KUALA LUMPUR: Malaysia said on Wednesday it has signed an agreement with China to cooperate on the development of a safe and efficacious vaccine, as part of efforts to combat the Covid-19 pandemic.

Under the agreement, in force for an initial period of five years, the Southeast Asian nation will be given priority access to Covid-19 vaccines developed by China. Both will share knowledge and expertise and facilitate scientific and technological capabilities to advance vaccine development in their countries, Malaysia said in a joint ministerial statement.
Science, Technology and Innovation Minister Khairy Jamaluddin signed the agreement with his Chinese counterpart Wang Zhigang in a virtual ceremony.

Cooperation between Malaysia and China under the agreement would be supervised by a committee chaired by the foreign affairs ministers of both countries that was formed in October to address post-pandemic challenges.

"Both countries will also support the participation of their public and private sectors including universities, institutions, societies and organisations in joint collaborative projects," the Malaysian ministries said.

KUALA LUMPUR (Nov 26): After a heated session during Finance Minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz’s wrapping-up speech on Budget 2021, the bill was approved at the policy stage.
Towards the end of the session, Dewan Rakyat Speaker Datuk Azhar Azizan Harun asked for a show of hands of those for and against the budget, and decided that there were more Members of Parliament (MPs) who agreed with the budget, although Pokok Sena MP Datuk Mahfuz Omar interjected and motioned for a tally of the votes.
However, this required 15 MPs to support the call for a tally. Only 13 stood up in support of the tally, according to the Speaker.
“There are fewer than 15 people [supporting the call for a tally]. There are more voices [in agreement with the budget]. The bill will see its second reading now,” he said.
The wrap-up by the minister was a heated one as ruling and opposition MPs furiously interjected for clarifications of certain issues, including the expansion of the Employees Provident Fund's (EPF) i-Sinar facility to include those receiving pay cuts due to the Covid-19 pandemic.
Subang MP Wong Chen claimed that the EPF’s inflows amount to no more than RM20 billion per year, and therefore could not cover the total increased allocation of RM70 billion for the i-Sinar facility.
“Where is the EPF going to find the extra RM50 billion? Are they going to sell their shareholdings in listed companies on Bursa Malaysia? If this hits the headlines tomorrow, we will have a big problem,” he said.
However, Tengku Zafrul clarified that the EPF is seeing inflows of RM80 billion per year, adding that the Ministry of Finance (MoF) had looked into the matter.
“I would like to correct the facts. We conducted a detailed analysis of this for over a week. Actually, the inflows are not RM20 billion, RM30 billion or RM40 billion. It is RM80 billion per year,” responded the minister.
Following that, Wong pointed out that withdrawals by contributors, amounting to RM40 billion to RM50 billion per year, had to be taken into account as well — before his microphone was muted by the Speaker.
The session quickly devolved into a shouting match among the MPs, which resulted in intermittent muting of the MPs’ microphones by a visibly irritated Speaker.
“This is embarrassing behaviour. We are debating on the budget and this is how we are behaving? The rakyat are watching all of us here!” he said.
Other points mentioned during Tengku Zafrul's speech included a reduction in allocation for the Special Affairs Department (JASA) to make way for increases in other allocations, although he did not elaborate.
On the various proposals for a further extension of the loan moratorium, he said all who are eligible — whether they are in the B40, M40 or T20 category — will be able to request for various forms of assistance, which also include reducing or rescheduling loan repayments, from their respective banks.

The ministry said “no serious safety concerns” were observed, though, again, no information on side effects was provided.

The ministry said the announcement is a “significant vote of confidence by the UAE’s health authorities in the safety and efficacy of this vaccine.”

The ministry added that it had officially registered the vaccine at the request of the manufacturer, which it says could eventually lead to the shot’s widespread authorization.

KUALA LUMPUR, Dec 30 — The United States Customs and Border Protection (CBP) has announced today that its personnel will detain any palm oil and products manufactured by Sime Darby Plantation Bhd and its subsidiaries or affiliates.

In a statement, the CBP said a withhold release order was issued based on information that Sime Darby Plantation has 11 of the mark of forced labour designated by the International Labour Organisation.


“American consumers can help end modern slavery by choosing to buy products they know are ethically and humanely sourced,” its acting commissioner Mark A. Morgan said in the statement.

In July, a Hong Kong-based anti-trafficking NGO called Liberty Shared had petitioned against Malaysian palm oil giant Sime Darby Plantation Bhd due to alleged child and forced labour.


In the petition filed with the US Customs and Border Protection agency in April, the group urged a ban on imports of the firm’s palm oil products.


The petition’s summary said workers and civil society it interviewed revealed complaints of arbitrary penalties, threats of and actual sexual harassment, physical threats and abuse, various and inconsistent deductions in pay, varying conditions of accommodation, and fees charged for basic facilities.

The report also pointed at mistreatment of foreign workers, and unlawful practices by recruitment agents.

Malaysia is the world’s second largest producer of palm oil, the most consumed edible oil, with Sime Darby Plantation one of the largest in the industry here with a history stretching back to the 1800s.

Malay Mail is contacting Sime Darby Plantation and its parent company Sime Darby Group Bhd for comment over this latest decision.

It had in July said it would reach out to anti-trafficking group Liberty Shared as it is concerned over the serious allegations made by the Hong Kong-based group that were submitted to the CBP.

The firm also admitted to the challenges and complexity of the supply chains across the industry, but said it was committed to the No Deforestation, No Peat and No Exploitation (NDPE) approach.

Last year, the CBP had already issued a separate order against another Malaysian palm oil giant, FGV Holdings Bhd, following claims of child and forced labour, following two petitions — by the Grant & Eisenhofer ESG Institute, and International Labor Rights Forum, Rainforest Action Network and SumOfUs.

The US is one of the largest importers of Malaysian palm oil products. In 2019, exports of Malaysian palm oil products to the US were worth RM3.1 billion (1.1 million tonnes).

The American Tariff Act of 1930 prohibits entry of goods that arrive at US ports if there is reason to believe they contain materials made with forced labor.

Malaysia already faces a possible European Union ban on palm oil, allegedly due to environmental concerns, which it was planning to challenge in court.

Last year, then Minister of Primary Industries Teresa Kok urged palm oil industry players and relevant associations to intensify good labour practices and organise awareness programmes on forced and child labour.

KUALA LUMPUR (March 11): Sime Darby Plantation Bhd (SDP) has commenced legal proceedings against non-governmental organisation (NGO) Liberty Shared’s managing director Duncan Jepson to obtain information pertaining to a complaint filed by Jepson with the Securities Commission Malaysia (SC) against the planter.
In a statement, the plantation giant said it had announced legal proceedings for the discovery of critical information against Jepson on March 9 in the Eastern District of Virginia, US. SDP said the purpose of the proceedings is to obtain important information pertaining to a complaint filed by Jepson with the SC, which alleged that SDP had made wrongful disclosures in its 2019 Sustainability Report.
The SC has commenced investigations into Jepson’s complaint and had accordingly sought additional information from SDP, the planter added. SDP said it will fully cooperate with the SC, and as such said it was vitally important that SDP obtain limited but critical information from the complaint filed by Jepson.
This is the first time in SDP’s 200-year history that we have resorted to taking legal action against an NGO. SDP engages with non-governmental and civil society organisations across the world, supportive and respectful of the important role they play in society. It is this relationship of mutual respect that has allowed SDP to become an industry leader, trusted by our peers, customers, and important stakeholders like highly reputable NGOs,” it said.
SDP said that despite several direct and indirect engagements, Jepson continues to withhold vital information that could have helped the plantation workers that he has claimed to champion.
SDP had in fact appointed PwC Singapore in October 2020, on Jepson’s request, to share with us the information necessary to address the alleged issues found in our plantations. Subsequently, PwC Singapore appointed yet another individual who works closely with Jepson and Liberty Shared, again on Jepson’s request. Neither PwC Singapore nor the individual have been able to share the material information needed to address any issues that may exist in our plantations,” SDP noted.
Meanwhile, Jepson has expressed his view that the appointment of NGOs to assist SDP would not be ideal as, in his opinion, 'social compliance specialists will not be able to offer an honest assessment of corporate governance and internal controls'. He also continues to withhold information despite repeated assurances that our main concern is the wellbeing of our workforce and that at SDP, whistleblowers are protected as a matter of course.” it added.
Liberty Shared had filed a complaint with the US Customs and Border Protection (CBP) on April 20, 2020, alleging the use of forced labour in the production of palm oil at SDP’s Malaysian estates. SDP was made aware of this complaint on July 7, 2020, where the NGO had issued a summary of the complaint on its website. According to SDP, this summary did not contain sufficient information to allow it to close any alleged gaps in its operations that would have benefitted its workforce.
In December 2020, the CBP had placed a withhold release order on SDP.
On March 1, SDP appointed a Third-Party Human Rights Commission to offer independent and expert assessments of the company’s entire Malaysian operations.
