Securities borrowing and lending (SBL) is a temporary loan of securities between the lender and the borrower. This is done to allow the borrower who expects the price of a stock to fall to hold a short position for a longer duration, while the lender who loans the stock receives a lending fee from the borrower.
SBL is an important activity in many markets as it provides greater liquidity, tighter spreads, better risk management and possibly reduces the cost of capital.
On Jan 8, Top Glove Bhd announced that the Employees Provident Fund (EPF) had ceased to be a substantial shareholder in the glove maker on Jan 5, following the disposal of 40 million shares.
The filing indicated that the 40 million shares were SBL (securities borrowing and lending) shares. This means the provident fund is lending out its Top Glove shares for a fee to investors who intend to short the stock.
In fact, exchange filings showed that in November and December, EPF made nine share disposals that were labelled as “SBL” transactions. These transactions involved about 52.74 million shares.

SHAH ALAM (March 25): Several new groups of recipients for the second phase of Covid-19 vaccination will be announced on Monday, said Coordinating Minister for the National Covid-19 Immunisation Programme Khairy Jamaluddin.
Science, Technology and Innovation Minister Khairy said several new groups categorised as economic frontliners and other groups will be added as vaccine recipients in the second phase after it was agreed at the Vaccine Supply Access Guarantee Special Committee level.
He said the matter was allowed as registration for the second phase was not full (at achieving its target), so the committee decided to give priority to other categories.
