I can bid for KB AIRPORT, ECRL and HSR but that doesn't mean I'll get the projects.

Issuing PP (Private Placement) must have a merit.
That means certain group are willing to buy and invest for returns in mid-long term.
For this company there hasn't been any returns to shareholders till today.
