KUALA LUMPUR: The outlook for shopping malls has improved and footfalls are returning to normal, said RHB Asset Management Malaysia head of equity research Petrina Chong.

“I have seen various malls in Malaysia and there has been a pick-up in footfalls. The quality malls still have the ability to draw in crowds and people still come out to do their basic shopping, ” Chong said at a RHB Asset Management webinar titled Investing in REITs – Risk or Opportunity.

“Some are even doing their luxury shopping. For example, there were queues at the Louis Vuitton shop in one of the (main) shopping malls. In terms of consumer sentiment, we do see a gradual recovery already coming through, ” she added.

However, she said the city centre malls are expected to lag behind the flagship suburban malls due to the lack of foreign tourists.

“They will be slightly less crowded because tourist arrivals feature quite heavily. About 20% of the daily shopper traffic here are mainly foreign visitors, ” Chong said.

Meanwhile, Chong said that according to industry statistics, the hospitality REITs segment has seen a demand collapse.

“Data from the Malaysian Association of Hotels show that the occupancy rates in 2020 have very much collapsed. Compared to the average 60 odd percent in the previous year, this has come down to around 20%, ” she said.

“Some of the hotels in the KL city centre have been used up as quarantine facilities for people who are arriving from overseas. So some occupancy is taken up here but it is still not compared to what it has been before, ” she added.

Chong said she expected to see some recovery in this segment once July and August statistics come out.

PETALING JAYA: The Securities Commission (SC) will temporarily increase the gearing limit for Malaysian real estate investment trusts (M-REITs) from 50% to 60%, effective immediately, until Dec 31,2022.

The regulator said the “temporary increase in gearing limit would provide M-REITs greater cash flow flexibility and allow M-REIT managers to manage their REIT’s debt and capital structures more efficiently”.

It said the temporary measure was crucial due to the challenging operating environment during the Covid-19 pandemic.

SC expected managers of M-REITs to consider sustainability of the REIT and best interests of unit holders, before taking on any additional debt.

As the financial system adjusts to the impact of Covid-19, the SC said it would continue to monitor the evolving situation in global and domestic markets.

PETALING JAYA: Recovery in earnings for YTL Power International Bhd is now likely to be seen in two years’ time following the delay in the commissioning of its 45%-owned shale-fired Attarat Power Plant in Jordan.

The US$2.1bil, 470 megawatt (MW) shale oil power plant in Attarat, Jordan was seen as the next money spinner for the utility outfit.

Maybank IB Research estimates that its earnings contribution to YTL Power to be about RM220mil of associate income annually.

Hence its commissioning was a “significant re-rating catalyst” for the stock.

However, the Attarat Jordan power plant’s completion has been affected by the Covid-19 pandemic outbreak.

Citing recent press reports, the research firm noted that the two generators of the power plant would only be completed in end-2020 and 2021 respectively.

This was significantly behind its initial assumption of a July-2020 commissioning that was to come with a 30-year power purchase agreement and an attractive internal rate of return of 19%.

“Given the delay in the commissioning of Attarat Power, our earnings recovery thesis is thus deferred to financial year (FY) ending June, 2022.

“We view risk-reward as being merely balanced for now with the potential step-down in Wessex Water’s earnings offset by likely dividend support, ” the research firm said in a report yesterday where it had downgraded the stock to a “hold” from a “buy.”

It had also lowered its target price to 70 sen from 80 sen previously.

In the case of UK-based Wessex, it began its new five-year regulatory period in April 2020 at a regulated return for the latest regulatory period lowered to 2.9% (of an inflation adjusted asset base) from 3.6% (of a nominal asset base) previously.

With this, it estimates a possible 10-20% year-on-year decline in Wessex FY21’s pre-tax earnings.

Following these two developments, Maybank IB said it has lowered FY20, FY21, FY22’s net profit forecasts by 12%, 48% and 17%, respectively. That said, it still sees YTL Power offering a decent dividend yield.

“We continue to assume a five sen annual dividend per share (DPS), but do not rule out the possibility of a cut. Note that YTL Power’s annual DPS is typically declared in entirety in the fourth quarter of its financial year, which is this upcoming quarter, ” it said.

The company’s shares fell one sen to close at 70 sen yesterday.

PETALING JAYA: The temporary increase in gearing limit will provide Malaysian real estate investment trusts (REITs) with better cash flow flexibility, amid the challenging operating environment during the Covid-19 pandemic.

AmInvestment Bank said in a report that REIT managers would also be able to manage their debt and capital structures more efficiently following the gearing limit increase.

“Based on the latest financial results, REITs under our coverage namely YTL REIT and Pavilion REIT have gearing of 40% and 30%, respectively, while KIP REIT’s gearing stands at 34%.”

The Securities Commission has temporarily increased the gearing limit for local REITs to 60% from 50%, up to Dec 31,2022.

Maybank Investment Bank Research (Maybank IB) said it is “neutral” on the temporary regulation change.

“Although we do not discount the possibility of higher REITs gearing in 2020 due to devaluation of property values (attributed to the Covid-19 pandemic that resulted in significant rental income drop), we note that majority of local REITs do not possess high gearing, ” it said in a report.

The research house said seven out of 18 REITs have gross gearing above 0.4-times, out of which only two have gross gearing of above 0.45-times, namely Al-Salam REIT and AmFirst REIT.

“Meanwhile, we believe most REITs would maintain their prudent capital management and would not be aggressively acquiring assets (via debt funding) in conjunction with the temporary regulation change.”

Maybank IB said it liked Axis REIT for its industrial asset exposure, which entails resilient rental income and lower occupancy risks.

Rate pressure: People visit and outlets at a shopping mall in Kuala Lumpur. The new normal of social distancing may pose pressure to occupancy rates and rental reversion prospects for the retail segment in the immediate quarters.

Additionally, the research house said it remained cautious on the oversupply of retail and office space in the Klang Valley, which could exert pressure on occupancy rates and/or positive rental reversions.

It said this, in turn, could increase the downside risks to distribution per unit (DPU).

“We believe interest rate hikes would lower REITs’ profitability (higher finance costs) and deter acquisitions (more expensive to fund acquisitions via borrowings).”

Meanwhile, TA Securities in an earlier report said the new normal of social distancing may pose pressure to occupancy rates and rental reversion prospects for the retail segment in the immediate quarters.

“We also believe mall owners will review tenants’ requests on a case-by-case basis and will provide appropriate rental support to non-essential retail tenants during this difficult period. As such, the rental relief/support set aside for affected tenants is expected to weigh down the REITs’ performance in the coming quarters.

“As for the hospitality business, we expect further declines in room occupancy and we foresee this could go beyond the recovery movement control order period, should the global lockdowns and international border controls remain in effect.”

Pursuant to the business disruptions arising from the movement control order, the research house said it expected 2020 DPU to come in substantially lower than last year, caused by substantial loss of income for the retail and hospitality segments.

In a July 28 note, MIDF Research says it expects the outlook for new property sales to improve gradually in the second half of the year, thanks to incentives offered under the Short-Term Economic Recovery Plan (Penjana). “We expect the incentives to stimulate buying interest and support new property sales.”

Data from the National Property Information Centre (Napic) shows that unsold completed residential units in Malaysia eased for four consecutive quarters, from 2Q2019 to 1Q2020. The number of unsold completed residential units stood at 29,698, down 3.2% quarter on quarter and 9.8% year on year.

LONDON: The University of Cambridge is aiming to start clinical trials of its possible coronavirus vaccine in the autumn after it received 1.9 million pounds ($2.5 million) in funding from the British government, the university said on Wednesday.

The scientists behind the vaccine said their approach, which uses genetic sequences of all known coronaviruses to hone the immune response, could help avoid the adverse effects of a hyper-inflammatory immune response.

"We're looking for chinks in its armour, crucial pieces of the virus that we can use to construct the vaccine to direct the immune response in the right direction," Jonathan Heeney, head of the Laboratory of Viral Zoonotics at the University of Cambridge, said.

"Ultimately we aim to make a vaccine that will not only protect from SARS-CoV-2, but also other related coronaviruses that may spill over from animals to humans."

No vaccine against the SARS-CoV-2 coronavirus which causes COVID-19 has yet been proven clinically effective, though 30 that use a range of technologies are in human trials already.

The Cambridge candidate, DIOS-CoVax2, is DNA based. Computer-generated antigen structures are encoded by synthetic genes, which can then re-programme the body's immune system to produce antibodies against the coronavirus.

This DNA vector method has been shown to be safe and effective at stimulating an immune response in other pathogens in early stage trials, the university said.

Although it is operating at a later timetable than some other vaccine candidates, the DIOS-CoVax2 shot would not need to be stored at cold temperatures and could be delivered without needles, possibly making the widespread distribution of the vaccine easier.

"This could be a major breakthrough in being able to give a future vaccine to huge numbers of people across the world," said Saul Faust, Director of the NIHR Southampton Clinical Research Facility.
