Land price at KL/Selangor is diff from Perak, similarly Bungalow at KL value at 5m but same Bungalow at Sitiawan may value for Rm 2m. Cannot compare Duke & WCE in term of per km

That said, the extra costs would be reflected in the toll collection
Perhaps just compare the total fares collectable for all the stretches of highway, match with WCE?
The main unknown data to pluck into the formula would be the actual traffic/usage
