I mean, why wait! Just go ahead issue vaccine passport for those who completed their doses!
It will encourage others to get it as well! Those with vaccine passport should be allowed to travel freely! There's no reason to hold them back!

The faster vaccine passport is available, you see rakyat queing up to get their too! Everybody want to get back to normal lives!
