Mongolians in China Face 'Cultural Genocide' as Language, Culture Swept Aside: Group

The ruling Chinese Communist Party (CCP) is stepping up policies in the northern region of Inner Mongolia, where protests erupted last year over plans to phase out Mongolian-medium teaching in schools, targeting the region's ethnic Mongolians with TV shows emphasising "ethnic unity," in a move labeled "cultural genocide" by a U.S.-based exile group.

"China’s cultural genocide campaign is in full swing in Southern (Inner) Mongolia," the New York-based Southern Mongolia Human Rights Information Center (SMHRIC) said in a report on its website on Thursday.

"Ubiquitous in the region are political advertisements highlighting the importance of national unity and ethnic harmony, many of which specifically target Mongolian children," it said.

The group said all state media in the region, including Inner Mongolia Radio and Television (IMRT), had been ordered from Jan. 1 to replace Mongolian content with programs about majority Han Chinese culture, to promote a "strong sense of [a] Chinese [national] common identity.”

One of the campaign’s official slogans is "Learn Chinese and become a civilized person," the group said.

Inner Mongolia TV has been airing a video clip of an ethnic Mongolian primary-schooler who calls on viewers to "speak Chinese, write Chinese, and become civilized," it said.

In one cartoon, an ethnic Mongolian girl quotes from a speech of CCP general secretary Xi Jinping, saying that all ethnic groups in China "belong to a single family with no divisions."

Peking opera has replaced Mongolian traditional art performances in TV programs across the region, while elements of Han Chinese culture are now mixed in with performances that were once a regular part of Mongolian culture, whicle traditional Mongolian songs have been replaced with patriotic anthems lauding the CCP, SMHRIC said.

In Ordos, ethnic Mongolian adults are being similarly targeted by Chinese language-learning campaigns, with new programs teaching Mandarin being broadcast in the region since December 2020.

"The propaganda campaign sweeping across [Inner] Mongolia is widely considered by the Mongolians as another form of Cultural Revolution," SMHRIC said.

Meanwhile, in the region's secondary schools, ethnic Mongolians are being forced to take part in military cadet programs and other propaganda activities, including the singing of "red" songs lauding the CCP and the People's Republic of China.

Language phased out

The phasing out of Mongolian-medium teaching came as the National People's Congress (NPC) ruled that "minority language-medium education is unconstitutional," the People's Daily reported recently.

The ruling apparently replaces a clause in Article 4 of the constitution, which once stated: "All ethnicities have the freedoms and rights to use and develop their own spoken and written languages and to preserve or reform their own folkways and customs."

It has paved the way for a further purge of any historical or cultural material from classrooms linked to traditional Mongolian culture.

The regional government has barred a number of Mongolian history textbooks from classrooms after they were found to "overemphasize the identity of certain ethnic groups while underemphasizing Chinese nationality and common identity," according to a statement posted on the government's website and cited by SMHRIC.

Yang Haiying, an ethnic Mongolian scholar at Shizuoka National University in Japan, said there was nothing remotely radical in the banned textbooks.

"They were just offering cutesy local color," Yang said. "When they say the Chinese nation, they are talking about Han Chinese nationalism."

"All of this talk about allowing Mongolians, Tibetans, and Uyghurs to integrate into the Chinese nation is really about assimilating them," he said. "The Chinese government is now unwilling even to allow them to co-exist."

SMHRIC also cited statements from parents as saying that no mention of Mongolian culture is currently allowed in schools, and even ethnic Mongolian kindergarteners are being taught in Mandarin rather than the Mongolian language, as was previously the case.

"Horrific days are now starting. Our innocent toddlers are forced to learn in Chinese," it cited a statement from one parent as saying. "It is so heart-breaking to look at the helpless eyes of our beloved toddlers who do not understand a single word when their Chinese teachers talk to them in Chinese."

Since Jan. 9, 2021, schools have also been banned from offering extracurricular activities or clubs without prior approval, nor can they refer their students to such activities or clubs.

Restoring traditional script

Overseas-based ethnic Mongolian Khubis said the move could be linked to plans by the government of the independent Republic of Mongolia to return to the flowing Mongolian script that was taught to Chinese children in elementary schools until recently.

Mongolia had previously written the language using the Cyrillic alphabet, but is now planning to move away from that link to what is a relic of Soviet occupation.

"Mongolia has decided to restore the traditional Mongolian script, so the [Chinese] authorities are more worried about [people in China watching] live broadcasts of cultural programs from Mongolian TV stations and so on," Khubis said.

"Inner Mongolia Television used to invite Mongolian artists to perform at the Spring Festival Gala on [state broadcaster] CCTV, but that sort of cultural exchange will definitely decrease in future," he said.

"The authorities are getting much more cautious about the influence of culture from Mongolia on Inner Mongolia," he said.

The official dialect of China is Mandarin, also call “Putonghua”. If one speak Hokkien, one speak Cantonese, one speak Hakka and another speak Hainan and etc can they communicate?

Regardless if a person speaks hokkien or anything else, all can speak Mandarin in China.
Pretty sure it’s the same in Kelantan. Before Covid, I use to travel monthly to the state for business. In all my visits, I have never once had a problem conversing with them. No doubt among themselves, they go in their dialects which I totally don’t find offensive.

I still occasionally go hokkien with my non Kl relatives, so not sure what’s your issue

(New York) – The Chinese government should reverse its new policy of increasingly replacing Mongolian with Mandarin Chinese as the language of instruction in Inner Mongolia schools, Human Rights Watch said today. Chinese authorities should also stop harassing those who have peacefully protested in support of Mongolian language education.

The US-based Southern Mongolian Human Rights Information Center reported on August 20, 2020, that education authorities had informed teachers that all elementary and middle schools in Inner Mongolia had to use Mandarin Chinese as the language of instruction for three subjects starting this new school year. Inner Mongolia is a region in northern China with 17 percent ethnic minority Mongols, who speak Mongolian as their mother tongue.

“As in Xinjiang and Tibet, the Chinese authorities appear to be putting political imperatives ahead of educational ones,” said Sophie Richardson, China director. “While Mongolian students are being told they’ll still have some classes in Mongolian, their concerns about it being phased out are entirely warranted.”

Students in Mongolian-medium schools had previously been taught in their mother tongue, alongside a daily hour of Chinese language instruction starting from the third grade. Starting this September, the education authorities will expect schools to teach three subjects in Mandarin Chinese: language and literature, “morality and law (politics),” and history. Authorities may be giving priority to these three subjects because they reflect the government’s emphasis on political and ideological education. Other classes, namely mathematics, sciences, art, music, and physical education, as well as Mongolian language, will still be taught in Mongolian.

In an August 31 statement, authorities in Mongolia said that the changes, following similar steps in Xinjiang in 2017 and Tibet 2018, also apply to ethnic minority schools in Gansu, Sichuan, and six other provinces and regions. The statement said that “Textbooks reflect the will of the [Chinese Communist] Party and the state … [and] directly concern the implementation of the Party’s educational guiding principle and the realization of educational goals.”

Authorities did not initially communicate the changes publicly – perhaps anticipating objections. During closed-door meetings, officials only showed teachers the headings of the central government policy, and required teachers to sign documents promising not to discuss the order.

After the policy was leaked, international media reported widespread school boycotts and various protests breaking out throughout Inner Mongolia. Videos show students shouting slogans and walking out of schools. Authorities swiftly responded with a crackdown, detaining Mongolian activists and beating protesters.

On August 23, authorities shut down Bainu, the only Mongolian-language social media site in China. Many Mongolian speakers earlier had posted complaints on Bainu about the policy change. Many posts on popular Chinese social media platforms such as Weibo and WeChat about “bilingual education” were censored. Authorities also allegedly harassed and detained some Mongolians who voiced their displeasure on these platforms.

China’s constitution guarantees minority language rights, and minority-medium education began to be introduced in schools in the relatively liberal 1980s. But in recent years, the Chinese government has rolled back minority language education rights across the country, particularly in Xinjiang and Tibet. The Chinese government calls these new efforts – in a confusing euphemism – “bilingual education.”

While many Tibetan parents support the idea of children learning in both languages, some are distressed at the near-total removal of Tibetan-language medium education, replacing it with classes conducted in Chinese. The developments reflect an assimilationist, Han-centric chauvinism that has gained momentum under President Xi Jinping’s leadership. The authorities now consider even local initiatives for the promotion of minority language activities in Tibet as “separatist,” punishable under the criminal code.

Authorities in the past have harassed and arbitrarily detained activists who criticized ethnic minority language policies and campaigned for mother-tongue education. In 2018, Tibetan language rights activist Tashi Wangchuk was sentenced to five years in prison for “inciting separatism.”

China’s assimilationist education policy contravenes international human rights law, particularly the United Nations Convention on the Rights of the Child, which China ratified in 1992, and the International Covenant on Civil and Political Rights (ICCPR), which China has signed but not ratified. Both treaties guarantee that children have the right to education in their own language and culture. China has also supported the UN Declaration on the Rights of Indigenou

Don't fool yourself. However you justify the statistics on non-Chinese enrolments in the said schools, politically it is not going to change government policies favourable to minority languages. Even in English the command and teaching of the language have deteriorated. Obviously, we can see today in the cabinet itself comprising of those who have no command of English and no knowledge of the language.

Many Chinese do agree that BM be the language of instructions in all secondary school (though they may prefer English to BM if given a choice).

The issue is not SMJK, it is more of abolishing Chinese primary schools because it is divisive to unity among multicultural Malaysia said the extremist politician mainly among the Malays. This issue if you believe almost always brought to the limelight when the majority race perceived that they are on the verge of losing political power in the country as a result of infighting among themselves over the resources of the country.

There are only 5.8mil of Mongol in China, which is only 0.5% of China population. If Malaysian Chinese is only 0.5% of M'sia population, gov has long been change the language of instructions from Mandarin to BM in SJK(C). If 23% of China population is Mongol which would equivalent to 200mil, then China gov will not change Mongolia language to Mandarin as language of instructions, bcoz the protest will be too huge simply bcoz Mongol will hv the numbers.

For China teaching of STEM should be in mandarin as their knowledge based in quite advanced! Just like South Korea and Japan!
For Malaysia, chinese schools should follow learning STEM in English if national school change language of instruction in English!
However, having said that, our teachers may not be able to teach STEM in English! Our teachers are ill enquip! Our teacher after decades of teaching in Bahasa will not be able to adapt!
Idealism and reality are two different thing! Sad but true!

So yeah, for our local chinese schools, they should stick to teaching STEM in mandarin!
For those who want to enter public universities, then they have to sit for SPM or STPM!
Please ignore dumbass the Lims! They politicize UEC without considering the implication!
Even if government agree to recognise UEC as requirement to enter public universities, this UEC school leavers will not be able to adapt to bahasa as language of instruction! In the end, many will drop out!

During my study time I will study hard and do my best in university enter examine to enter top Malaysia university UM.

So for China citizen they should also study whatever it take and pass their university entry examine to enter China top university or any foreign university of their choice if they can afford it.

Malays have the special rights! Local chinese have their special rights! Bumis have theirs too!
I blame the Lims for their short sightedness and question malay special rights! Of course the talibans will threaten to abolish local chinese rights in return!

I cannot speak for inner Mongolia as I do have have the actual big picture of their conditions.

As far as I know China unified university entry examination medium of instruction is Mandarin so if you do not learn mandarin how you going to further your study in China university?

Tobby, you are right that at present, mainly the malay language teachers are unable to teach in English. But it does not mean that the government can't offer English medium schools. Oldman did change the medium of instruction for science and maths to English. But it seemed that those pupils in the urban schools excels and left the rural students way behind. That is not good for the majority race. However, the government can offer options to parents by allowing government-funded English schools as before the 1970s. But there is no political will to do that and also English as a medium of instruction has become a commodity to sell privately after the 1970s. Expensive International schools for the rich and powerful and of course meant for foreigners where the medium of instruction is English became the norm.


For Malaysia, chinese schools should follow learning STEM in English if national school change language of instruction in English!

If M'sia Chinese is not 23% of Msia population, but a meagre 0.23%, what Chinese as medium of instructions in SJK(C) we want to champion about? Tmro also UMNO gov will abolish all Chinese primary school.

Like i said, Malaysia has deeply ingrained race problem! It is what it is! Back in the good ignorant era, we thought we were happy multiracial society!
That's because MCA protect local chinese institutions! MCA also dominant mega projects! The malay politicians were dumbass back then! All projects were Alibaba! Malay company, chinese runs it!
Today, totally different story! Malay politicians wallop all mega projects! Sub projects to chinese tychoons initially but now most are fully malays!
That is why i am worried post GE15! If local chinese are not represented in next administration, that will be the end of local chinese institutions!

As in many post-socialist countries, Mongolia's school system, previously based on the ten-year school, has been shifting towards twelve-year education. The official school entrance age was lowered to six starting in 2008. Compulsory education is nine years. The school year begins on 1 September.

Schools in sum centres usually have boarding schools for pupils from the countryside. Many of these sum schools only go to the ninth grade. Pupils who want to complete secondary school have to attend schools in the aimag centres.

In Ulaanbaatar and cities like Erdenet there are private schools, though of mixed quality. Ulaanbaatar also has some foreign-language themed public schools, for example for Russian, Chinese, Turkish, English, and German.

In collaboration with Cambridge Assessment International Education, the Ministry of Education has undergone a major educational reform to match with international standards. As a result, numerous public and private schools have been established, offering Cambridge Pathway (Primary, Checkpoint, IGCSE, AS and A levels). Currently, there are three public schools with Cambridge programme, providing the opportunity for students nationwide to access to international education while experimenting and implementing the reform.

According to the ranking of Mongolia's high schools based on university entrance exam results, nine out of ten schools were private (with tuition), while three were Turkish schools.[5] In Ulaanbaatar, there are several private secondary schools that have instruction in English and Mongolian, and just a few that have English-only instruction.
