yes, salcon will turnaround soon as they are using equity method last year which many project are ongoing hence not recognise yet.

（吉隆坡31日讯）财政预算案尘埃落定，庞大的发展支出预料将带动建筑领域活络，当中备受看好的建筑4大领域为公共交通、道路、公共房屋及水务基建。

公交道路公屋水务基建受惠

联昌研究表示，预算案发展开销为2100亿令吉，当中73%用于铁路与公共交通发展，包括东海岸铁道和高铁，19%用于乡区基建、私人贷款及教育开销，余下则用于道路、公共房屋及水务基建开销。

联昌说，按2018年计算，主要公共交通基建工程预期耗时5至8年左右，包括总值550亿令吉的东海岸铁路计划（ERL）、造价约500亿至600亿令吉的隆新高铁计划、400亿令吉的捷运三线、90亿令吉金马士至新山双轨火车、320亿令吉的轻快铁三线，部份合约已颁发，并在明年动工。

建筑领域“加码”

联昌认为，庞大的开销将利惠建筑业，给于“加码”的评级，领域最大风险是工程延宕和融资问题。

众多工程中，公共交通／铁道合约预料会从2018年开始耗时5至8年时间，这包括总值550亿令吉的东海岸铁路计划、总值500至600亿令吉的隆新高铁计划、总值400亿令吉的捷运3线，以及总值90亿令吉的金马士新山双轨电车道计划，虽然这计划并不在预算案重点内。

联昌认为，东海岸铁路为最优先考虑的工程，其他铁路工程预期在第14届的大选催化剂下，逐步亮相。

总值320亿令吉的捷运2线和90亿令吉的轻快铁3计划的大部份合约已经颁发，工程料明年开动。

建筑业的好消息是，捷运3线预期在2025年竣工，比原定计划提前2年，工程长达40公里，每公里成本价为10亿令吉。联昌料内阁在2018年中放行相关计划。这计划融资机制尚不详。

针对房屋计划方面，联昌对比2017年预算案，2018年预算案的房屋计划拨款开销高出8倍至35亿令吉，而水务与电力基建开销则要多出60%至31亿令吉。非收费路段建造的开销则走高81%至24亿令吉。

另外，作价总值20亿令吉的泛婆大道，其中11项工程位于砂拉越，沙巴则为5项。

在看好建筑业下，联昌把金务大（GAMUDA，5398，主板建筑组）列为建筑大资本股的首选。

怡保工程（IJM，3336，主板建筑组）会是获得铁路工程的赢家；富达（PRTASCO，5070，主板建筑组）可能是公共房屋合约的受惠者；水务基建方面的拨款增加，让从事水务业的实康（SALCON，8567，主板贸服组）展望正面。
