Bank pembangunan is under MoF and they are also allocated with a "limited budget" for 2019. They also busy/carefully to assess what loans to be given out with the limited budget allocated. And prestariang was granted with the loan/facilities. If the loan is considered material then they will need LGE approval. If the loan is considered not material i.e. not required LGE approval, then it is not in the radar of MoF.
