ONE of the notable off-­market transactions during the period under review was that at Datasonic Group Bhd, where 40 million shares, or 3% equity interest, traded off market in a block trade at RM1.63 apiece, for a transaction value of RM65.2 million.
Datasonic’s stock continued on its upward trajectory after tripling in value last year. It hit a five-year high of RM1.67 on Jan 24, following news in mid-January that it had obtained a one-year extension of its contract — from Jan 1, 2020, to Dec 31, 2020 — to supply raw MyKad and related consumables to the government.
In May 2016, Datasonic was awarded a 3½-year contract worth RM260.4 million for the supply of 12 million raw MyKad and MyKad consumables to the National Registration Department, from July 1, 2016, to Dec 31, 2019. News of the extension this year further fuelled the stock, which closed at RM1.59 on Jan 29.
Datasonic’s latest available results show net profit for the six months ended Sept 30, 2019, rising 75% year on year to RM27.83 million as revenue strengthened 15% to RM121.86 million.

There are five components of a Malaysian passport :

1）booklet
2）polycarbonate datapage
3）chip
4）document-ultraviolet coating
5）3 colored security stitching

Before 2017, these different components were not solely produced by Dsonic , in fact they were sub-contracted to a few companies .

dsonic was incharging for polycarbonate datapage

kfima（pkn ) was incharging for printing booklet

While Iris was incharging of supplying chip


In 2014,
dsonic wrote in a proposal to MOF and MoHA in which they could help the government to save around RM60mil, by fully taking over the production of passport, meanwhile they will also upgrade the specification such as to add on Ultraviolet coating and 3 color security stitching , while reducing the lead time of handover the end product .

The conclusion was Dsonic successfully secured the project during 2015 and 2016 where they will start to produce all the components of passport starting from 1 December 2016
Regarding the news that you guys read yesterday night, it is actually not a new issue. The issue was brought up during October 2018, alleging Myeg and Dsonic involved in bribery case to Ahmad Zahid in exchanging for projects and contacts .

For your information Ahmad Zahid has been attending many court sessions since 2019, totaling up to a number of 47 charges, where yesterday was the hearing session for case involving datasonic .
For datasonic the group chairman Tan Sri Jeneral Hashim ( the brother of Mahathir wife) was representing the company for the hearing session.

While on the other hand Dr Uzailrr ( former deputy pengarah of MoF) was the witness for the proposal which Dsonic sent to MOF during 2014.

Dr Uzailee claimed that once he received the letter proposal from datasonic regarding the intention to be the producer of the whole-passport, he then sent a letter to MoHA to seek for verification of background for datasonic.

According to Uzailee, he said the reply from MoHA regarding datasonic was not good, and not qualified as a supplier, and they prefer PKN and Iris :joy:

A few months later , as opposing to what the MoHA has been mentioning in the letter , the passport project was awarded to Datasonic


While , in my opinion, it’s up to us whether to “ believe and agree” on what Uzailee said, but personally I found that the witness Uzailee may sound fishy as datasonic is very proud of their two flagship products which are Malaysian myKad and Malaysian passport.

They even receive award from jabatan immigration malaysia regarding their products and services :smile:
Meanwhile , MACC had issued clarification during January 2019 that datasonic was not under their investigation as its not involved .

In the court hearing session
Tan Sri Jeneral Hashim also mentioned that the company deny any payment made to Zahid as bribery exchange for projects , in contrary the project was awarded due to their ability to supply an upgraded security feature version of passport with a cost saving to government
Fyi, that lady was former KP of JIM in 2011-2013 and was the head of technical evaluation committee for the open tender for the 5-year supply of 10 mil polycarbonate data page.

She had closed two eyes and did not highlight to KDN that Iris had failed the mandatory requirement of SIRIM test that passport polycarbonate data page cannot used adhesive and cannot not be peeled off, recommended Iris to be given the award.

KDN follows her report and recommended to MOF to be given the contract.

Through Tan Sri Hashim, we had appealed to MOF in 2012 and after independent investigation by MOF, confirmed that SIRIM report clearly stated that Iris had failed the mandatory peeling off test, Datasonic was given the contract by MOF for the supply if polycarbonate data page which is closely related to the embedded chip contrat later due to latest technology and single manufacturing process.
In August 2014, based on a report from former KP of JIM Dato Aloya (a hardcore supporter of Iris and PKN), KDN reported to procurement of MOF that performance of supply of polycarbonate data page by Datasonic is not satisfactory and had affected Immigration services, MOF did not support passport chips contracts to be given to Datasonic even though there will be big savings to gov.

In 2015, after explaining by Datasonic to KDN that based on LOA, the schedule supply of polycarbonate datapage of 3 mil per year highlighted in the LOA is clearly stated subjected to the actual demand of passport, which is around 2.4 mil per year, therefore the supply of polycarbonate data page of around 2.5 mil in 2013 did not cause any shortage of passport and the performance by Datasonic is actually satisfactory.

With the new information given to new management of KDN and after investigation by MOF, plus the fact that Datasonic had passed the POC and the savings of RM56.25 mil to Gov ((30-25.50)x12.5mil), MoF decided to give the LOA for the 5-year supply of 12.5 mil polycarbonate data page with embedded chips (better technology than put the chips at the back of the paper based cover) to Datasonic
