How does China practice democracy?
Although China is a one political party system, it also practices democracy in a different way. Every year a few million students would take university entrance exams. Every year the government gives out thousands of scholarships to the brighter students and when they graduate, they all work for the government as civil servants and also join the Communist Party.
China practices meritocracy; the most efficient worker gets promoted. The most efficient and senior civil servants will eventually be promoted to become village leaders, district leaders and gradually become city mayors.
What is the process for joining the party?
Joining the party is usually an arduous process that can take two to three years. Potential members must apply to their local party organisations, initiating a multi-year process with more than 20 steps to determine their qualification, including submitting a formal application, meeting with the local party organisers and attending party study sessions.
Candidates also need a party member to act as a guide and mentor, who they often find through party organisations at their work and schools.
After about a year of study, applicants need to pass written tests. They must also pass background checks – those with criminal records or whose family members have such records may fail these.
If they pass all of these steps, applicants still have to go through a probation period of at least a year before the party branch decides whether to admit them.
Party election
China’s communist party has a total of about 92 million members. Every year all the party members and all the senior civil servants would meet to elect political leaders, ministers and president and vice presidents. That was how President Xi Jinping was elected.
Unlike Western democratic countries, the Chinese leaders are elected by their peers.
As I said earlier, the Chinese communist system is different from the normal communist system of government.

Whatever system is much dependent on the history, culture, way of life, location and outside threats. But if the system can unite the people, bring peace and prosperity and powerful enough to deter external threats, then it is a suitable working system. Please remember there is no perfect system that can make every single person perfectly happy.
This 92m voting is larger than the electoral votes of UK and equivalent to about the total number of electoral voters turn out to elect USA president every 4 years mah!
Thus CCP democratic elections is equivalent to the west General Election mah!

Malaysia is Westminster model where we only vote for party candidate in our repective state and federal electoral constituency for ADUN and MP. The winning ADUN and MP will then select the MB and PM to form State and Federal Government.
Due to gerrymandering of boundaries of electoral constituency so not all vote are equal and due to elected ADUN and MP can jump from party to party hence we have Back Door government.
So can you say Malaysia is a democratic country just because we have GE every 5 years?
