MASTEEL is our Top Pick due to its: (i) attractive FY15 Fwd. PE valuation at 6.4x (lowest among all steel players), (ii) ROE of 5.5% (highest among all steel players), (iii) strongest balance sheet with only 0.5x net gearing (lowest among all steel players), and (iv) near-term growth seen from its aggressive capacity expansion by 44% or 200k MT to 650k MT by 2016 (currently 450k MT).

JOHOR BARU: The Government has called on more interested companies to submit their proposals to operate the proposed multi-billion ringgit inter-city rail transit system in Iskandar Malaysia.
The ministry, said Transport Minister Datuk Seri Liow Tiong Lai, welcomed investment and cooperation from the private sector for the proposed RM1.23bil project.
“We are currently reviewing and updating all proposals submitted by Masteel Bhd and KUB Malaysia Bhd since 2011 and we are open to more submissions.
“We want more companies to take this opportunity as KTMB (Keretapi Tanah Melayu Bhd) cannot manage the train services by themselves,” he said during the Johor Motorcycle and Scooter Traders Association’s Chinese New Year dinner last night.
The ministry, added Liow, would also speed up the reviewing process so as to submit an update of the project and recommend its retabling by this year.
Liow also said the introduction of multi operators for government railway tracks would maximise the utilisation of its rail assets and provide attractive alternative public transport services to commuting public.
The proposed system, he said, would also be complementary to the ongoing Gemas-Johor Baru double tracking project, the KL-Singapore high speed rail, Johor-Woodlands Rapid Transit System as well as the Bus Rapid Transit system for the economic corridor.
“I hope that with such development taking place, Johoreans can enjoy more economic growth,” he said.
The multi-billion ringgit project proposed by Metropolitan Commuter Network Sdn Bhd is a 60:40 joint venture between Masteel and KUB.
In 2009, MCN had proposed to construct a 30km double track railway line linking Kulai and Johor Baru city centre and a 50km link between Pasir Gudang and Port of Tanjung Pelepas using the existing tracks.
Earlier, Liow said MCA had set up a special liaison committee to act as a communication channel between investors and the Malaysian and Chinese governments.
The MCA International Trade Liaison Committee would facilitate trade activities between the two countries, said Liow, who is also party president.
“With the setting up of the committee, we are also confident of attracting more traders from China to invest in Malaysia,” he said after launching the MCA election strategy committee here yesterday.
We refer to the announcement made on 19 January 2011, wherein Masteel announced that the Company had entered into a Heads of Joint Venture Agreement (“JVA”) with KUB Malaysia Berhad (Company No. 6022-D) (“KUB”), a company listed in the Main Market of Bursa Malaysia Securities Berhad whereby KUB and Masteel (“Parties”) have agreed to combine their capabilities and resources to co-operate and collaborate with each other in the joint-venture company, Metropolitan Commuter Network Sdn Bhd (“MCN”) to pursue the rail transit network project in the Iskandar Development Region (“Project”) and the Parties are desirous of submitting a joint proposal for the Project to the Government of Malaysia (“Proposal”). Pursuant to Bursa Malaysia Securities Berhad's letter dated 4 August 2006, we wish to announce the status of the JVA as follows:-
MCN has submitted an updated proposal on 8th January 2015 to the Ministry of Transport. According to Yang Berhormat Datuk Seri Liow Tiong Lai, the Transport Minister, his Ministry will speed up the reviewing and updating process of the Project and recommend its re-tabling to the Economic Council by this year.
The Minister also indicated that the MCN's proposed system compliments the ongoing Gemas-Johor Bharu double tracking project, the Kuala Lumpur-Singapore High Speed Rail, Johor-Woodlands, Singapore Rapid Transit System (RTS) and the Bus Rapid Transit (BRT) system for the economic corridor.

KUB-Masteel rail project partnership on track Publish date: Tue, 10 Mar 2015, 03:43 PM
KUALA LUMPUR: Diversified KUB Malaysia Bhd (KUB) is on track to carry out the proposed RM1.23 billion inter-city rail transit system project in Iskandar Malaysia in partnership with Malaysia Steel Works (KL) Bhd.
In a statement, KUB said the Ministry of Transport has received, and is reviewing the updates on the proposed project that would complement the existing and upcoming transport network infrastructure in Iskandar.
"The group anticipates to soon put into action the partnership agreement made in January 2011," it said.
In addition, KUB said it would engage in further discussions with the ministry to speed up its review process and to submit an update on the project to the Economic Council and recommend its re-tabling by this year.
"KUB certainly looks forward to be working with other agencies to enable the smooth processing of the proposals," it said.
The combination of KUB's property, engineering and construction core competency and Masteel's expertise in heavy engineering and building materials would definitely benefit the people of Johor once the rail project was completed.
It would also reduce their traveling time and ease the traffic congestion in Johor Baru.
The project will be led by joint venture company, Metropolitan Commuter Network Sdn Bhd (MCN), in which both Masteel and KUB would hold a 60 per cent and 40 per cent equity stake, respectively. - BERNAMA
