Kali has no intention to control non revenue water or water tarffic. This is just an excuse. The main reason is he wan $ from the water because he is a businessman.

@hng, does it worth the risk that your are taking ? It has come down from 2.4 , 2.0 , 1.6 and now 1.4 ?
Is 1.4 the bottom yet ? If you like the water theme so much, isn't puncak is a better bet as Crownford put it ?

Kali's cry wolf had done a lot of damage to the water theme stock already, to remedy we need someone high up to talk so that all the Kali' BS is nullify. Then we can talk about 1.4 , 1.6 , 1.8 .... until the tp of 2.4~2.6
