Govt to review international open tender decision on MRT2

The government will be reviewing its decision to open an international tender process for the Mass Rapid Transit 2 (MRT2) underground works, says Tun Dr Mahathir Mohamad.

KUALA LUMPUR: The government will be reviewing its decision to open an international tender process for the Mass Rapid Transit 2 (MRT2) underground works, says Tun Dr Mahathir Mohamad.


The prime minister said the government is doing so as the restructuring efforts announced recently had affected a workforce of around 20,000 people.

“We are studying this carefully and reviewing this matter. It will be discussed,” said Dr Mahathir after delivering the closing address at the Khazanah Megatrend Forum 2018 here on Tuesday.

Also present were Economic Affairs Minister Datuk Seri Mohamed Azmin Ali, and Khazanah Nasional Bhd (Khazanah) general manager Datuk Shahril Ridza Ridzuan.

On Tuesday, Finance Minister Lim Guan Eng said the government is determined to obtain the best value when it comes to public expenses, especially when it involves huge loans.

The Finance Ministry in cooperation with the Transport Ministry, government agencies such as Mass Rapid Transit Corporation Sdn Bhd (MRTCo) and other private entities have been conducting negotiations to reduce the MRT2 project costs since May 2018.

The move would reportedly lead to savings of RM5.22 billion of 23 per cent of the above ground costs for the MRT2 project.

MMC Gamuda KVMRT (T) Sdn Bhd (MMC Gamuda), the firm initially awarded the contract for underground works, had on Monday said the contract termination would affect a workforce of more than 20,000 people, as well as 600 companies from the supply chain.

From the figure, more than 3,000 workers are from MMC Gamuda JV, with 60 per cent of them Bumiputera.

On another development, Dr Mahahthir said he was not informed of any recovery plans by Khazanah for Malaysia Airlines Bhd (MAB).

“They (Khazanah) did not tell me. We will see (this recovery plan),” he said.

If gamuda taking legal action to claim the compensation ph have to be accept!! And can’t unfair to gamuda to gain any new project in future just because of compensation !!

SHAH ALAM (Dec 15, 2011): MMC-Gamuda Joint Venture Sdn Bhd, the project delivery partner of the RM40 billion Klang Valley Mass Rapid Transit (MRT), said it is positive on its chances of bagging the tunnelling portion of the project.

The government is expected to announce the bid winner by May next year.

"We have done our best and we have come up with a competitive proposal to secure the project,'' Gamuda managing director Datuk Lin Yun Ling said.

And the joint venture has done itself a huge favour by winning a ringing endorsement from former prime minister Tun Dr Mahathir Mohamad, who attended an event to officiate the MMC-Gamuda Tunnelling Training Academy here today.

"They (MMC-Gamuda JV) are the only one who seem to have the experience. I think they stand a good chance to win the project," Mahathir said.

He said the project should be awarded to local companies to further enhance the engineering capabilities of these companies.

"As to who will construct it, that is a matter for the government to decide. I would like to see a local company do this project," he said.

Gamuda and MMC have partnered each other in several mega projects, with a string of tunnelling successes under their belts. These include the RM1.9 billion Stormwater Management and Road Tunnel (SMART) project, a 3.3km tunnel through Bukit Berapit for the RM12.5 billion double-tracking project as well as Penchala Tunnel of the Western Kuala Lumpur Traffic Dispersal Scheme (Sprint).

The Klang Valley MRT project was initiated and proposed by MMC-Gamuda Joint Venture.

Gamuda a 'crony'? Najib points to shareholders list

Former prime minister Najib Abdul Razak has refuted accusations of Gamuda Bhd being his "crony", and invited Malaysians to scrutinise the construction giant's shareholding structure.

In a post on Facebook today, Najib uploaded a list of the company's top 30 shareholders, and pointed out that a number of government-linked funds sit among them.

"Are my cronies the Employees Provident Fund (EPF), Permodalan Nasional Bhd (PNB), Retirement Fund Incorporated (Kwap), private investment funds or insurance companies?


"No. These are all owned by the people, and the benefits are returned to the people," he said.

Najib reiterated points raised in his Facebook post from yesterday, which included how the Gamuda and MMC Corporation Bhd joint venture had won the bid for the MRT2 project fairly through a tender process in 2016 that involved four other international firms.

"Gamuda won (the bid) because they presented the plan at the cheapest price. There is no guarantee that the new contract will be cheaper through a new tender.

"It is easy for the rakyat to believe allegations that Gamuda is my crony. Are my cronies the rakyat themselves?" he asked.


On Sunday, Finance Minister Lim Guan Eng announced that the overground portion of MRT2 had been pared down by 23 percent to RM17.42 billion, adding that this would allow the government to save RM5.22 billion.

However, Putrajaya was unable to reach a deal on the underground portion, a RM16.71 billion project which was won by MMC-Gamuda.

A fresh international tender process is expected to be called within the next three months.

Najib, in his posting, did not mention MMC shareholders.


According to MMC's website, its largest shareholder with a stake of 51.76 percent is Seaport Terminal (Johore) Sdn Bhd, which is owned by tycoon Syed Mokthar Al-Bukhary.

The remaining substantial shareholders are government-linked investment funds namely PNB, EPF, Kwap and Tabung Haji.

The Pakatan Harapan government has undertaken an aggressive review of mega infrastructure projects approved by the Najib administration in recent months.

Harapan argued that these projects are no longer affordable given the debt the country is now saddled with.

Mereka menuduh Gamuda ini kroni saya atau kroni Umno.

Ini ialah senarai 30 pemegang saham terbesar Gamuda. Adakah kroni saya KWSP, PNB, KWAP, unit amanah swasta ataupun syarikat insuran hayat?

Tidak. Semua ini akhirnya dipegang oleh rakyat dan manfaat dipulangkan kepada rakyat sendiri.

Ketika pentadbiran saya, saya telah memastikan pertumbuhan ekonomi berterusan dan tumpuan diberikan kepada rakyat dalam memastikan dividen lebih tinggi bagi KWSP, PNB, Tabung Haji dan dana lain berbanding pada akhir 1990 dan awal 2000.

Kebanyakan projek-projek besar di Malaysia diberi kepada syarikat-syarikat berkebolehan yang sahamnya banyak dipegang oleh tabung-tabung simpanan rakyat.



Berbanding akhir tahun 2008, iaitu sebelum saya menjadi menteri kewangan dan perdana menteri sehingga saya berhenti, aset KWSP naik dari RM341 bilion kepada RM841 bilion.

Aset PNB naik dari RM120 bilion kepada RM280 bilion, aset Tabung Haji naik dari RM20.8 bilion kepada RM73 bilion manakala aset KWAP naik dari RM52 bilion kepada RM140.8 bilion.

Untuk makluman, pakej MRT2 Gamuda-MMC yang dibatalkan ini telah dianugerahkan kepada mereka pada tahun 2016 di dalam tender terbuka antarabangsa di mana syarikat ini antara senarai pendek lima ssyarikat dan Gamuda-MMC berjaya mengatasi saingan dari dua syarikat gergasi China, Hyundai Engineering dari Korea dan Taisei Corp dari Jepun.

Gamuda menang dari segi teknikal yang terbaik dan harga yang termurah.

Belum tentu harga akan menjadi lebih murah jika pakej MRT2 ini ditender semula.

Amat mudah saya lihat rakyat diperdaya untuk memfitnah saya kononnya Gamuda adalah kroni saya.

Adakah kroni sebenar saya ialah rakyat?
