Petronas hits oil in West Africa

KUALA LUMPUR: Petroliam Nasional Bhd’s (Petronas) subsidiary, PC Gabon Upstream S.A. (PCGUSA) has discovered new oil and gas from its Boudji-1 exploration well in Block F14 (Likuale), located in South Gabon.

In a statement Monday, Petronas said the ultra-deepwater exploration well, drilled in water depths of 2,800 metres, encountered 90 metres of gross high quality hydrocarbon-bearing pre-salt sands.

The discovery marks a significant milestone for Petronas as it expands upstream growth in West Africa, demonstrating its frontier exploration and deepwater operational capabilities.

“The discovery in Gabon is an encouraging development for Petronas, as we continue to pursue growth activities beyond Malaysia, in line with the strategy to expand our core oil and gas business by growing our resource base,” Petronas executive vice president & upstream CEO, Datuk Mohd Anuar Taib said in the statement.


“Aside from boosting Gabon’s oil and gas industry, this discovery will also spur further growth activities in the region, and complements our achievements towards building a significant deepwater portfolio globally,” he added.

Petronas, together with the Ministry of Petroleum & Hydrocarbons, Gabon, will conduct an assessment to further determine the commerciality of the resource volume.

PCGUSA is the operator for Block F14 (Likuale), with Australia’s Woodside holding a 30% participating interest.

To-date, Petronas’ deepwater portfolio includes partnerships in the Gumusut-Kakap, Malikai and Kikeh deepwater fields located offshore Sabah. Additionally, there are two new upcoming deepwater development projects in the portfolio – the Limbayong field in Sabah and the Kelidang Cluster in Brunei.

Oil price crosses $70 amid Iran deal tensions

Oil prices rose as investors saw increasing possibility that the US could withdraw from the historic Iran nuclear deal.

Crude oil prices posted their biggest weekly gain in eight months with rising geopolitical risk in the Middle East threatening security supply once again.


International benchmark Brent crude gained 6.6 percent this week, briefly reaching $70.58 a barrel on Friday.

American benchmark West Texas Intermediate (WTI) rose 5.7 percent this week and climbed as high as $66 a barrel.

While both benchmarks reached Friday their highest level since January 29, they also posted their best weekly gains since the last week of July 2017.

China Prepares Death Blow To The Dollar

On March 26 China will finally launch a yuan-dominated oil futures contract. Over the last decade there have been a number of “false-starts,” but this time the contract has gotten approval from China’s State Council.

With that approval, the “petroyuan” will become real and China will set out to challenge the “petrodollar” for dominance. Adam Levinson, managing partner and chief investment officer at hedge fund manager Graticule Asset Management Asia (GAMA), already warned last year that China launching a yuan-denominated oil futures contract will shock those investors who have not been paying attention.

This could be a death blow for an already weakening U.S. dollar, and the rise of the yuan as the dominant world currency.

But this isn’t just some slow, news day “fad” that will fizzle in a few days.

Saudi Arabia Secretly Targeting $80 Oil

Saudi Arabia is likely targeting oil prices at $80 a barrel to boost the valuation of its oil giant Aramco ahead of its much-hyped IPO and to help finance increasingly ambitious domestic policy plans, Bloomberg reported on Tuesday, citing people who have spoken to Saudi officials.

Although Saudi officials have been careful not to point to a specific oil price target in private discussions over the past month, “the inescapable conclusion from the conversations was that Riyadh is aiming for $80,” according to the people who spoke to Bloomberg on the condition of anonymity.

A couple of months ago, Saudi Arabia was reportedly targeting oil at $70, but that was before Riyadh admitted that Aramco’s initial public offering could take place in 2019, instead of in the second half of 2018, as it has been planned for years.

In an interview with Time magazine last week, Saudi Crown Prince Mohammed bin Salman—the proponent of the Saudi economic overhaul to diversify from oil—for the first time linked oil prices with the Aramco IPO.

Asked about the delayed listing, the Crown Prince said:


“We do not delay it. We said we will be ready to IPO around 2018. And we are ready. We did all the laws. We did all the steps that are making us ready to IPO it. Now it’s a matter of choosing the right time. So we believe oil prices will get higher in this year and also get higher in 2019, so we are trying to pick the right time. But we are ready to IPO it now if the time is right.”

Saudi Energy Minister Khalid al-Falih has also recently signaled that the Kingdom would rather overtighten the market instead of leaving the job of erasing the glut undone.

In February al-Falih said that “If we have to err on over-balancing the market a little bit, so be it.”

According to Bloomberg’s sources, however, the Saudi ambitions for oil at $80 is not shared by all OPEC members, because some of them are worried—privately—that the Saudis are targeting too high an oil price that could further boost U.S. shale production.

Oil prices rose by about one percent on Monday after top exporter Saudi Arabia announced a cut in supply for December, seen as a measure to halt a market slump that had seen crude decline by 20 percent since early October.

International benchmark Brent crude oil futures LCOc1 were at $71.11 per barrel at 0051 GMT, up 93 cents, or 1.3 percent from their last close.
