I think 0.02 is the bottom line, when the dumper failed to accumulate the ticket, they have no choice but to buy back, they are the one who queued 0.025 sell and buy 0.02. They try to make some profit in between at the same time trying to press down the price and buy back at the bottom line. Recently, until many are buying back and they can not loss their ticket by queuing sell. when no one intends to sell, the engine will start.
