hmm..wondering whether the Energy Commission (EC) can withdraw the "4A" project to YTL? If so, what are the consequences?

I don't think YTLP management will withdraw 4B and insist open tender. YTLP already have bad experience in 3B open tender, lowest bid also rejected.

The direct award 4B is mainly due to TNB fault, outrage in electricity supply due to unscheduled interruption in its power plant and Jimah power plant. The 4B is fast track power plant, must be ready by 2018, only YTLP have such experience

I tend to agree with peter5151 that somehow they will again suka suka award it back to 1MDB. Generally speaking, one must also believe that when you play dirty and get something which you do not deserve in the first place, it won't last long i.e in short, I believe this 1MDB will most likely to cock up big time in the near future together with TNB. Someone else will have to come in and clean up the "shit", who knows ? Of course, open tender and best and most competetive bidding process is the fairest and people are not stupid : YTLP and partners submitted the best and most competetive bid in an open tender exercise the last time it was called for 3B; yet it was given to 1MDB ! This "power" game is just another disaster waiting to happen ...........

Of course, ytlpower would not want to withdraw from the Project 4A, given that they put in lots of energy to secure this deal. However, those who were left out or those unable to get a slice of the cakes would not sit still. They will go all out to use the Tnb unions, the oppositions as the platforms to pressure the government to back track and adopt the open tender. Please use some common sense to make your own judgement.

BFM89.9 just reported that the withdrawal is on the card, thus paving way for open tender. If you noticed, nobody come to defend ytlpower.

YTL Power’s downside risk increases after staying below the 50-day MAV line. Traders may liquidate if the stock stays below MYR1.50, while supports are anticipated at MYR1.40 and MYR1.35. The stock’s inability to stay below MYR1.50 may reverse the weakness, while an upward bias can only be taken seriously upon a close above MYR1.65.

The decision by the ytlp and ytl management to withdraw from the 4a consortium is the best and smart move. No matter what , from those who accuse the company, the result and data still tell this is one of the most efficient and best utility services provider company, not only in Malaysia but UK and Singapore and the rest of the world. Inner this 3 party consortium, I don't think ytlp will gain much but just work hard for others, what for?
Also why pick on ytlp while theyreare others? Why escape goats?
The only question to this country and the government and those in hungry for project, whether we value the know who or the know how?
Worse is the rakyat will eventually payibg for this.

KUALA LUMPUR, June 18 — YTL Corporation is withdrawing from a consortium that will build a RM3 billion power plant in Johor that secured the job through direct negotiations, in a bid to dispel the suspicions surrounding the project’s award.

The decision comes after controversy descended on the news that a consortium involving a YTL subsidiary, a firm belonging to the Sultan of Johor and Tenaga Nasional Berhad (TNB) Nasional had been chosen to construct the so-called Track 4A gas-fired power plant in the state.

“We are thankful to the Government for having confidence in YTL Power, as part of the consortium, to deliver the Project on a fast track basis.

“However, in view of the misconception over the Project, YTL Power has decided not to participate in the Project under the present arrangement to dispel any misgivings over the Government’s commitment to transparency and good governance,” YTL Power said in a statement today.

Attention was trained on the project to build the 1,000-1,400MW combined cycle power plant owing to Tan Sri Francis Yeoh’s remarks touching on the problem of “crony capitalism”, which he made at a recent public forum.

The head of YTL Corporation had then sought to banish the perception that that he was a beneficiary of former prime minister Tun Dr Mahathir Mohamad’s political patronage, particularly in the lucrative independent power producer (IPP) sector that the former said he had mooted.

Among others, the controversy had prompted the Tenaga Nasional Berhad Junior Officers Union to remind Yeoh that he had made gains from various government projects, including those from independent power producers, according to a report by Umno-owned Malay language paper Utusan Malaysia.

Today, YTL Power said it would welcome the opportunity to participate in the Track 4A project on a “competitive basis” or in a different capacity, saying it was confident it would be also able to do so on an accelerated schedule.

On May 31, the Energy Commission announced the award of the project to the consortium on a conditional basis.

The news was met with resistance owing to the backdrop of discontent surrounding Yeoh’s remarks.

Complicating matters further was the confusion that descended on the project when TNB at first appeared reticent over its participation, and later began distancing itself from the consortium.

YTL Corporation, an infrastructure conglomerate, is one of Bursa Malaysia’s largest firms. Together with its listed subsidiaries, it has a combined market capitalisation of over RM30 billion.

As announced earlier, YTL Power International Berhad (“YTL Power”) received a letter of award from the Energy Commission (“EC”) dated 27 May 2014 addressed to SIPP Energy Sdn Bhd (“SIPP”), which provided for participation by YTL Power and Tenaga Nasional Berhad as consortium members (“TNB”) for the development of a 1,000 MW – 1,400 MW combined cycle power plant (the “Project”) to be located in the State of Johor.
The EC in its media release on 31 May 2014 announced that the conditional award was required to fast track the construction of the Project to meet system requirements and that the terms of the award stipulated that the tariff must be comparable to the Prai CCGT tender exercise concluded in 2012 that was awarded to TNB. The EC has been transparent over the terms of the award which have been announced. Notwithstanding the EC’s clarification, there has, in recent weeks, been much misunderstanding and public debate over the award of the Project.

We are thankful to the Government for having confidence in YTL Power, as part of the consortium, to deliver the Project on a fast track basis. However, in view of the misconception over the Project, YTL Power has decided not to participate in the Project under the present arrangement to dispel any misgivings over the Government’s commitment to transparency and good governance.

YTL Power welcomes any opportunity to participate in the Project or other new capacity requirements on a competitive basis and is prepared to do so on an accelerated timeline. We are confident that we will be able to offer competitive rates as demonstrated in recently concluded tender exercises.

YTL Power remains committed to investing in this country under the leadership of the present Government and supporting the Government’s Economic Transformation Programme.
