KUALA LUMPUR (Oct 8): There will be no change to the number of underground stations for the Mass Rapid Transit 2 (MRT2) project, Finance Minister Lim Guan Eng said, dismissing concerns after the federal government decided to retender all the unfinished underground work of the project via an international open tender process.

The Ministry of Finance had yesterday announced the termination of the underground work contract of the MRT2 with MMC Gamuda KVMRT Sdn Bhd, a joint-venture between Gamuda Bhd and MMC Corp Bhd, after the two parties failed to reach an agreement relating to a reduction in the construction cost.

A total of 35 stations, 11 of them underground, will be built under MRT2, also known as the Sungai Buloh-Serdang-Putrajaya (SSP) line.

"More savings will be gained when we retender the underground portion of the project soon and we will not be reducing the number of stations," said Guan Eng in his luncheon address at the Khazanah Megatrends Forum 2018 themed "On Balance: Recalibrating Markets, Firms, Society and People" here today.

"Just by rationalising and implementing the open tender process, more savings are anticipated," he added.

Guan Eng pointed out that the government had shaved RM5.22 billion off the MRT2 total cost of RM56.93 billion recently by rationalising the above ground portion of the project, noting that the RM5.22 billion savings represent 23% of the above ground portion of the cost.

"We have adopted a wider application of open tender for government procurements and projects whereas previously, direct negotiations done by the previous administration had led to overspending," said the minister.

He added that the government had also successfully renegotiated the light rail transit 3 (LRT3) project back in July when the original construction cost was cut by 47% to RM16.63 billion from RM31.65 billion by tweaking the design specifications so that it meets a more realistic passenger demand projection.

"If there are key priority areas that require spending, we would be more than happy to spend – especially when it leads to long-term sustainable growth that improves the well-being of the rakyat," said Guan Eng.

He noted that the government is currently reviewing a large number of concessions and projects under the public-private partnership scheme. To date, 44 of them have been approved to proceed on the condition that it goes through strict vetting procedures, among others, open tender process benchmarked against international practices.

"So, while we are reviewing more public-private partnership (PPP) projects, we do not intend to cancel them, but to change the format and the mechanism implemented, [in which, there will be] no more direct negotiations, but by competitve open tenders," said Guan Eng.

hahah, they are plenty globally. Only question is, given the inherent cost advantage of gamuda being local and have the machines in place already, can gamuda lose?

But, is gamuda willing to sit there shake leg until tender finish, or uninstall everything and go home? Tender can be easily few month. The cost per day is easily few mil. Let say just 2 months, cost may exceed 100mil (depreciation etc).

If gamuda want to claim for idle while tender running, gov going to ask them go fly kite. It may even cost more than another contractor, shipping in their machine.

Very difficult questions.

Also, for risk mgt purpose, I SOLD my Singapore listed StarHub shares, which have been rising nicely, after holding for exactly two months for a nice 17% gain, the sales proceeds 3X what I spent to purchase Gamuda 2day :

Open tender are meant to international players as well. If in terms of local company, Gamuda is the best to execute underground work. But with TBM has been duplicated by China company (only 40% price what Herrenknecht is offering), China company are able to take Gamuda's work for at least 20% lower price. International tender is negative news for Gamuda but it might be a roti canai story if local company make fuss for awarding big contract for foreign company

Look at the q sell volume, even if everyone here sailang to save Gamuda, it can barely move the price. Anyone who try to post positive news and hope it can recover, it won't help. There will only be more victims if price continues to drop tomorrow.

LGE had done enough damages to the construction industry. It is time to shut him down. Created so much havoc for SST and created so much damages to Gamuda, GKent and MRCB. Created so much troubles to the Bangla and Indon. Many many thanks to all the Malaysians who voted Pakatan. You supporters really love Pakatan Harapan so much. Keep sacrificing. Its a no no problem. Only people suffer as a result in the end. Everything will be more costly instead after calculating all the compensations to be paid. Bravo New Malaysia. Malaysia Bolih !

KUALA LUMPUR: Bursa Malaysia Securites suspended the short-selling of MMC Corporation at midday on Monday after the share price fell more than the 15% or 15 sen limit.

According to the Bursa Securites statement issued at 11.58am, the proprietary day trading (PDT) and intraday short selling (IDSS) activities will be suspended for the rest of the day. They will resume at 8.30am on Tuesday.


At 12.30pm, MMC Corp was down 23 sen to RM1.12. It fell to an intra-day low of RM1.12.

The FBM KLCI was down 0.08 point to 1,777.07. Turnover was 1.32 billion shares valued at RM809.05mil. Decliners beat advancers 658 to 154 and 296 counters were unchanged.




Kenanga Investment Research said that in a surprise move, the Ministry of Finance announced the termination of Gamuda-MMC Corp JV as the main contractor for the tunneling works for MRT2 which was valued at RM16.7b that was awarded back in 2016.

News reports said the unfinished underground work would be re-tendered out through an international open tender process.

“This is a negative shock to us as we never expected the government to terminate the contract as the project is on-going and the termination might result in a hefty compensation to the contractors.

“With this news, we cut both Gamuda (TP: RM3.25) and MMC Corp (TP: RM1.45) to market perform from outperform with lower target prices of RM3.25 and RM1.45 from RM4.30 and RM1.95 previously.

“We downgraded Gamuda’s FY19/FY20E by 33%/32% while MMC Corp’s FY18/FY19E are reduced by 43%/63% after factoring the loss of this tunnelling works,” said Kenanga Research.

KUALA LUMPUR: Construction stocks took a hit on Monday with Gamuda taking the brunt of the selling pressure as the government revised the Mass Rapid Transit (MRT) 2 project.

At 5pm, the KLCI was down 1.4 points or 0.08% to 1,775.75. Turnover was 2.37 billion shares valued at RM1.82bil. Decliners beat advancers nearly four to one with 745 losers to 195 gainers and 323 counters unchanged.


Adding to the doom and gloom was the selloff of the China markets, which resumed trading after a week-long break. Shanghai's main index resumed trading after a long holiday and mainland blue chips sank 4.3% on concern over growth and an intensifying trade row with the United States, Reuters reported.

At Bursa, Gamuda fell 78 sen to RM2.43 with 92.70 million shares done while MMC Corp lost 22 sen to RM1.13 with 6.92 million units traded. The fall in the shares also prompted Bursa Securities to halt the short-selling activities until Tuesday.

AmInvestment Research had cut the earning outlook and reduced the fair value by 19% to RM2.71 for Gamuda and downgraded its call to underweight from hold. The earnings downgrade was to reflect the government’s termination of MMC-Gamuda as the tunnelling contractor for the MRT2 project.

IJM fell 19 sen to RM1.60 while Sunway Construction ended the day 19 sen lower at RM1.56.

Press Metal fell 15 sen to RM4.93 and erased 1.06 points from the KLCI while Tenaga was down six sen to RM15.38 and wiped out 0.61 of a point.

Time dotCom fell 25 sen to RM8 after it reduced its broadband prices though analysts expected it to fare better in the long run.

Telekom lost seven sen to RM3.01, Axiata shed one sen to RM4.29 while Maxis gained one sen to RM5.70 and Digi three sen higher at RM4.71.

As for consumer stocks, F&N fell 68 sen to RM37, Dutch Lady

IHH Healthcare was the biggest mover among the KLCI stocks, rising 20 sen to RM5.30 and pushing the KLCI up 2.96 points.

As for banks, RHB Bank fell five sen to RM5.28, Maybank one sen lower at RM9.65, while CIMB and Public Bank were flat at RM6.04 and RM24.98.

IOI Corp gained eight sen to RM4.57 and added 0.9 of a point to the KLCI, PPB Group two sen higher at RM16.86, KL Kepong was flat at RM25. Sime Plantations was flat at RM5.25 and Sime Darby three sen lower at at RM2.60 while Sime Property one sen down to RM1.11.

As for glove makers, Supermax lost 22 sen to RM2.84 and Hartalega seven sen down at RM6.31.

Among the chip makers, MPI slid 28 sen to RM12.38 and KESM 20 sen to RM14.90.

KUALA LUMPUR (Oct 8): MMC Corp Bhd said today MMC Gamuda KVMRT (T) Sdn Bhd has not received any notice from Mass Rapid Transit Corp Sdn Bhd (MRT Corp) or the government pertaining to the termination of the Mass Rapid Transit Line 2 (MRT2) underground contract.

MMC and Gamuda each hold a 50% stake in MMC Gamuda KVMRT.

In a filing with Bursa Malaysia today, MMC said it will make further announcement once an official notification is received from MRT Corp and/or the government.

MMC shares closed down 22 sen or 16.3% at RM1.13 today, with 4.84 million shares done, bringing a market capitalisation of RM3.44 billion.
