According to the guidelines for the Community Renewable Energy Aggregation Mechanism, this mechanism allows energy companies to source electricity from rooftop panels and sell it to both commercial and domestic consumers within a 5km radius.
KUALA LUMPUR (March 28):
The government has released the guidelines for its latest solar programme, which allows energy companies to lease rooftop space from homeowners to install solar panels and sell the generated electricity to customers through third-party access to the distribution network.
According to the guidelines for the Community Renewable Energy Aggregation Mechanism (CREAM), this mechanism allows energy companies to source electricity from rooftop panels and sell it to both commercial and domestic consumers within a 5km radius.
Essentially, the CREAM programme is similar to the Corporate Renewable Energy Supply Scheme (CRESS).
Under CRESS, an energy company can negotiate to sell electricity to any commercial or industrial off-taker, which it can deliver using the national grid for a fee known as system access charges (SAC).
In contrast, under CREAM, an energy company can lease residential rooftop space to install solar panels and sell the electricity generated to any customer within the stipulated 5km vicinity.

The LSS4 programme saw 30 winning bidders in total, comprising 10 projects of 50mw each, and 20 projects of between 10mw and 29.99mw.
Channel checks found that about a third of the LSS4’s entire awarded capacity of 823mw has yet to come online. Among those who have achieved COD, several of have missed the end-2023 deadline by between several days and a month.
At least two developers — Gopeng Bhd, which has a 50mw LSS in Gopeng, Perak and Sharp Ventures Sdn Bhd, with a 50mw LSS in Klang, Selangor — had officially made a request to the Energy Commission (EC) for the extension prior to this. It is understood that at least eight companies are seeking extensions.
Among companies that have completed their LSS4 projects are MK Land Holdings Bhd in Kerian, Perak in August 2023 (10.95mw), JAKS Resources Bhd in Nibong Tebal, Penang in August 2023 (50mw), Tenaga Nasional Bhd’s second LSS in Bukit Selambau, Kedah in December 2023 (50mw), Solarvest Holdings Bhd (three projects totalling 50mw) and Ranhill Utilities Bhd in Bidor, Perak just last week on Feb 7 (50mw).
Other listed companies that have yet to announce the COD of their LSS4 projects include Reneuco Bhd (formerly KPower Bhd) (50mw), Uzma Bhd (50mw) and Advancecon Holdings Bhd (26mw).

KUALA LUMPUR (April 17): Solarvest Holdings Bhd , HSS Engineering Sdn Bhd, and Shizen Malaysia Sdn Bhd have formed a renewable energy (RE) partnership to undertake a 29.99MWac solar photovoltaic facility located in Gurun, Kedah with an investment of RM142 million.
The three parties have formed SM01 Sdn Bhd, under the Corporate Green Power Programme initiative,
wherein Shizen Malaysia will own a 49% stake, Solarvest Asset Management Sdn Bhd, a subsidiary of Solarvest Holdings (33%), and HSS Engineering Sdn Bhd (18%).

The US International Trade Commission concluded imported solar cells and modules from Cambodia, Malaysia, Thailand and Vietnam were injuring domestic manufacturers after a vote. The duties are set to reach as high as 3,521% for some manufacturers in Cambodia and 396% for Vietnam, 375% for Thailand and 34% for Malaysia.
