Jordan to build mega power plant to increase energy self-dependence

AMMAN, June 12 (Xinhua) -- Jordan said on Thursday it decided to grant a license to an international consortium of local, Estonian and Malaysian companies to build a 2.1-billion U.S. dollar power plant, the state-run Petra news agency reported.

The 470-megawatts power plant will be fueled by oil shale, the country's key and strategic reserve that is able to diversify energy resources, said Jordan's energy minister Mohammad Hamed.

The power plant, which will be built by Estonia's Eesti Energia, Malaysia's YTL Power International and Near East Investments of Jordan, is expected to be operational in 2017.

The Kingdom, which imports about 96 percent of its energy at a cost of 2.8 billion U.S. dollars annually, or 21 percent of its gross domestic product, plans to increase self-produced energy to 60 percent by 2020.

Finally, the Jordan power plant started, a 470MW oil shale fire power plant ready in 2017, a year ahead of YTLP local 1000MW gas fire power plant.

Remark: The consortium stake divided by Estonia's Eesti Energia (65%), YTL Power (30%) and Near East Investments (5%) have grant 30 Year power purchase agreement

All four workers' unions of Tenaga Nasional Bhd (TNB) came together in a rare show of unity today and urged the government-owned entity to cease all ties with YTL Corp.

Alleging that YTL has muscled in and profited handsomely from a nationally important power sector, the unions, which have some 35,000 members, demanded that TNB not renew YTL’s power purchase agreement when it expires in 2015.

“Make sure YTL is not given any project generation or electricity project in this country,” TNB Junior Officers Union (TNBJOU) president Mohd Roszeli Majid told reporters outside TNB’s Kuala Lumpur headquarters today.

“We have had a bad experience with them. Once bitten, twice shy. Never again, for the sake of our future generations.”

This is the first time the TNBJOU has brought up such a protest in 67 years, Roszeli said, as he led a group of about 500 workers to march to the TNB headquarters.

There, they handed over a four-page memorandum of protest to TNB president and CEO Azman Mohd, who came out to meet the workers.

TNBJOU's Roszeli emphasised that the workers were not angry with TNB management but only with YTL Corp's subsidiary YTL Power, which has been a pioneer independent power producer (IPP) since power generation was privatised in 1993.

As they marched, the protesters shouted “Hidup pekerja, hidup TNB” (Long live workers, long live TNB) in unison and then “Hancur YTL, Tolak YTL.” (Destroy YTL, reject YTL).

Roszeli urged TNB to take back power generation from IPPs, starting with YTL, as only the national entity can ensure people do not suffer blackouts.

"We have a social obligation to the people," he said, adding that IPPs like YTL were squeezing TNB dry of profits as nearly 40 percent of TNB's operational costs went to them.

Meanwhile, TNB's CEO Azman Mohd told reporters after receiving the protest memo that the workers’ sentiments would be given serious consideration.

"TNB would like to reaffirm that we have not had any prior discussions with any party regarding the matter. As of now, we can confirm that we have only received the offer letter. We refute claims or assumptions that we are already part of the consortium," he said.

Azman (right) added that TNB would now evaluate whether it would partake or pull out from the consortium by the July 25 deadline.

He further clarified that TNB did not initiate the project to build a combined-cycle 1,000 -1,400 MW power plant, nor asked for YTL to be included.

The Energy Commission had directly awarded the power project to a consortium of SIPP Sdn Bhd, YTL and TNB last month without an open bidding process, citing that it needed to fast track the construction of the power plant to meet the country's growing energy needs.

Azman told reporters that the three companies have yet to meet to hammer out the project details.

National electricity provider Tenaga Nasional Bhd (TNB) has distanced itself from the controversial multi-billion ringgit Johor power plant Track 4A, amid a backlash against the plant and Tan Sri Francis Yeoh’s (pic) YTL Power International Berhad (YTL) role in it.

“TNB would like to reaffirm that we have not had any prior discussions with any parties regarding the matter. As of now, we can confirm that we only received the offer letter and refute claims or assumptions that we are already part of the consortium.

“We are evaluating the offer and also our role in this project before concluding if it is favourable for TNB to participate by July 25, 2015,” TNB president and CEO Datuk Seri Azman Mohd told reporters.

YTL, the Johor ruler's SIPP Energy Sdn Bhd and TNB have been awarded the Track 4A combined gas cycle project that could generate up to 1,400 megawatt (MW) of power under a controversial directly negotiated deal.

Azman today received a memorandum protesting against YTL and TNB’s role in the power plant from four unions representing the 34,900 members and TNB employees at its headquarters in Kuala Lumpur.


The unions – Persatuan Eksekutif TNB, Kesatuan Pecantuman Pekerja-Pekerja Tenaga Nasional Bhd, Tenaga Nasional Berhad Junior Officers Union and Persatuan Unit Keselamatan TNB – said YTL had caused massive losses to TNB since it signed the power purchase agreement (PPA) in 1993.

“TNB has not received a single benefit since dealing with YTL in 1993. In fact, the first generation PPA with TNB has placed a financial burden on TNB, as it was forced to pay higher costs for energy than it could produce,” the memorandum read.

“Based on the figures and information we received, it is understood that TNB has paid more than RM20 billion to YTL.

“We oppose and urge TNB to reject any conditional offer given by the EC to the YTL, SIPP and TNB consortium to develop the Track 4A project in Pasir Gudang, Johor.”

Azman told reporters that he would take the unions’ grievances into consideration, but added that it was the Energy Commission (EC) and not TNB that decided whether the Track 4A project was awarded to YTL.

“We take seriously the voice of our people (the staff) who expressed their deep concern over the matter.”

Members of the EC have been on the defensive over the award of the Track 4A power plant through direct negotiation, instead of conducting an open tender.

This latest development is because of Yeoh's comments that Malaysia must do away with crony capitalism and take advantage of its ethnic diversity to gain greater economic achievement and compete globally.

TNB Junior Offices Union president Mohd Roszeli Majid said at a press conference earlier today that the union was disgusted by Yeoh’s “insulting comments towards the government”, and noted with irony that YTL had entered into the Track 4A project through direct negotiation just after criticising crony capitalism.

He expressed concern that should this project go on, other IPPs would follow suit and enter into multi-billion power plant deals through direct negotiation.

“If this happens, there will be a domino effect. If YTL starts, other IPPs will follow. So we must quickly put a stop to this,” said Roszeli, adding that this was the first time the unions had ever submitted a memorandum to TNB.

Roszeli said it also wanted TNB to end all deals with YTL as soon as its concessions expired September next year.

“It is befitting for someone who has betrayed the government and ruler to find job opportunities outside this country,” he said.

“It is the first IPP to exist and it is the first contract to expire. We have to make sure YTL is not given any more electricity projects as we have had bad experience with them.”

The Malaysian Insider reported this morning quoted Barisan Nasional (BN) sources as saying that Putrajaya was making overtures to the Johor ruler to find another partner for the project. – June 16, 2014.

YTL Power International Bhd directors are having an emergency meeting today to discuss the electricity producer's participation in the RM3 billion Track 4A power plant after getting flak over boss Tan Sri Francis Yeoh's crony capitalism remarks, say sources.

The Malaysian Insider understands the meeting is being convened after one of the Track 4A consortium members, Tenaga Nasional Bhd, was non-committal about the 1,000 to 1,400 megawatt (MW) combined cycle gas power plant.

The sources said YTL Power is examining a range of options over the award given to the company, TNB and SIPP Energy Sdn Bhd – a company linked to Johor's Sultan Ibrahim.

"They may withdraw from 4A and ask the government to have an open tender where they will bid with others.

"The thinking is that's best to restore credibility to the process," a source told The Malaysian Insider.

Critics have assailed the direct award, saying it went against Putrajaya's push for transparency and open bidding for all government projects. But Putrajaya had said it had given a direct award to fast-track the process for a much-needed power plant.

DAP Petaling Jaya Utara MP Tony Pua and pressure group Association of Water and Energy Research Malaysia (Awer) have said the deal smacked of "crony capitalism" and should go through due process.

Yeoh, the YTL Group managing director, had touched off a barrage of criticism this month when he said Malaysia must do away with crony capitalism, with critics pointing out his company had been awarded lucrative contracts in the energy, communications and property sector.

Yeoh had apologised and said his words at a government forum were misquoted.

Pua accused Putrajaya this morning of awarding the power plant deal to the YTL-SIPP-TNB consortium to appease it for not getting the RM11 billion Project 3A won by state asset manager 1Malaysia Development Bhd (1MDB).

"It is shocking how the Energy Commission has proceeded to make an award for a 20-year concession to a group of companies that didn’t even know that they are going to be working together," he said in a statement in Kuala Lumpur, referring to TNB's denial that it was yet part of a consortium despite receiving an offer letter.

The Energy Commission said last month that the YTL Power, SIPP Energy Sdn Bhd and TNB consortium would carry out the RM3 billion 1,000MW to 1,400MW gas-turbine power plant “Project 4A” based on its tender papers for the Project 3B due to the urgency for another power plant.

The award came within three months of Putrajaya awarding Project 3A to 1MDB to build and operate a 2,000MW coal-fired power plant although the company did not submit the lowest tariff for the tender exercise, which attracted seven bidders.

Pua said the award for Track 4A was not only directly negotiated, but also "the terms of the award were vague, unspecific and flimsy, as if it was conducted in an absolute hurry".

"Neither the size of the plant was fixed nor was the exact tariffs finalised – except to say that it must be ‘comparable to the last tender exercise’,” he said, adding that even the consortium arrangements between YTL Power, SIPP Energy and TNB were up in the air.

TNB has largely become an electricity transmission company as most new power plants have been awarded to IPPs but on June 3, the utility said it had received a conditional letter of award from the Energy Commission and “TNB is currently evaluating the offer as well as TNB’s role in the project.”

Pua quoted TNB chief executive Datuk Seri Azman Mohd as saying yesterday, “TNB would like to reaffirm that we have not had any prior discussions with any parties regarding the matter. As of now, we can confirm that we only received the offer letter and refute claims or assumptions that we are already part of the consortium.” – June 17, 2014
