The Director, disposed 50K W on 18JULY (RM0.24) and bought back the same quantity at RM0.37 yesterday. This augured well and reflected the confidence he has in the Company.

I perused the Balance Sheet (not a complicated one, very straight forward, like the one in the Form 6 classroom) dated 31March2019, it is a very good one. It has retained profits of RM139M and trade receiveablesof RM119M and bank balance of RM26.9M (a very good one considering the issued capital of RM135M only). You can randomly pick any company of even with the bigger issued Capital and likely you could not find RM26M in their bank accounts.

The profit of RM36.4M (31Mar2019) is another point and the nature of their businesses, without any effect from the climate (rain or shine), and the need from the customers, i put my money in this company also.

德达飞讯 DSONIC – 2019年股东大会

今天放量写下11个月新高，闭市于0.80！到底有什么利好可以刺激股价在弱市中大涨？和大家分享不久前的股东大会最新update！

为国民登记局 (JPN) 的56家服务中心提供大马卡 (MyKad)，更换程序可在短短30分钟内完成；芯片技术主要来自欧洲；读取旧卡需要9秒，但是新卡却只需要5.5秒。

一项在2016年获颁的MyKad供应合约将在今年底届满，主要为JPN供应1200万张大马卡；截至今年3月，仅交付400万张而已，主要因为自家供应的MyKad素质非常好，鲜少需要替换；合约很大可能获得额外1-2年的延长。

旗下供应的护照是全世界最顶尖的，素质甚至还超越中国、日本、韩国等等；其他企业制造的护照数据页 (Datapages)，在紫外线照射下，只能呈现单色的画面，而自家护照可以呈现彩色的画面，且成本比之前低50%，可为政府节约开销。

数码(Digital ID) 护照不会在未来20年落实，因为大家仍需要一本硬体护照出国；事实上，曾向交通部提议改用数码驾驶执照 (E-Driving)，但是他们却显得有所顾虑。

关于进行中的官司，早在2016年获颁RM38m的护照供应合约，之后再交由国家保安印刷企业 (PKN) 分包；由于双方未正式签署合约，形式理应是50：50分账，但是PKN却贪得无厌，要求分得70左右；为了达成庭外和解，一度同意将70让给他们，无奈对方不愿接受，最后惟有闹上法庭。

在今年5月，政府公开让外界提交关于综合移民系统 (IIS) 的方案；据了解，这项合约价值高达RM1b，主要取代之前被取消总值高达RM3.5b的国家移民控制系统(SKIN) 项目；提交期限落在8月，预计最终结果将在年底或明年初公布；处于非常有利的位置竞标，毕竟曾帮助政府节省高达RM325m的开销；从技术、素质和执行能力来判断，胜算高于IRIS和HTPADU。

本地闭路电视 (CCTV) 市场具备相当大的发展空间；大马有3300万人口，但只有3000台闭CCTV，也就是1：11000的比例；反观中国1台CCTV只监控9个人；每台安装的CCTV可获得管理费，属于经常性收入；值得一提，政府部门和首相府的监控系统全部由我们负责。

计划进军其他市场，如越南、菲律宾和越南等等；在印尼市场积极争取当地信用卡供应合约，并有信心取得成果；当地政府将在2021年转向芯片技术的信用和转账卡，加上当地拥有2亿人口，潜在商机非常庞大；位于巴生的新厂就是为了外海市场的产能而准备；由于涉及到国家机密，要进军其他市场并非容易，一般上需要长达3年的准备，但是一旦获得当地合约，将会是持续性的收入。

本地电子签证 (E-Visa) 平台的合约将在今年10月到期，主要针对中国和印度的签证；目前负责该合约的企业深陷困境，无法很好的履行；政府即将重新公开招标，而我们肯定将参与；值得一提，芯片技术不仅是我们的强项，系统集成 (System Integration) 也是其中一项。

业绩方面，去年盈利按年下滑45%，主要因为新政府暂停MyKad的订单，而很多开销还得继续承担；改朝换代后，很多项目都要重新招标，我们也必须重新提交完整方案，然后再静待政府颁发；事实上，去年的业绩几乎没有MyKad的贡献；今年Q1已开始看到订单回流，将开始重新作出贡献；往后业绩有望正常化，预计全年可交付240万张MyKad，而毛利率则高达40%。

目前手持总值RM743m的订单，可保持几年忙碌；如果往后可获得更多合约，未来2-3年业绩可翻2倍，甚至是3倍。

总结，DSONIC最坏情况已过去；管理层也对未来展望充满信心；IIS合约将成为未来有利的催化剂；随着MyKad订单重新流入，相信Q1业绩将出现回升；凭借产品和技术的优势，相信往后也可获得不少政府合约。

目前估值PE为20倍；假设业绩回到前年的水平，每股盈利将会是50仙；再以保守20倍PE推算，每股潜在价值为RM1.00。如果一切顺利，个人认为今年有可能回到该水平以上。

其股价从去年高峰接近1.30滑落；目前股价仅是0.68 (8/1)；从投资角度，现阶段的投资风险显然不高。管理层也表示目前价位属于便宜。建议买入！
