government may not be 'professional' enough in this termination. Signed contract has legal stand where contractor can sue back or file claim on their loss & expenses etc. this amount plus new contract amount , could be higher than signed contract, then lose-lose situation already. re-design / adjustment in planning is an option for PH to consider. who knows, win-win...
