let me tell you what is the meaning of the new

Basically directors will have the first-hand info about the financial results of the company before the quarter financial results is announced to the the public.

Directors can buy/sell shares in the public listed co but during the "closed period" (which is 30 days before quarter financial results is announced to the public, they cannot straight away buy/sell the shares. This is to avoid insider trading/taking advantage of the information before it is released to the public.

So they have to give that notice first (the one you pasted) to the public and 3 days after the notice, baru they can buy/sell the company's shares.
