China's exports tumble in May, imports slow

BEIJING: China's exports fell a much faster than expected 7.5% in May year-on-year, while imports contracted at a slower pace, dropping 4.5%, customs data showed on Wednesday.

A Reuters poll of economists had forecast exports to have shrunk 0.4% and imports to have fallen 8.0%.

Having beaten expectations in the first quarter, analysts are now downgrading their expectations for the economy for the rest of the year, as factory output continues to slow amid persistent weak global demand.

Weak Chinese demand is hurting other major economies in the region. South Korean data last week showed shipments to China slid 20.8% in May, marking a full year of monthly declines.

人民币走低 马币丢失4.60

吉隆坡7日讯）上月中已在4.50水平徘徊的马币兑美元汇率，月底时更走贬至4.60水平，经历过去几周萎靡走势，今日马币汇率先跌后起，一度站上4.6025水平，追随人民币跌势。

根据《彭博社》行情，马币兑美元汇率今早低开以4.6075报开，尔后小幅升高，最高站上4.6025，比起昨日（6日）收报的4.6055略高0.07%；截至上午11时挂在4.6038，微扬0.04%。

不过，马币兑新元汇率仍持续南下，开市报3.4195，最低曾跌至3.4207，最新报3.4167，昨日为3.4129。

纵然马币兑美元汇率今日稍微回升，但经济学家认为，马币汇率短期内将持续萎靡，因投资者还在观望美国联储局下周议息结果，毕竟直到结果出炉前，还是有升息的可能。

《彭博社》资料显示，美元兑马币一个月波动为5.3125%，比起昨日的5.3%又攀升。

周三早盘公布的中国贸易账数据好坏参半，离岸人民币兑美元走低至7.1300水平。

One year after evergrande, bank failures we read about take place in regional banks in America, not China.....with mortgage rates up 400% in America, risk of mortgage defaults is in America, not China. That is the reason HSBC decided to sell it's America mortgage loan portfolio.
With zero inflation policy makers in China plenty of options. Whereas fed has few options and few flexibility.

中国力求缓解投资者对地方债务飙升的担忧，但该举动几乎没有安抚投资者对这个全球第二大经济体金融稳定风险的忧虑之情。

新华社周一援引中国财政部一位匿名官员报道，政府财政状况健康安全，当局有足够的资源来应对风险。该官员表示将避免系统性风险。

经济学家们表示该报道未提供任何新的细节可以让投资者对债务问题感到放心。

“北京方面在寻求传达一个信息，即没有必要恐慌，”法兴银行的亚太区和中国首席经济学家姚炜表示。

“但该报道对缓解投资者的担忧只能起到有限的作用，因为数据是公开的，数据本身就可说明问题。”

投资者尤为关注地方政府融资平台（LGFV）筹集的表外借款。经济学家警告称，LGFV可能造成中国首次发生公募债违约。一家与昆明市有关联的LGFV上个月在最后关头避免了债券违约。

LGFV违约几率低

渣打的大中华区和北亚区首席经济学家丁爽表示，新华社报道中有关解决地方债务问题的方式所使用的措辞，暗示其传达出的信息没有“新内容”，例如北京方面的立场是中央政府不会救助LGFV。

丁爽补充说，尽管LGFV对公募债违约的可能性仍然低企，但有可能不能偿付私营部门借款。

他说：“文章中的论点看起来很笼统，接受采访的这位匿名官员似乎没有太大的影响力，不足以让投资者放心”。

政府转移支付资金

地方政府愈发依赖中央政府的转移支付资金来填补财政缺口。财政部在两会预算报告中称，2023年中央对地方转移支付安排逾10兆元人民币。

彭博基于预算数据计算发现，这相当于今年地方政府一般公共预算本级收入的86%，而在2015年该比例约66%。

瑞银的首席中国经济学家汪涛表示，期望中央政府出于对道德风险的担忧而出手救助地方政府是“不现实的”。

她说，中国可能会依靠银行重组债务，并推动地方政府出售土地以外的资产，例如国企股票。可能以牺牲银行的利润率为代价来避免违约。

汪涛说，长远来看，随着土地收入减少，“政府，特别是地方政府，在整体经济中发挥的作用将缩小”，因此投资基础设施的财政资源将减少。她表示非常难以显著提高税收来抵消土地出让收入。

China's trade surplus dropped to USD 65.81 billion in May 2023 from USD 78.40 billion in the same period a year earlier and below market forecasts of USD 92 billion. It was the smallest trade surplus since February, as exports fell more than imports, amid persistent weak global demand.
