Company still reporting profit with yearly dividend, with existing contract of course cash flow is less or even debt. With this kind of situation QR surely affected. For short term most of the counter has dropped more than 50% due to human sabotaged.

I am not sure what have caused PresBhd plunged so much but the reason is definitely not right issue is coming. PresBhd just secured RM869mil + RM109mil financing for SKIN project and announced on 26th Sept'18. Thus, PresBhd does not need to do right issue.
On last 4th July'18, PresBhd's CEO met the Council of Eminent Persons (CEP) and presented the progress of SKIN project. After the meeting, he told reporters that CEP didn't terminate SKIN and the project would proceed as stated in contract.
I don't see any wrong in PresBhd's fundamental as of now. The reason of recent price plunge may just due to excessive panic (hope so).
