Polemik lawatan Perdana Menteri Datuk Seri Anwar Ibrahim ke Arab Saudi yang dibangkitkan sesetengah pihak lebih bersifat spekulasi dan jauh menyimpang daripada fakta sebenar, kata Kementerian Luar (Wisma Putra) dalam kenyataan pada Selasa.
Isu itu telah dimainkan secara negatif oleh kelompok tertentu dan tindakan sedemikian jelas tidak adil kepada Wisma Putra dan Kerajaan Malaysia serta kepada Kementerian Luar dan Kerajaan Arab Saudi.
Delegasi Malaysia diberikan Taraf Tetamu Negara penuh yang meliputi penyediaan kenderaan, penginapan dan kawalan keselamatan oleh Saudi Royal Guard dan pegawai-pegawai protokol daripada Majlis Diraja Arab Saudi (Royal Court).
"Kemudahan-kemudahan Taraf Tetamu Negara ini turut diperuntukkan semasa pelaksanaan ibadah umrah di Makkah Al-Mukarramah di mana lebih 50 orang anggota keselamatan mengiringi Perdana Menteri. Kemudahan-kemudahan itu juga turut disediakan semasa ziarah di Madinah Al-Munawwarah," kata Wisma Putra.
Semasa berada di negara itu delegasi Malaysia menerima makluman supaya tempoh lawatan dipanjangkan daripada tempoh asal bagi mengaturkan sesi-sesi kunjungan hormat dan pertemuan dengan kepimpinan tertinggi kerajaan Arab Saudi.
Bagaimanapun, delegasi Malaysia menjelaskan secara baik bahawa permintaan itu tidak dapat dipenuhi disebabkan komitmen-komitmen Perdana Menteri yang telah ditetapkan awal sebelum lawatan.
"Ini termasuk Majlis Iftar bersama Seri Paduka Baginda Yang di Pertuan Agong dan Seri Paduka Baginda Raja Permaisuri Agong di Istana Negara pada 25 Mac 2023 dan Lawatan Rasmi Perdana Menteri ke Kemboja pada 27 Mac 2023," katanya dalam kenyataan itu.
Menurut kementerian itu lagi, persiapan-persiapan awal bagi lawatan berkenaan meliputi beberapa siri perbincangan antara Wisma Putra dan Kedutaan Besar Arab Saudi di Kuala Lumpur dan perbincangan Kedutaan Besar Malaysia di Riyadh dengan Kementerian Luar negara itu.
Kedua-dua Nota Diplomatik itu jelas menyatakan kerajaan Arab Saudi mengalu-alukan lawatan itu termasuk pelaksanaan ibadah umrah di Makkah Al-Mukarramah dan ziarah di Madinah Al-Munawwarah," katanya dan menambah bahawa Nota Diplomatik adalah antara komunikasi paling rasmi antara kerajaan dengan kerajaan.
Wisma Putra berkata lawatan Anwar mencerminkan komitmen Malaysia untuk meningkatkan hubungan dan kerjasama antara kedua-dua negara ke tahap yang lebih kukuh dan komprehensif.
"Malaysia sentiasa menganggap Kerajaan Arab Saudi sebagai rakan strategik," kata kenyataan itu lagi.
Kementerian itu menegaskan bahawa polemik serta tanggapan tidak berasas oleh sesetengah pihak di Malaysia atas kepentingan politik sempit tidak akan membantu dalam usahanya memartabatkan diplomasi Malaysia ke arah pengukuhan hubungan dan kerjasama dengan negara-negara sahabat di seluruh dunia baik di peringkat dua hala, serantau dan antarabangsa.
Antara perkara yang dibangkitkan segelintir pihak termasuk daripada parti-parti pembangkang berhubung lawatan berkenaan termasuk isu Perdana Menteri disambut oleh gabenor Jeddah sahaja, tidak dibawa masuk ke dalam Kaabah dan tiada pertemuan dengan Raja Salman atau Putera Mahkota Mohammed Salman.
The 1MDB scandal drew much criticism against Saudi Arabia from former Prime Minister Mahathir Mohamad, and during his tenure, the King Salman Center for International Peace in Kuala Lumpur was ordered to shut down in 2018.
Mahathir was also critical of the 57-member Organization of Islamic Countries, headquartered in Jeddah, and Malaysia held a Kuala Lumpur Summit in 2019, gathering Muslim leaders from Turkey, Iran and Qatar. Saudi Arabia shunned the summit and said it would weaken Islam by creating a new bloc.
This maiden visit by Anwar is seen as timely for rebuilding Malaysia's influence in the Middle East and mending its "brotherly" relations with Saudi Arabia.
The Persian Gulf nation is Malaysia's largest trading partner and the largest importer of its goods in the Gulf region. Their total trade in 2022 was valued at 45.52 billion ringgit ($10.26 billion), an increase of 159.2% from a year earlier. Saudi Arabia and Malaysia established diplomatic relations in 1961.
James Dorsey, senior fellow at the Middle East Institute of the National University of Singapore, told Nikkei Asia that Anwar has had traditionally good relations with the Saudis throughout his political career. He said, "Saudi Arabia is a key player today in the oil markets, the Middle East and the Muslim world."
The formation of the Saudi Arabia-Malaysia Coordination Council is also expected to be discussed during Anwar's visit. Anwar is accompanied by Foreign Minister Zambry Abdul Kadir and Minister of Communications and Digital Fahmi Fadzil.
Fikry A. Rahman, head of foreign affairs at the Bait Al Amanah think tank, which is based in Malaysia, told Nikkei that Malaysia could be the catalyst for stronger Saudi ties in the ASEAN region.
Regionally, Malaysia is the current host of ASEAN-Gulf Cooperation Council meetings and is poised to set the agenda for a more comprehensive collaboration between Saudi Arabia and ASEAN.
"Through this, Malaysia will serve as the gateway of Saudi's venture into Southeast Asia market and vice versa," Fikry said.
Commenting on the warming of ties between Saudi Arabia and Iran, both Dorsey and Fikry agreed that Malaysia has more leverage to foster relations with both countries. Malaysia has the closest relations with Iran among the Southeast Asian countries, and there is a significant Iranian community in Kuala Lumpur.
Domestically, the timing of the visit favors Anwar, especially with six upcoming state elections in peninsular Malaysia, the heart of the ethnic Malay electorate, and ahead of the upcoming hajj season, according to Fikry. The state elections are expected to be called in June.
Given the rising sentiments over race and religious issues, this visit would solidify Anwar's projection to ethnic Malay Muslim voters. Fikry said, "It is important to have a strategy on how the outcome of this visit can be conveyed to the general public in Malaysia on bringing more investments" and doing more for Muslims.

“Kalau kita tengok reaksi Arab Saudi setakat ini apabila Anwar dilantik sebagai PM reaksi sangat positif datang dari Raja Salman Abdulaziz Al-Saud dan Putera Mahkota Saudi, Mohammed Salman Abdulaziz Al-Saud yang mengalu-alukan pelantikan Anwar sebagai pemimpin Malaysia,” ujarnya. Sebanyak tiga memorandum persefahaman telah ditandatangani dan disaksikan oleh Anwar. Ia membabitkan Dagang Nexchange Bhd dan Ajlan & Bros Holding Group Co; Dewan Perdagangan Antarabangsa Kuala Lumpur dan Wadi Makkah Knowledge Co; dan yang ketiga, Qhub International Sdn Bhd dan Eromman Technologies Sdn Bhd. Anwar turut mengadakan pertemuan dengan 20 ketua syarikat di dalam satu mesyuarat untuk membincangkan bentuk kerjasama dan sektor baru yang boleh diterokai secara bersama.
