markets.”

“We have worked hard and I think we have a quite decent result in the first quarter,” he added.

For the first quarter ended Sept 30, 2015, Mycron recorded a net profit of RM2.83 million, from a net loss of RM2.18 million in the previous corresponding quarter, contributed by higher margin spread between selling and raw material prices in its cold rolled segment and inclusion of profit contribution from its new steel tube operations.

To recap, Mycron had in December last year acquired the entire stake in Melewar Steel Tube Sdn Bhd to consolidate the steel business under Mycron.

Revenue was up 22% to RM131.9 million, compared with RM107.9 million previously, mainly due to the inclusion of the steel tube subsidiary’s first quarter results.

Commenting on the safeguard issue, Azlan hopes that the government will not approve Megasteel Sdn Bhd’s request for safeguard duties on the import of HRC into the country.

In August, Megasteel requested the government impose safeguard duties on the imports of all grades of HRC at the rate of 40%, on top of the existing 15% import duty.

Megasteel Sdn Bhd, which has a monopoly on the supply of hot-rolled coils (HRC) in Malaysia, is seeking more protection than what it has already been granted — it recently petitioned for a public hearing on a safeguard action with regard to the imports of HRC.

A safeguard action restrains trade and protects a particular industry or company — in this case, Megasteel — from foreign competition through import restrictions. The company is a unit of Lion Group, which is controlled by tycoon Tan Sri William Cheng.

The public hearing was held on Nov 4 at the office of the Ministry of International Trade and Industry (Miti). It is understood that Miti has yet to decide on the issue. If it gives a negative determination, Megasteel’s petition will come to nought; if it opts for a preliminary determination, duties will be imposed immediately to protect the company.

HRC are raw materials for flat steel, which is used to make electronic appliances such as fridges and washing machines as well as cars — as opposed to long steel, which is used in construction.

Questions posed by The Edge to Miti, on whether Megasteel should be accorded protection, were forwarded to Malaysia Steel Institute. According to the latter’s website, it is “an industry driven enterprise supported and funded by the Miti on shared responsibility basis with the iron and steel industry”.

In an email response to The Edge, Malaysia Steel Institute says, “The request for the safeguard measure has to fulfil a number of requirements as spelt out by the Malaysian legislations … Miti is currently examining all submissions to make a decision on Megasteel’s request.”

It adds, “Miti will balance the interests [of all parties] and [a decision will be] based on information submitted by all parties.”

Judging from precedents, Miti could give Megasteel the cold shoulder.

In April 2011, Megasteel had submitted a petition for the Malaysian government to initiate a safeguard investigation into the imports of HRC on the basis that the surge in imports of HRC from 2007 to September 2010 had severely and adversely impacted the domestic industry — that is, Megasteel. It sought an additional 35% import duty on HRC, which would mean the total duty payable on the raw materials would be up to 60% for five years. This request was not approved by Miti.

Megasteel is 69.79% controlled by Lion Diversified Holdings Bhd. The rest of its shares are held by Limpahjaya Sdn Bhd, a wholly-owned unit of Lion Corp Bhd. Both companies are controlled by Cheng.

To put things in perspective, Megasteel already has a leg-up on its competitors with a 15% import duty levied on companies seeking to bring in HRC. Prior to this year, the import duty had been 20%. Also, last year, Megasteel initiated anti-dumping investigations into HRC from China, Indonesia and South Korea, resulting in anti-dumping duties of between 6.35% and 25.4% being imposed over and above the 15% import duty.

Nevertheless, Megasteel came under fire on Nov 4.

Documents viewed by The Edge indicate that members of the Malaysian Iron & Steel Industry Federation (Misif), Japanese Chamber of Trade & Industry Malaysia (Jactim), Japan Iron and Steel Federation (Jisif), Japanese outfits such as Kobe Steel Ltd, Nisshin Steel Co Ltd, JFE Steel Corp and Nippon Steel & Sumitomo Metal Corp, and a whole host of other companies were present at the public hearing and they did not mince their words.

Jactim’s representative, Yoshiyuki Komaki, said, “In the event safeguard measures are imposed, Jactim would be seriously concerned that it would also negatively affect future investment opportunity from Japan to Malaysia.”

Jisif was equally harsh and said the outcome of the safeguard investigation could have far-reaching impact and any adverse decision could have “far-reaching repercussions for the trade relationship between Japan and Malaysia”.

Jason Teoh of Jason Teoh & Partners — a legal firm that represents as many as 17 companies and Misif — questioned, “Why should we continue to bear the burden which is Megasteel?”

Teoh also highlighted that Megasteel is an insolvent company with more than RM3.02 billion in debt and had serious doubts as to its ability to sustain its operations. He said it is “not in Malaysia’s public interest to impose any safeguard measures to bail out an insolvent entity at the cost of the entire Malaysian iron and steel industry”.

For its financial year ended June 30, 2014, Megasteel suffered an after tax loss of RM416.76 million from RM2.26 billion in revenue. As at end-June last year, the company had non-current assets of RM2.64 billion and current assets of RM673.38 million. Meanwhile, its current liabilities stood at RM3.80 billion and it had long-term borrowings of RM439.39 million.

KUALA LUMPUR: Megasteel Sdn Bhd, the country’s sole producer of hot rolled coils (HRC), is scheduled to meet with senior government officials early next week to propose the setting up of a special purpose vehicle (SPV), solely to import HRC and even downstream products into Malaysia, said industry sources.

A source told The Edge Financial Daily that Megasteel, a member of Lion Group controlled by tycoon Tan Sri William Cheng, is set to propose the establishment of the SPV which works in the same vein as Padiberas Nasional Bhd (Bernas), at the meeting.

Bernas holds the monopoly on rice imports, controlling about 30% of the local padi market.

“Megasteel’s proposed HRC [import] model will help ensure that it maintains its position as the sole importer of HRC in the country,” the source claimed.

The source elaborated that there will be three models offered by Megasteel, one of which will involve the government having a 60% equity interest in the SPV and Megasteel the remaining 40% stake.

Another proposal involves imports for the entire steel industry — be it HRC, cold rolled coils (CRC), galvanised iron or other types of steel — by the SPV, while there is little clarity on the third option.

“Under the first model, it is understood that while the government may have a 60% shareholding (in the SPV), its management will still be with Megasteel,” the source said.

Megasteel is 69.79% controlled by Lion Diversified Holdings Bhd, while the rest of its shares are held by Limpahjaya Sdn Bhd, a wholly-owned unit of Lion Corp Bhd.

It is understood that the idea to set up the SPV surfaced after Megasteel’s call for the government to impose 40% safeguard duties on the import of HRC received lukewarm response. It was more or less shot down by members of the Malaysian Iron and Steel Industry Federation (Misif) and interested trade outfits from abroad.

Megasteel had sought the imposition of the 40% duty on HCR imports over and above the existing 15% import duties, with the rate to be gradually reduced over a four-year period.

Similarly in 2011, Megasteel submitted a petition to the government in the hope of initiating a safeguard investigation into the imports of HRC due to the surge in imports from 2007 to September 2010, which had adversely impacted the domestic industry, namely Megasteel, which sought an additional 35% import duty on HRC, which meant the total duty payable on HRC would be up to 60% for five years.

The petition was not approved by the Ministry of International Trade and Industry (Miti).

The Edge Financial Daily had reported that a public hearing held on Nov 4 in Miti’s premises had seen interested parties and stakeholders, including Misif, opposing any proposed safeguard measures requested by Megasteel. They have since filed their written submissions to the ministry.

On Dec 8, it reported that the government had deferred its decision on Megasteel’s petition to impose 40% safeguard duties on the import of HRC to next month.

HRC is an essential raw material for CRC, which is widely used by downstream players to make different steel products for a wide range of industries, such as automobiles and household electrical appliances.

Meanwhile, industry observers described the creation of the proposed SPV as a “disastrous move” and warned that it could adversely impact the supply chain of steel.

“I do not think the idea is implementable. I also have no idea how the proposed SPV can fulfil the whole industry’s needs,” an industry observer quipped.

“There are over 1,000 steel players in the country. Each of them needs different types of steel to manufacture different types of end products to be used in different industries. I don’t see how this SPV will help solve our issues,” he added.

As at press time, The Edge Financial Daily has yet to get a response from Megasteel.

KUALA LUMPUR (Dec 15): Four days after the Malaysian Iron and steel Industry Federation (Misif) issued a statement against a proposal by Megasteel Sdn Bhd to set up a special purpose vehicle (SPV) solely to import hot rolled coils (HRCs) and downstream products into Malaysia, Megasteel has hit back, saying that the federation is "very short-sighted in objecting to well-meaning petitions to safeguard the Malaysian steel industry".

In a statement today, Megasteel said Misif's views are not an accurate reflection of the needs of the steel industry.

Despite the allegations by Misif and its call to the government to reject Megasteel's petition for safeguard measures for HRC production, Megasteel pointed out that several of Misif's members who are downstream users of HRCs are in support of the safeguard petition to protect the interests of the local HRC and downstream industry.

Megasteel said today the entire steel industry is affected by an oversupply situation due to excessive dumping, resulting in a spate of petitions being submitted by local steel industry players such as CSC Steel Sdn Bhd, FIW Steel Sdn Bhd and Ji Kang Dimensi Sdn Bhd for protection since 2013. However, these are for products such as pre-painted/painted/colour coated steel coils, cold roll coils (CRCs), steel wire rods and electrolytic tinplate.

"We foresee that the petitions will not cease until the global steel markets have stabilised.

"In the interim period, the local steel producers need to be shielded in some form. Otherwise, the closure of steel mills will cause loss of jobs and irreparable future damage to the manufacturing competitiveness of Malaysian downstream manufacturers," said Megasteel.

Last Friday, The Edge Financial Daily reported on a scheduled meeting between Megasteel and senior government officials early this week to propose the setting up of a SPV, solely to import HRCs and downstream products into Malaysia.

The report, quoting sources, said three models are expected to be proposed by Megasteel, one of which will involve the government taking a 60% equity interest in the SPV and Megasteel the remaining 40% stake.

Calling the proposal "preposterous", Misif president Datuk Soh Thian Lai came out against the move, saying it is "neither feasible nor implementable and will cause irreparable damage to the whole Malaysian iron and steel industry".

He said, among other things, the establishment of a SPV is an infringement of the Malaysian Competition Act 2010, especially on abuse of dominant position as Megasteel has associated companies that are also competing with companies down the value chain, which are users of the imported products.

Soh said the confidentiality of users' information is at risk as the SPV company will know who is the foreign producer and the pricing, creating an unfair advantage for Megasteel over the other product manufacturers.

In today's statement, Megasteel also clarified that it is not a monopoly as claimed, adding that there is more than one company producing HRCs in Malaysia, namely Southern Steel Bhd ( Valuation: 0.90, Fundamental: 0.00).

"Contrary to the picture painted by Misif, Megasteel is not the only steel company that is affected by the excessive steel imports and submitting trade remedy petitions," it added.
