The original SKIN system is not only a local security system. It has the ability to link into the international database of terrorist. It will easily flag a terrorist that has been marked by other countries. It takes time to be able to co-ordinate with the universal software as well as to learn & manage it. It took Prestariang 2-3 years to prepare for this proposal, as well as to sign up the various agencies agreement to be able to implement this.. Don't think it is going away.

PUTRAJAYA (Nov 15): The Home Ministry will develop a new immigration system which is more efficient, secure and cost-saving, said its Minister Tan Sri Muhyiddin Yassin today.

He said his Ministry will submit a proposal to the Cabinet to upgrade the current system before developing a new system.

Muhyiddin said since he took over the duties of Home Minister, he had instructed the Ministry to review all concession agreements with the vendors who managed the many immigrations systems including the overseas visa or Visa Luar Negara (VLN) system

Key words from article,

Muhyiddin said the Malaysian Anti-Corruption Commission (MACC) was in the midst of investigating allegations of abuse of power involving several concession companies which had obtained rights to manage the immigration system.

Based on the article, I assume that the currenty MyImms will be upgrade before develop new system to replace MyImms in future.

TheEdge article is actually saying the current immigration system managed by existing concession vendor has fault. Home Ministry would then review those concession companies which do not include PresBhd because it is not one of the "existing concession company operating current immigration e-system".

The article also said Home Ministry proposed to upgrade the current immigration system before developing a new one.
The SKIN project's infrastructure will take 3 years to construct, and therefore, it is reasonable for Home Ministry to upgrade the current system to prevent fault to happen again before the new SKIN immigration system is ready in years to come.

The current immigration system is outdated and the current fault is another alarm bell for Home Ministry to develop a new one. This should help to accelerate SKIN implementation, I think.

Yes, Ultra Kirana Sdn Bhd is the concession company operating the current e-immigration system and found to have issue for Chinese national entering Malaysia. The news has nothing to do with PresBhd.
In fact, the more fault found in current e-immigration system is good to propel the introduction of new system, which is SKIN.

SKIN project is to integrate the old systems not to revamp / develop new system. When PH has no budget.. how to develop a new system. I can see all sensible comments by the HM.. nothing new really.

This is my perspective.. budget 2019 has no implication on SKIN. Budget 2019 allocated to home ministry is for 2019 and none of this is for SKIN as the first payment is only in 2022. With the budget 2019.. the HM will busy and focus on how to spend the budget amount to deliver results for 2019. Cancel the SKIN project will need to pay termination which reduce his budget spend. Gamuda/Gkent/ECRL case are different - they have immediate impact on budget for 2019.. that's why all are done before budget 2019 was tabled. Budget 2019 talked about review concession/PPP projects and get 10% savings for "2019" .. so I would imagine all ministries will focus to get savings negotiated with the existing concessions that have impact on 2019 budget/spend, or help to create headroom for 2020 or 2021 spend.
