As at end of December 2019, power plant progress is 93% as announced.
The remaining 7% should be completed by end April 2020 since there is not much disruption in the development during the Covid-19 period.
Otherwise, it is a delay or hiccups.

OECD reports are very definitive and powerful.

OECD reports indicate that even in the most populous country in the world, China, quite a large number of coal power plants cannot even get back their initial capital investment costs.

Not to talk about breakeven in 30 years.
Very definitely there is no IRR involved when you do not even get back your initial capital investment

JHDP is not the typical type of IPP where electricity is produced at own costs and sold at market rate.

Effectively, JHDP is merely providing financing and build a 1200MW coal power plant for the Vietnam government as well as operating the power plant on its behalf for 25 years.
