Malaysia records 12 new Covid-19 cases, bringing tally to 129
SEPANG: Malaysia has recorded another 12 new Covid-19 cases, bringing the country's tally to 129.
The newly-minted Health Minister Datuk Seri Dr Adham Baba said the 12 new cases were close contacts of Patient 33.
"We were able to track these cases through our contact tracing process," said Dr Adham to reporters here Tuesday (March 10).
He also said that so far, 25 patients who were treated for Covid-19 in the country have been discharged from hospital.
He was speaking during a work visit to the Kuala Lumpur International Airport (KLIA) to monitor the screening process of passengers for Covid-19 at the terminal.
Dr Adham said there are a total of 150 ministry officials on duty around-the-clock at the terminal to conduct the screening process.
"We do not just have officials here. There are people on duty at other international airports as well as at the country's land and sea entry points," he said.
Dr Adham also advised Malaysians to practise their own "social distancing", such as avoiding crowded areas and events as well as refraining from physical contact.
He even demonstrated how to greet another person by placing the palm on the chest, as opposed to shaking hands.
A medical doctor by profession, Dr Adham was sworn in as the Health Minister a few hours earlier at a ceremony held at Istana Melawati in Putrajaya.
After the ceremony, he went straight to the Health Ministry and was briefed on Covid-19 developments before heading to KLIA.
Also present were his new deputies Datuk Dr Noor Azmi Ghazali and Datuk Aaron Ago Dagang.

Malaysian in 'tabligh' gathering tested positive for Covid-19
KUALA LUMPUR: The Health Ministry has confirmed that a Malaysian man - who was among some 5,000 Malaysians - who attended a tabligh (religious) gathering at Masjid Seri Petaling, Kuala Lumpur has been tested positive for Covid-19.
Health director-general Datuk Dr Noor Hisham Abdullah said the 60-year-old man or referred to as Case-131 participated in the “ijtimak tabligh” gathering for three days from Feb 28 to March 1.
The patient, he said, started having symptoms of fever, cough and flu on March 4 before experiencing breathing difficulties on March 8 and was subsequently admitted at Hospital Bentong on the same day.
Patient-131 was later referred to Hospital Tengku Ampuan Afzan, Kuantan on March 9.
“A case of severe acute respiratory infection (SARI) has been detected today through the ministry’s Covid-19 surveillance. Further investigation was then carried out on Case-131.
“A Covid-19 detection test was performed, which confirmed that the patient is positive of the virus on March 10.
“He has been in the isolation ward and is receiving treatment,” Dr Noor Hisham wrote on his Facebook page.
The ministry advises all attendees of the four-day tabligh gathering - from Feb 27 to March 1 to immediately get tested if they show symptoms for Covid-19, he said.
The ministry, had yesterday, revealed that a 53-year-old Brunei citizen, who was present at the gathering was tested positive for the virus upon returning home.
The tabligh gathering involved around 10,000 people from several countries.
Dr Noor Hisham urged attendees of the gathering to contact the district health departments, the state Crisis Preparedness And Response Centre (CPRC) or reach out to the virtual health advisory through the ministry's website for advice.
In a statement yesterday (Wednesday), he said the ministry is conducting Covid-19 surveillance to detect sporadic and local cases in Malaysia through patients with influenza-like-illness (ILI) and SARI with no history of travelling to affected countries or contacts with confirmed Covid-19 cases.
As of March 11, he said, a total of 600 samples (138 for SARI and 462 for ILI) have been tested and one sample was found to be positive for Covid-19.
“Investigation is currently ongoing to identify the source for this sporadic case,” he had said.
He advised Malaysians to self-quarantine themselves if they have fever, cough or flu and to wear a mask.
Besides that, the public is advised to practice social distancing, to stay at least a meter away from people, avoid handshake or to touch the mouth, eyes and nose, and to wash hands frequently as these measures, he said, could help to prevent infection.
As of Wednesday, Malaysia has recorded 149 cases, of which 26 has recovered and discharged.

Health Ministry urges all mass gatherings be postponed immediately
KUALA LUMPUR: All mass gatherings should be postponed to minimise the spread of Covid-19, says the Health Ministry.
Health director-general Datuk Dr Noor Hisham Abdullah said those experiencing respiratory infection symptoms were advised not to attend programmes that involved crowded places, including religious activities.
"Those with symptoms are advised to adopt social distancing by standing at least 1m away from another individual," he said when asked what advice the ministry would give after the World Health Organisation (WHO) declared the disease a pandemic on Wednesday (March 11).
The WHO said Italy and Iran were now on the frontline of the disease and other countries would soon join them.
A pandemic, according to the WHO, is when there is a sudden increase in the number of cases all over the world, usually affecting a large number of people.
As of Thursday (March 12) 11.30am, there were 126,064 confirmed Covid-19 cases with 4,630 deaths reported, according to CononaTracker. A total of 68,211 patients have recovered.
The Health Ministry had on Wednesday (March 11) revealed that some 10,000 people participated in a religious gathering from Feb 27 to March 1 at the Sri Petaling mosque in Kuala Lumpur, where a Bruneian man infected with Covid-19 was present.
Dr Hisham twitted on Thursday morning urging all who had attended the gathering to cooperate with health officials to ensure Covid-19 did not continue to spread. He urged them to contact the Crisis Preparedness and Response Centre (CPRC) hotline at 03-8881 0200 or the respective district health departments as soon as possible.
He also advised the public not to travel overseas, especially to countries that were affected by Covid-19.
"Malaysians who have respiratory infection symptoms should not visit other places in Malaysia during school holidays," he added.
Meanwhile, he urged people to adopt preventive measures and good hygiene.
He said the ministry was calling for "solidarity and togetherness" at all levels of society in battling Covid-19.
"Everyone has a role to play, including the public, as this is not only the responsibility of the Health Ministry alone. It is a shared responsibility," he said.
On the part of the ministry, Dr Noor Hisham said that it has combined its approach for containment to detect, isolate and treat positive patients with mitigation efforts such as getting all our resources, facilities, devices, intensive care units and hospital beds ready.
"The mitigation efforts are to minimise the impact, particularly to the vulnerable population such as the elderly and those with co-morbidity.
"It also means optimising resources and enhancing the health system to support the patients," he said.
Recently, in an engagement meeting with the media, the ministry has said that the Hospital Sungai Buloh was dedicated for Covid-19 cases in view of it moving towards pandemic level and the fourth and fifth floors had been repurposed into wards for such patients, while the third floor would handle Covid-19 cases needing intensive care.

Budget 2020 likely to have changes
THE government is expected to make substantial changes to Budget 2020 as global and local economic outlook deteriorates, battered by tumbling oil prices and the coronavirus pandemic.
Economists, however, believe that the budget is unlikely to be expansionary, taking the recent oil prices into consideration.
“At this point, given the oil price slump and markedly lower revenue, Malaysia’s government does not have the luxury to raise its spending significantly enough to help offset the slowdown in private sector demand,” OCBC Bank (M) Bhd economist Wellian Wiranto told The Malaysian Reserve (TMR).
“We are not likely to see “expansionary” budget, making it even more important for the finance minister to use whatever space he has in a judicious way,” he added.
Expansionary budget would mean higher government expenditure, thus Wiranto feels that Finance Minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz is likely to focus on helping manufacturers and exporters that have been hit by both supply chain disruption and demand slowdown.
“There might be some tweaks to the RM20 billion stimulus package with perhaps more help for broader industries.
“Instead of the focus on the tourism sector, which was hit by the first wave of the viral outbreak given the demand slowdown, we would see targeted measures for the manufacturing and exports industries this time around,” Wiranto said.
In terms of credit profile, OCBC does not think deficit will be ballooned up to warrant any immediate ratings downgrade by the major rating agencies.
In terms of policy actions, the bank still sees the brunt of the adjustment coming from the central bank front, due to relatively more ammunition.
“We see a high chance of another Overnight Policy Rate cut when Bank Negara Malaysia meets next in May, for instance,” he added.
Job losses may be imminent due to the economic challenges, but the damage might be contained by policy measures.
Meanwhile, Maybank Investment Bank Bhd group chief economist Suhaimi Ilias said there is a risk of job losses in Malaysia’s hardest-hit sectors such as aviation, hotels, food and beverage and retail.
“One thing for sure, there will be no new hires anytime soon,” he said.
Suhaimi added that there might be a need to recalibrate Budget 2020 that was, among others, based on average full-year crude oil assumption of US$62 (RM264) per barrel.
The Malaysian government had revised its national budget before, where Budget 2016 was revised via RM8 billion-RM9.5 billion spending cuts to keep budget deficit to GDP ratio target at 3.1%.
“We can see the same method to be applied if the crude oil price assumption for this year’s budget of US$62 per barrel is revised downwards and oil-related revenues are lower than originally expected, without compensating or offsetting increases in other sources of tax and non-tax revenues,” Suhaimi said.
“At this juncture, ensuring implementation of the measures in the stimulus package is of great importance and urgency,” he told TMR.
The formation of the new Cabinet will help reduce implementation risk. According to him, the package can be adjusted and enhanced to provide further reliefs for businesses.
Suhaimi said the government may want to consider lengthening the period for financial and fiscal reliefs and stimulus, as currently most measures are for the period of March or April until August or September this year.

Rental rates hold on as bearish pressures build
RENTAL rates on residential properties remains steady in the first three months of this year despite a weaker economic environment and bearish capital markets.
Malaysian Institute of Estate Agents (MIEA) president-elect Chan Ai Cheng said the ability to maintain rental rates is generally the preferred option among homeowners during unpredictable economic situations.
“A couple of years back, there was an adjustment in rental rates where they generally fell 20%. Rental rates have been steady since the past two years but have not gone back to where they were during good days,” she told The Malaysian Reserve.
For commercial properties, Chan said rental rates for offices depend very much on the location.
While new offices in prime locations continue to see growth in rental rates, she said, commercial units in second-tier locations are seeing some adjustments.
“It is an issue of the economy. When businesses are successful, they will expand which means they need bigger space. When the economy is bad and businesses are shrinking, there will be less demand for office space,” Chan said.
Generally, she said, people predict the outlook for the property market by looking at the performance of the local stock market.
The performance of Bursa Malaysia has been badly impacted by the spread of coronavirus pandemic.
The local bourse closed 24.4 points or 1.69% lower at 1,2419.43 yesterday, the lowest in nine years.
Commenting on the issue, Chan said the short-term rentals on Airbnb listings are the ones hit by the Covid-19 outbreak.

Trio of reforms needed — fiscal, administrative and housing industry
TO MAKE affordable housing a reality, an inter-locking trio of reforms pertaining to fiscal capacity, administration and the housing industry itself should be set in motion.
The previous Pakatan Harapan government had aspired to build “one million” affordable homes within 10 years. Presumably, Prime Minister Tan Sri Muhyiddin Yassin intends to carry on with the same — as part of the national agenda to mitigate the cost of living for the rakyat.
Although not currently the case, perhaps ideally so, affordable hou- sing (both single-storey and multi-storey) should be predominantly driven by the federal government, while state governments focuses on low-cost flats.
The role of the Ministry of Housing and Local Government (KPKT) should then be focused towards providing the backup support and coordination alongside the broader institutional and regulatory framework for state governments.
At the same time, there should be a dedicated role for federal government-linked companies (GLCs) in partnership with state governments where necessary and relevant — to focus on smart cities and self-sustaining/self-containing townships otherwise known as mixed development.
Federal-state synergy could also be forged and fostered in urban redevelopment to unlock land value for instance, Malay reserve and waqaf land plots, and improve public transportation ridership.
Not least, in also providing the pre-conditions and spatial framework for affordable housing.
This proposed arrangement would also have the advantage of overcoming the lack of holistic and effective coordination between the federal and state governments in affordable house-building.
And thereby, ensuring a more optimal use of resources that avoids or minimises the duplication of efforts by federal and state agencies.
It would also enable more targeted and focused efforts based on local market needs and demand rather than to meet certain quotas.
Now, there are essentially two administrative conditions by which the federal government could step in to support the state governments — without usurping the role of the latter.
Both of these administrative conditions operate on the basis of coordination between the federal and state governments.
The federal government would only step in to provide affordable housing under certain conditions, eg land swap or deficient supply caused by failure of both the public and private sectors involvement.

Direct intervention by the federal government bypassing the particular state will be made based on:
• current data such as that provided by the National Property Information Centre;
• market conditions; and
• after consultation with the state government.
Going forward, Perbadanan PR1MA Malaysia (PR1MA), Syarikat Perumahan Negara Bhd (SPNB), Projek Perumahan Rakyat Miskin Tegar (PPRT) and the 1Malaysia Civil Servants Housing (PPA1M) could be abolished or amalgamated into an Affordable Housing Authority (AHA) under the jurisdiction of KPKT.
The Real Estate and Housing Developers’ Association (Rehda) and Association of Valuers, Property Managers, Estate Agents and Property Consultants in the Private Sector Malaysia have called for such a body to be established.
The AHA will be involved in the entire supply chain — from start to finish — for both ownership and rental in the construction of affordable housing, as well as low-cost flats if need be or when requested by the state governments.
Mortgage, however, continues to be under Cagamas Bhd.
The AHA shall coordinate with the state governments including those who are already proactive in providing affordable housing for the purpose of ensuring adequate supply to meet the growing demands of the local market.
It will also determine the design, specification, standards and quality, and size of affordable housing and of low-cost flats across states that have come under its jurisdiction.
Other forms of coordination with the state governments including working together to help developers absorb the costs when for example there is fluctuation in the ringgit, raw materials could be partly subsidised by the AHA via a special fund set aside.
Otherwise, for certain raw materials, the government could purchase in bulk quantities to be distributed for discounted prices to the developers.
Secondly, the federal government will also provide backup and support in the form of government agencies and GLCs that will engage in the manufacturing, operating and supplying, as well as direct import of cement, gypsum, steel and metal.
That is to say, the creation of a parallel market — materials will be supplied to the state government and local authorities at a controlled/fixed price (floor) level that is lower than the prevailing market price.
In other words, the full-spectrum of up-, mid- and down-stream activities. Therefore, state governments will not be competing with the private sector for raw materials.
All construction work will be carried out by private sector contractors under joint supervision by a consortium and KPKT which will perform monitoring and supervising roles. These include ensuring quality control and assurance and timely completion.
Alternatively, funding could also be derived from the housing industry itself through a Special Industry Contribution (SIC) as per Rehda institute’s policy proposal on social housing rental for the bottom 40% income group in its Affordable Housing: The Game Plan Transformation report.
As for home ownership, the SIC could be utilised in return for joint-development projects where the AHA provides subsidised raw and semi-finished materials to the private sector or bears most of the compliance and utilities costs.
A fund similar or analogous to the Malaysian Road Records Information System could also be set up and placed in a trust or deposited in Bank Negara Malaysia to earn interest. The fund could also be allocated to state governments for use in low-cost housing.
As a public good, affordable and low-cost housing are integral to our Shared Prosperity Vision 2030 and enable us to achieve the sustainable development goals in the long term.

Record sales at grocery stores as people stock up amid Covid-19 outbreak fear
KUALA LUMPUR (March 16): Selected stores in the Klang Valley saw record sales as people stocked up over the weekend after the World Health Organisation declared the outbreak a pandemic on Wednesday.
On Sunday, photos of empty shelves at Village Grocer and Tesco Stores began to go viral.
When contacted to confirm the authenticity of the photos, The Food Purveyor, which operates Village Grocer, Ben’s Independent Grocer (B.I.G) and Pasaraya OTK, confirmed the situation.
The Food Purveyor group executive director Ivan Tan told theedgemarkets.com that there appears to be panic buying.
“Yes, it is happening in every store of ours. We’re registering record sales every day since Thursday. Suppliers were also caught by surprise. We are unable to cope with the sudden surge in demand,” Tan said.
He added that the Village Grocer outlet in Bangsar Village saw a major uptick in sales as did the Mont'Kiara outlet.
As for the group’s OTK hypermarkets, the Gombak and Sentul stores are experiencing some increases, but the situation at the Puchong store is almost the same as the Village Grocer and B.I.G. outlets, according to Tan.
And what were people buying? Yes , it's toilet paper!
Other items, Tan said, that have been flying off the shelves include canned food, instant noodles, frozen food like dumplings, pasta and mushrooms. Rice, flour and eggs are also selling fast, according to him.
However, Tesco, when asked if its stores were also experiencing a jump in sales due to panic buying, said: “We would like to assure our customers that we have sufficient stocks and continue to replenish essential products in our stores so that customers are able to get what they need. We are working hard with our suppliers to maintain the supply of all key products such as food, water, toilet paper and soap.”
Meanwhile, another hypermarket operator, Econsave, said the buying spike has been up and down. “There was some strong buying on and off, especially items like toilet papers. (But) the situation is back to normal now,” said a spokesperson for the operator with over 70 stores.

Covid-19: Panic buying at supermarkets nationwide
KUALA LUMPUR: Unusually big crowds and long queues were seen in supermarkets here and two other cities following sharp increases in the number of Covid-19 cases in the country.
At two supermarkets here, shoppers were snapping up pasta, canned food and toilet paper.
In another city, surveys by the New Straits Times at supermarkets revealed that rice, cooking oil and instant noodles were flying off the shelves.
There were also problems in obtaining face masks and hand sanitisers in another city.
Deela Shaari, 34, who was doing her grocery shopping at Teng Mini Market Centre (TMC) in Bangsar here, said she was shocked to see panic buying.
“I did not expect people to be this panicked. They were clearing out some shelves. I’ve never seen anything like this.
“Though I am aware of the increase in Covid-19 cases, I can only prepare in whatever way I can.
“We should update ourselves with information and not trust rumours,” said the 34-year-old manager in the corporate sector.
Nurse Safura Iffah, 24, who shopped at Village Grocer, Bangsar Village, said she could not help but to panic when seeing others emptying the shelves.
“It is up to people on what they are doing. If they feel anxious and want to stock up on their groceries, we can’t do anything,” she said, while hoping the panic would subside soon.
At a supermarket in Cheras, a shopper said shelves with fresh produce, such onions and vegetables, were cleared by 4pm on Sunday.
“Some shelves are bare. It’s not a full-blown panic buying yet, but it is getting there,” said a shopper.

In Ipoh, food items such as canned food, rice, cooking oil and instant noodles had begun flying off the shelves in supermarkets in Klebang and Meru.
A housewife said she needed to prepare for the worst-case scenario.
“I need to be prepared. We never know what will happen. A sharp increase of positive cases could happen just like in Spain or Italy.
“I have read how fast the virus spreads and I believe we must be ready for the worse.
“I have started stocking up on essentials since last week,” she said.
Kindergarten teacher, Rafidah Ismail, 38, was worried that certain food items would run out of stock.
“I don’t think people need to panic yet. But I’m worried supermarkets will run out of food.”
Checks at supermarkets here showed that staff were re-stocking instant noodles.
In Kuantan, checks at supermarkets, pharmacies and convenience stores revealed that the supply of face masks and hand sanitiser were running low.
Pahang Domestic Trade and Consumer Affairs Ministry enforcement chief Ahmad Fitri Ali said there had been a sudden surge in demand for face masks and the ministry was doing all it could to ensure that there was sufficient supply.
He said the surgical mask manufacturers were trying to meet demand, but they could not set an exact time frame on when they could deliver the items.
“The face masks and hand sanitisers are selling fast and pharmacies cannot cater to those who want to buy in bulk. Some pharmacies are only selling face masks in small quantities (one or two pieces) to ensure that everyone can purchase it,” he said.
A pharmacist said most businesses had ordered new stocks of face masks, but the suppliers said they could only deliver by the middle of next month.
“At some pharmacies, customers are told to provide their contact details so that once the items arrive, they will be among the first to purchase it,” said the pharmacist.
Domestic Trade and Consumer Affairs Ministry enforcement division director Datuk Iskandar Halim Sulaiman said there was no need for people to resort to panic buying as the current situation was under control.
“The government is doing its job. As long as there is no directive for a curfew, the country is at peace.
“You don’t need to buy a more-than-usual amount of groceries.
“All food have expiration dates, so buying more than what is needed will cause the food to expire and that’s wasteful.

Malaysia records first Covid-related deaths
PUTRAJAYA: As the government-imposed movement control order starts today Malaysia recorded its first two deaths involving Covid-19.
The two deaths reported yesterday involved patients in Johor and Sarawak respectively.
Health Minister Datuk Seri Dr Adham Baba, who announced this, said the victims were cases 178 and 358.
According to him, case 178 is a Malaysian aged 34, who attended the tabligh gathering at Masjid Jamek Seri Petaling.
The victim showed symptoms on March 5, and received treatment at Hospital Permai Johor Baru after he was found to be positive of Covid-19 on March 12.
“His condition deteriorated and was placed at the Intensive Care Unit (ICU) of the Sultanah Aminah Hospital.
He was pronounced dead this morning, ” said the minister at the press conference at the Ministry of Health here.
Meanwhile, case 358 is a 60-year-old Malaysian who had a history of chronic illness, added Dr Adham.
The victim showed symptoms of fever, cough and difficulty in breathing on March 7.
He received treatment at the Sarawak General Hospital on March 14 after he was detected positive for Covid-19.
“The victim’s health deteriorated and he was placed at the ICU where he died today, ” said Dr Adham.
The Ministry recorded 120 new cases as of noon, bringing the cumulative positive cases to 673, he said.
Based on initial investigation, out of 120 new cases reported, 95 of them are from the tabligh cluster, said the Ministry.
To date, of the 673 positive cases, some 438 cases are from the tabligh cluster.
There are currently 12 patients who are in ICU and are in need of ventilators to support their breathing.
The Health Ministry also announced seven cases who have fully recovered from Covid-19.
This brings the number of those who have been discharged to 49.
He said the movement control order, which will restrict the people’s movement is a drastic measure to curb the spread of Covid-19.
“This measure is necessary to prevent more people from being infected by Covid-19 which has now entered the second wave, ” he said.
Dr Adham assured the public that the order will not affect health services in all of the ministry’s facilities, adding that health services provided by the private health sector will also continue to operate.
He urged the public to adhere to the order and warned that failure to do so will result in jail and fines.
He also noted that all Malaysians should play their role to help the government curb the spread of Covid-19.
This includes ensuring that hygiene is at an optimum level at all times by washing of hands with soap and water, or using hand sanitisers.
He said good cough etiquette should also be practised and advised people to seek immediate treatment should they show symptoms such as breathing difficulties, cough, fever, flu and sore throat.

Malaysia records first two Covid-19 deaths; cases soar to 673
KUALA LUMPUR: Malaysia recorded its first two fatalities in the Covid-19 coronavirus pandemic today; while new cases rose by 120, raising the tally of infections in the country to 673.
The latest figures were revealed by Health Minister Datuk Seri Dr Adham Baba during a press conference in Putrajaya, today.
The first fatality was a 34-year-old man from Johor, who attended the tabligh event at the Sri Petaling Mosque here, from Feb 27 to March 1. He developed a fever on March 5 and died at the Permai Hospital in Johor Baru, today.
The second deceased was a 60-year-old pastor at the Emmanuel Baptist Church in Kuching, Sarawak. The pastor, who had an underlying health condition, died at the Sarawak General Hospital at 11am, today.
Meanwhile, of the 120 new positive Covid-19 cases detected today, 95 are linked to the Sri Petaling mosque tabligh cluster.
Out of Malaysia’s 673 cases recorded to date, 161 are in Selangor, 113 are in Kuala Lumpur and Putrajaya (Federal Territories), 82 are in Sabah and 77 are in Johor.
Malaysia has, by far, the highest number of Covid-19 cases in all of Southeast Asia.
