Something big is on going in the company. When price start to move, then it will double or triple or more X in short period of time. VT is continue accumulate this stock before it will have big movement. For now, this stock will stay quiet till he accumulates whatever he wants. Market may have less than 10% available now. This is my 2 cents for this stock

Your are right definitely. From the announcement, we can see that VT is collecting more and more, until he has enough, then it will move up or rather surge! But now, looks like not much free float, and people just don't want to sell at this price too.
