财政部机构是在1957年财政部机构法令下设立的官联机构，主要目的是投资在私人界缺乏兴趣的社会服务领域。

国家石油（Petronas）、国库控股（Khazanah），以及一马发展公司和负责拯救朝圣基金局的Urusharta Jamaah私人有限公司等，都隶属于财政部机构。

前首相拿督斯里纳吉建议由国家石油出手相救，但市场观察员认为，作为沙布拉能源的客户，国油收购其承包商并非好主意。

而沙布拉能源的最大股东国民投资机构（PNB），在重压下料也不敢贸然伸出援手。

KUALA LUMPUR (April 21): Will the finance ministry agency bail out financially troubled Sabra Energy (SAPNRG, 5218, main board energy stock)?

Financial weekly The Edge quoted sources as saying that the government now intends to bail out the struggling oil and gas service provider through the Ministry of Finance (MoF Inc), which is directly under the Ministry of Finance.

"As far as I know, it's going to be the Treasury agencies that are coming out. What's being discussed at the moment are certain aid packages...maybe some form of grant, which is expected to be announced soon."

The report also pointed out that Finance Minister Tunku Zafrul had started a plan to save Sabra Energy a few weeks ago, but it has always been questionable through which government-linked agency the government will act.

Ministry of Finance Agencies are government-linked agencies established under the Ministry of Finance Agencies Act 1957 with the main purpose of investing in areas of social services that lack interest in the private sector.

Petronas, Khazanah, as well as 1MDB and Urusharta Jamaah Sdn Bhd, which is responsible for the rescue of the Haji Foundation, are all under the Ministry of Finance.

Former Prime Minister Datuk Seri Najib Razak suggested that Petronas would come to the rescue, but market observers believe that, as a customer of Sabra Energy, it is not a good idea for Petronas to acquire its contractors.

And Sabra Energy's largest shareholder, National Investment Corporation (PNB), is not expected to rashly lend a helping hand under heavy pressure.

In 2018, when Sabra Energy issued rights shares to raise RM4 billion, the National Investment Agency spent nearly 2.7 billion ringgits to buy a large number of rights shares that were not subscribed. %.

However, the investment, which failed to generate income for unit fund holders, has already sparked investor dissatisfaction.

Sabra Energy, once the world's second largest oil and gas service provider, had short-term debt soaring to RM10.66 billion at the end of January, and its severe financial crisis has drawn the attention of the political and business circles.

Is it confirmed that gov will aid sapura, but 15 billion debt haircuts also need to success, Finance Minister will need to ensure this. Else it will become issue for next election. So UMNO will ensure Sapura success,

Petronas direct aid is not making sense, so I guess with the 100 oil price, they can fasten the covid claim disbursement project and more project to Sapura directly

Getting Sarawak company involvement is to tackle local politic at Sarawak, if this fail Sapura can ensure that Sarawak subcontractor are not letting out.
