Beijing orders regions to 'regulate' gas market as prices soar

BEIJING (Reuters) - China’s state planner has ordered eight regions to meet with natural gas producers, liquefied natural gas (LNG) terminal operators and traders on Monday to “regulate” the market as prices of the clean fuel soar due to winter heating demand, a government official said.

The meetings highlight Beijing’s concerns about rising gas prices amid its policy to shift millions of homes to gas heating from coal for the winter along with thousands of factories and businesses to combat air pollution. Last week, the industrial provinces of Hebei and Shandong warned of gas shortages and ordered cuts to some industrial and commercial users.

The meetings should warn the market participants that the government will punish any companies found to be involved in manipulating prices or monopolizing the market, the official at the National Development and Reform Commission (NDRC) said. He declined to be named because he is not authorized to speak to the media.

The eight regions include top natural gas producing regions Shaanxi, Inner Mongolia, Xinjiang and Sichuan and major gas consuming regions such as Hebei, Jiangsu, Liaoning and Beijing, he said.

The NDRC was not immediately available for comment.

Wholesale prices of LNG ex-factory in Inner Mongolia were as high as 7,750 yuan ($1,172) per tonne and 8,050 yuan per tonne in Shanxi on Monday, up from around 7,200 yuan a week ago, according to data from market.yeslng.com, an LNG price monitoring agency based in eastern China’s Jiangsu province.

Domestic prices hit their highest since at least 2011 last week.

The “Red Dragon’s” Natural Gas Dependence

When we look at China, natural gas prices have been skyrocketing.

The domestic market prices are strictly regulated by the government, but the cost to supply is generating a widening deficit and increasing regional shortages.

Unlike the U.S., China is depended upon imports to satisfy the local gas demand.

An acute supply balance problem obliged Beijing earlier this week to order eight regions “regulate” surging gas prices amid winter heating demand and the switch to gas from coal.

According to a National Development and Reform Commission (NDRC) official, the eight regions are the leading natural gas producing regions of Shaanxi, Inner Mongolia, Xinjiang, and Sichuan, as well as the biggest gas-consuming regions Hebei, Jiangsu, Liaoning, and Beijing.

Chinese traders have been buying up LNG cargoes on the spot market, pushing spot prices higher than the prices of the oil-indexed LNG cargos in the long-term delivery contracts.

At the beginning of this week, post regasification wholesale LNG prices in Inner Mongolia were as high as 7,750 yuan ($1,172) per ton (equivalent to $24.06 per 1,000 cubic feet) and 8,050 yuan ($1,217.35) per ton ($25.00 per 1,000 cubic feet) in Shaanxi on Monday.

Price increases, according to the Jiangsu-based LNG price monitor market, ranged between 7.6 percent and 11.8 percent in a single week.

As a result, Asia’s LNG spot prices have increased to their highest since January 2015 due to the Chinese demand and strong oil prices.

Further, Chinese LNG imports between January and October of this year (the most recent available) are significantly up soared 47 percent compared to the same period last year, according to Platts.

Initial shipping data for November indicate that Chinese LNG imports hit a record in November, exceeding the 4-million-ton level for the first time ever.

The previous monthly record had been 3.7 million tons set in December last year.

Yet, even with surging LNG imports, Chinese regions in the north have been experiencing shortages in gas supplies for weeks.

According to media accounts, there was rationing of natural gas last week Hebei, the industrial province Hebei surrounding Beijing.

Ultimately, China expects to meet its expanding natural gas and power needs by exploiting the world’s largest shale gas reserves.

That will be a boon to U.S. providers of services, technology, and expertise.

As demand continues to accelerate, especially as Beijing increasingly moves from coal to natural gas for electricity production, China will be increasingly relying on LNG imports.

Therein lies a very interesting, and potentially lucrative, U.S.-China trading venue.

well, i guess petgas might not be as good as hengyuan in term of return. But i feel safe putting money here. Cashcow, manageable debts, and healthy cashflows, and out of all. CRAZY PROFIT MARGIN!!!!!

Oil prices started the year on a high note as some geopolitical tension pushed aside bearish concerns. Both WTI and Brent opened above $60 per barrel for the first time in years.

The protests in Iran were the main driver of the bullish sentiment in the oil market. Anti-government demonstrations swept across the country in recent days, and unlike the widespread protests in 2009, the current rallies are related to economic woes and are also taking place in more cities than just Tehran. “Growing unrest in Iran set the table for a bullish start to 2018,” the Schork Report said in a note to clients on January 2.

At least 14 people have been killed in the protests and an estimated 450 have been arrested. It is the most serious challenge to the Iranian government in years, and Iran’s Supreme Leader put the blame on foreign agents, presumably the United States. “In recent days, enemies of Iran used different tools including cash, weapons, politics and intelligence apparatus to create troubles for the Islamic Republic,” Ayatollah Ali Khamenei said.

Meanwhile, tension over North Korea – although not a new development – could be spreading to include a spat between the U.S. and Russia as well as the U.S. and China. Reuters reported late last week that Russian oil tankers have sent fuel to North Korea on multiple occasions in the last few months by transferring cargoes at sea. If true, the actions would amount to a violation of UN sanctions. Sources told Reuters that there is no evidence that the Russian state was involved, but the news has raised the specter of U.S.-Russian tension as Washington seeks a hard line on Pyongyang.
