I believe so , SC did not reject the application and just need more data to review and make final decision .. if the next QR is good then AAX stand a good chance to get lifted in Sept ..

China has billions of people , still have people can afford to travel even during the economic downturn , on top of that , they are more willing to chose cheaper airline since they need to cut down the budget ,hence, AAX is a good fit for them ...
