I focus more on FCF and FFO when it comes to determining whether it is cash cow. debt-free position certainly makes its cash flow generation more attractive. I cannot say whether they have R&D but its corporate mission include on-going R+D.

In Malaysia, anything related to water is governed by SPAN, aka Suruhanjaya Perkhidmatan Air Negara or National Water Services Commission. That include drainage and sewage. 

As mentioned when it comes to sewerage products the quality control is more stringent because you are dealing with all kinds of chemical discharge from household, commercial to industrial that has a higher potential of corroding the pipes.

In SPAN website, there are only 7 companies that are listed as Category A sewerage suppliers under Reinforced Concrete Pipes and OKA is one of them.
