KUALA LUMPUR (Sept 13): The shortlisting of companies prior to the sale of the request for information (RFI) documents for the revived Kuala Lumpur-Singapore high-speed rail (HSR) project was just a market sensing exercise and "all parties now start on a clean slate", said CGS-CIMB.

The five companies that were believed to have been shortlisted include YTL Corp, MMC Corp Bhd, Malaysian Resources Corp Bhd (MRCB), WCT Holdings Bhd and Berjaya Land Bhd (BLand), said the research house in a note on Wednesday.

Kuala Lumpur: Projek Kereta Api Berkelajuan Tinggi (HSR) Kuala Lumpur-Singapura berkemungkinan akan disambung ke Bangkok, demikian menurut MyHSR Corporation Sdn Bhd (MyHSR), pihak pengurusan yang bertanggungjawab membangun dan melaksanakan projek mega negara itu.
Penganalisis CGS-CIMB Chong Tjen-San, yang bertemu pihak pengurusan tertinggi MyHSR dalam satu majlis makan tengah hari berkata, kemungkinan jajaran itu akan disambung ke Bangkok adalah pada peringkat seterusnya pembangunan HSR atau ketika Fasa 2.
"MyHSR turut menyentuh potensi pertindihan jajaran HSR dengan trek rel berkembar Gemas-Johor Bahru dan menyatakan bahawa HSR akan menyediakan perkhidmatan untuk koridor berlainan serta menyasarkan pelanggan berbeza.
"HSR akan lebih tertumpu kepada pengembara perniagaan yang mementingkan masa, manakala jajaran trek berkembar berkelajuan sederhana menampung pelanggan yang lebih mementingkan harga.

"Dari segi pengambilan tanah, Seksyen 4 dan 8 Akta Pengambilan Tanah 1960 (Akta 486) menyatakan bahawa kerajaan negeri akan mengambil alih tanah yang dianggap bermanfaat kepada pembangunan ekonomi Malaysia," katanya dalam satu nota penyelidikan.
Dalam perkembangan sama, Tjen-San berkata, bahawa pihak yang berminat untuk terbabit dalam projek HSR mempunyai masa sehingga 15 November ini untuk menghantar cadangan konsep meliputi aspek teknikal, kos projek, model komersial dan struktur komersial, selepas permohonan maklumat (RFI) projek itu dibuka pada 28 Julai lalu.
"Perkara penting yang dinyatakan pihak MyHSR adalah hampir 30 firma menghantar permohonan untuk membeli dokumen RFI. Projek itu akan dilaksanakan menerusi model reka-biaya-bina-kendali-pindah (DFBOT) dengan asetnya akan diserahkan selepas tempoh konsesi.

"Lima syarikat disenarai pendek (YTL, MMC, MRCB, WCT dan Berjaya) sebelum RFI hanyalah bertujuan untuk menguji pasaran dan semua pihak berkenaan akan bermula dari bawah semula. Kerajaan mungkin akan menyediakan pembiayaan bagi tujuan pengambilalihan tanah.
"Tren-tren HSR mesti mencapai kelajuan 350 kilometer sejam," katanya.
Beliau berkata, memandangkan projek itu masih lagi pada peringkat RFI dan belum bergerak ke peringkat permohonan cadangan (RFP), banyak persoalan penting masih belum dijawab seperti struktur HSR, potensi kos, pengambilalihan tanah, pembangunan berorientasikan transit (TOD) di semua stesen dan juga garis masa.
"Pada pandangan kami, kuncinya adalah mendapatkan sokongan dari Singapura dan menyelesaikan beberapa isu sebelum ini seperti aset AssetCo dan menghubungkan terminal HSR di Kuala Lumpur ke Express Rail Link (ERL)," katanya.
