revenue n tax from gambling , cigar n alcohol hav been declining these past few years due to the already high tax n losing to illegals....so increasing tax i s going to result in even lesser tax...due to lesser revenue...the government priority is to fight the illegals to get bak the tax..not to help the illegals to fight its own legal channel by increasing tax...
