What the director said does not make sense. The "resold" of tour group to local travel agencies should only happen to those low cost / illegal trip.
What happen to those travel agencies that already sign offtake agreement for the sale of one million ticket?

The quote that the travel agencies signed up, can delay one. As far I know, travel agency hardly get 20% for each tour to watch only encore show!
