KUALA LUMPUR: The amendment to the Drug Dependants (Treatment and Rehabilitation) Act 1983 marks a progressive step towards decriminalising drug addiction.

Addiction counseling expert, Dato Dr Abdul Halim Mohd Hussin said the amendment breathed new life into the management of drug addiction and substance abuse, meeting best practices in treatment and rehabilitation.

He added the amendment represents a shift from punitive measures to health-centered and rehabilitative strategies.

Abdul said one of the key changes introduced is the transformation from an incarceration approach to a non-incarceration paradigm.

"Section 6(a) ensures patients receive the best treatment and rehabilitation through open-choice options, reflecting proactive and transformative actions," he said in the statement.

Meanwhile, he said the amendment also calls for parents to take responsibility for their children's behaviour.

He said it aims to educate and support parents without imposing undue hardship, balancing empathy and responsibility.

"Establishing the Council of Professional Rehabilitation Officers enhances the credibility of rehabilitation processes.

"This council, comprising experts, will set guidelines and accreditation standards, ensuring professional and effective rehabilitation services," he added.

Furthermore, registration of Private Drug Rehabilitation Centers (PPDP) is expected to improve the quality of services, fostering trust and strategic partnerships between the government and private entities.

"Collaboration with Narcotics Addiction Rehabilitation Center (PUSPEN) and PPDP will surely bring benefits in terms of the quality of treatment and rehabilitation provided to gain public trust," he said.
