YTL share partly influence by exclusion of Shariah list, whereas YTLP share partly influence by its fail to re-enter into latest shariah list. On top of that, today is end of May, fund manager portfolio readjustment also causing increase in volatility.

Damansara Realty may join the power game

Email

Facebook

2

UNFANCIED property development company Damansara Realty Bhd is speculated to be a beneficiary for the job to build a gas-fired power plant in Johor called Project 4A.

This is on account that the new major shareholder of the company, that has interest in facilities management services, car park operations apart from property development, is linked to the royalty in Johor.

Damansara Realty recently saw well-connected businessman Datuk Daing A Malek Daing A Rahaman emerging as a controlling shareholder after he acquired a 51% block in the company from Johor Corp at 50 sen a share.

Daing A Malek is a member of the Council of the Royal Court of Advisers to the Sultan of Johor is said to be a close associate of the Johor royalty.

The Sultan of Johor has already registered his interest in venturing into the power generation business through SIPP Power Sdn Bhd.

YTL Power International Bhd is the major shareholder of SIPP Power.

In August last year, SIPP Power Sdn Bhd, a joint venture between the Sultan and YTL Power submitted the lowest bid to Energy Commission (EC) to build a 2,000MW coal-fired power plant. However, the contract was awarded to1Malaysia Development Bhd (1MDB) based on technical grounds.

SIPP had originally partnered Formis Resources Bhd, which has since pulled out of the tender.

For the new power plant, industry officials do not discount Damansara Realty having an interest considering that it is one of the listed companies whose shareholders are linked to the Johor royalty.

It has not been established if the Sultan and YTL will team up again to bid for the Project 4A.

For now, AmResearch says Tenaga Nasional Bhd is still a strong candidate for the project, given that it is the sole off-taker for power generation in Peninsular Malaysia. Also, for Project 4A to be fast-tracked, TNB needs to expedite the completion of the 500-kilovolt southern line, which links Lenggeng in Negri Sembilan to Yong Peng, Johor, from an earlier schedule in December 2018.

“For Project 4A, we are uncertain at this stage which party will secure it as there is likely to be strong political opposition to the EC’s policy reversal. TNB’s unions have recently expressed their concerns to the EC chairman,” AmResearch adds.

According to analysts, TNB currently appears to be a strong candidate for this project, given that it is the sole off-taker for power generation in Peninsular Malaysia

Apart from his interest in the power sector, the Sultan has also declared his interest to be involved in the corporate world.

The Sultan has also been speculated to partner 1MDB on the proposed project. However, analysts say 1MDB too has the capabilities to bid for the project on its own.

Analysts say the YTL Power site in Pasir Gudang and 1MDB’s Genting Sanyen site in Kuala Langat, Selangor are suitable locations for the Project 4A. YTL Power’s concession in Pasir Gudang and Paka are slated to end next year.

First generation IPPs that have been awarded with an extension of 10 years to their PPAs are 1MDB’s Genting Sanyen and Segari Energy Ventures Sdn Bhd (a subsidiary of Malakoff). TNB Pasir Gudang has been awarded a five-year extension to its PPA.

The demand for electricity in Johor is expected to surge especially in areas within the southern part of Johor and in Johor South-East where various economic activities are currently taking place.

Industry players say activities in Iskandar Malaysia would be the major factor to push up demand for electricity.

In addition, with Johor’s plan to transform the state into a new regional oil and gas (O&G) hub in line with the Economic Transformation Programme was another factor that would contribute to the surge in power demand in the state.

In a recent closed-door meeting, Datuk Rozimi Remeli, TNB vice-president (transmission) says TNB would spend RM8.48bil over four years to boost its electricity transmission network, as it steps up investments in new technology such as “self-healing systems” to reduce blackouts and keep up with the fast-growing demand for power in new growth areas.

The national utility company said the overall transmission network planned for Nusajaya development would cost about RM961mil.

The country’s average growth of electricity demand from 2014 to 2018 is expected to be 3.31%. In 2013, the electricity demand peak at 16,562MW and this is expected to reach 19,492MW in 2018.

No doubt the Sultan of Johor wants a piece of the action in the power sector given that Iskandar Malaysia will continue to be a high growth area for electricity demand in the region.

SIPP-YTL-Tenaga JV picked for 1,000MW Johor power plant job
Published: Saturday May 31, 2014 MYT 10:48:58 PM

KUALA LUMPUR: The consortium of SIPP Energy Sdn Bhd (SIPP), YTL Power International Bhd (YTL) and Tenaga Nasional Bhd (TNB) have been picked for a power plant project in Pasir Gudang, Johor.

The Energy Commission said on Saturday the group was picked based on their ability to offer competitive rates in the recently concluded tender exercises. This was on condition the technical and commercial proposals were acceptable to the commission.

The consortium will develop a fast track combined cycle power plant (CCGT) using proven technology with a capacity of 1,000 MW to 1,400 MW in Pasir Gudang.

“The levelised tariff that may be considered competitive must be comparable to the Prai CCGT tender exercise concluded in 2012,” it said.

It said since 2010, in consultation with the Minister of Energy, Green Technology and Water, they opted for three procurement methods to secure new generation capacity to meet the increasing demand for electricity.

The three methods were direct award, restricted bidding and open bidding exercises.

The commission explained the selection of the procurement methodology hinged on the date when the plant should be operational, the time required for the development and completion of the plant, availability of a suitable site to meet the commercial operation date requirement, and the time required to adhere to environmental and regulatory requirements.

It said the recent drop in available capacity due to unexpectedly high unscheduled outages of power plants, fuel supply issues, deration of plants and transmission constraints raised concern on the security of our electricity supply system.

It cited the incident was on 7 May 2014 when Tenaga Nasional Bhd’s grid system operator had to initiate load shedding causing supply interruptions in several states in order to stabilize the grid system.

“In consideration of medium term planning scenario and current operational parameters, the Energy Commission has decided that there is a requirement to fast track the construction of a plant that was scheduled to be operational in 2020 to an earlier date in 2018 to meet the system requirements.

“The optimal way to meet this deadline is through a conditional offer whilst still stipulating the need for competitive bid for the engineering, procurement and construction (EPC) portion of the project,” it said.

The commission also said it would vet the EPC tender and the use of only proven gas turbine (GT) technology to ensure all reputable GT manufacturers could participate in the tender.

“Other aspects of the project, namely the technical and commercial proposals, will also be subjected to review and approval by the commission.

“The government will always ensure that the procurement of new generation capacity will be done in a manner that is beneficial to the nation and also at competitive prices,” it said.

YTL Power’s bid in Project 3B was at 25.12 sen per kilowatt hour (kWh). In this 4A project , EC mentioned they will use Prai power plant as reference in which the cost is 34.7 sen per kilowatt hour.

YTLP is actually gaining more in holding out against protesting in the previous 3B tender .

If it owns by SIPP and YTLP only... then YTLP new price call will be 2.60-3.00.. but now they give a piece to Tenaga... I give the price 2.20-2.50... with the potential to win project 4b....

Although it seems like a disadvantage of giving a piece of project 4a to Tenaga... but it will assure Tenaga to build the cable connecting from the South and guarantee purchase of all the future power from project 4a...

YTLP will have to continue to expand in overseas and lower Malaysia profit contribution... Though war for chinese company to stay in the major industries in Malaysia...

KUALA LUMPUR: Rail operator Express Rail Link Sdn Bhd (ERLSB) is developing a new growth path to boost its revenue and profit.

Chief executive officer Noormah Mohd Noor said  ERLSB is planning to build a train station at Mid Valley Megamall, here.

She said the company is working on a proposal for submission to the Transport Ministry and Public Transport Commission (SPAD).

"A lot of people have been asking us what we are going to do next in order to grow. There should be a stop at the Mid Valley Megamall to cater to passengers. But the decision depends on the ministry, SPAD and the other stakeholders.

"We also are working towards increasing our ridership by 40 per cent this year, helped by the new Kuala Lumpur International Airport 2 (klia2) in Sepang," she told Business Times recently.

ERLSB, majority controlled by YTL Corp Bhd, won a 30-year concession in August 1997  to finance, build, maintain and control the  express rail link (ERL) operations between KL Sentral in Brickfields and Kuala Lumpur International Airport (KLIA) in Sepang.
ERLSB  has also built a 2.2km line extension to klia2 at a cost of RM100 million.

The ERL line, which is served by 12 four-car train sets, carries around 19,000 passengers daily.  The trains stop at two terminals (KL Sentral and KLIA) via KLIA Ekspres, and three intermediary stations (Bandar Tasik Selatan, Salak Tinggi and Putrajaya) via KLIA Transit.

Noormah expects total passenger volume to  rise by two million  to 8.4 million passengers this year and 10 million next year.

"We are looking at buying four new train sets to cater to higher passenger volume. We may acquire them from either Europe, Japan or China," she said.

Noormah said the deal will be finalised within the next two to three months and delivery of the trains will take 23 months.

I think the consortium stake likely share in ratio TNB 20: SIPP 30: YTLP 50. TNB is last minute partner to join in consortium.

I think the ratio should be SIPP 40: YTLP 60 initially, but force to change due to inclusion TNB after protest from TNB Union protest and to reaffirm commitment TNB to complete its loading extension line connecting to 4b.

As the site of 4b is near to YTLP exiting Pasir Gudang IPP, expire next year, YTLP very likely grant extension life from 2015 to at least until 2018 in order to be replace by 4b.

bear in mind that SIPP is JV between Sultan of Johor and YTLP, where YTLP is the major shareholder.
