The special dividend is needed so that KDEB can at least reduce actual capital outlay to buyout KHSB, Abbas, Splash from KPS. Bear in mind, KDEB need state gov fund for acquisition and each time need to be approved by state assembly to increase budget.

As water restructuring is still in progress, investor have to wait patiently for its outcome. In the interim, KPS is in the mist to disposed its stake in KHSB and will reward shareholder special dividend of 26.6sen.

Selangor MB has official indicate that water restructuring is his primary task and aim to conclude the deal in 2 month. So, MB has received reply from PM that Fed willing to cooperate with state gov to resolve these outstanding issue. Federal gov must somehow compromised as the langat 2 project is already 70-80% complete in Pahang and is urgently awaiting approval from state gov to grant development order to carry construction project in Selangor portion. Under the water law, all state gov must transfer all water assets to Fed gov under PAAB, and leaseback to state gov for operation.

According to SPA, there is provision to extent the timeline after 3 month expire date. The delay is because KDEB need to get loan from state gov which in turn need to bring up the additional budget allocation to be pass in state assembly.

Since State gov already approved additional budgets in recent assembly on 5 July, in which total RM 413m is loan to KDEB to take over KHSB from KPS and minority shareholder, therefore it is almost certain that the deal is confirm.

If water restructuring can be complete by end of these year, expect more special dividend from KPS as it will likely use part of the sale proceed from Abass and Splash to reward shareholder with KDEB as major shareholder grab back most of the capital outlay

As a reference, you can refer back to last 5 year share price when the water restructuring emerge initially or share price before 2008. I think the resistance level is at RM 2.00, support level at RM 1.40
