what is the purpose of most penny stocks listed in Bursa?

I can only figure out 1 reason and nothing else.

The purpose is to goreng the share price to the highest point and to create a few billionaires.

Nex is different with others stocks.....70-80% majority hold by 1 shareholder. Only create 1 billionaire. On the others hand create many bankruptcies.
