XOX new business strategy. How MoU generate easy money for owner?

When MoU "expiry" date is near, the company will release news to either extension 1 month or nothing materialize. Example, Mqtech, acquiring glove company till it become history.
Boss realize creating MoU is more easy money than doing real business by cheating bilis investor money.
Bursa cant penalty them because they are not doing anything wrong. They enter into MoU with company B. By paper yes this is legal, ikan bilis happy see this news all jump in buy..
But in the end nothing materialize because they are not actually doing any "business"

when all bilis rush in buy, creating volume, pushing higher price, this is where the real owner/boss dump their share to generate instant profit. Cycle repeat itself.

But bilis love to play with fire. HAHAHA
